COUNTY COASTAL ADVISORY INLET SUB-COMMITTEE

LET IT BE REMEMBERED, that the Collier County Coastal
Advisory Inlet Sub-Committee in and for the County of Collier, having
conducted this business herein, met on this date at 12:30 PM in REGULAR
SESSION in Building "F of the Government Complex, East Naples, Florida,
with the following members present:

I. The meeting was called to order by Chairman Paul Sullivan at 12:30 PM.
II. A quorum of the sub-committee was established.
III. Agenda - no changes.
IV. Public Comments - None
V. Approval of Sub-Committee Minutes - will be in the June 2nd packet.
VI. Staff Reports - Gary McAlpin
· Reported on the draft put together on Inlet Management Policy and Funding
Guidelines along with the Wiggins Pass Inlet Management and Maintenance Plan.
· Gary had contacted Lee County and found they are thinking about an Inlet Plan
and will do a Comprehensive Policy in the next couple years.
· Lee County is not as far along as Collier County, and they do things differently.
An economic study is done on their beaches before renourishment is completed.
Discussion followed on the different items in the "draft." A schematic will be
added to the Wiggins Pass agreement.
Mr. Pennington - CAC Chairman - was in attendance and stated the Sub-
Committee is expanding into more of a direction than anticipated. He stated they
need to step back a bit as they have expanded beyond the commitment he made to the
County Manager.
The objective and commitment was a recommendation of what was to be funded by
Tourist Tax monies for each of the Inlets. The County Commissioners did not
understand the basis for funding for Inlets for the dredging. They would fund the
passes and inlets as being part of the beaches. He mentioned what the Ordinance
read. Shouldn't be involved in dredging. Dredging is for navigational purposes. The
result is to put sand back on the beaches and pay for it out of Tourist Tax; which
again is the sand that came off the beaches that will go back on the beaches.
Mr. Sullivan asked about an un-navigable pass and a beach not in need of sand. His
concern was dredging "only beach quality sand" for the beaches. They wouldn't have
an inlet plan then - just a beach plan.
A lengthy discussion pursued.
Mr. Sullivan also stated they will take another look at the reason for the sub-
committee. If they are going to restrict themselves to "beach quality sand" for the
Beach only, he saw no reason for the sub-committee.
Doctors Pass has an Interlocal Agreement between the County Commissioners and
the City of Naples. Interlocal Agreements are between governments entities.

Gary stated staff can draft the guidelines if they can get some clear definition from
the Committee and then present it back to the Inlet Sub-Committee and back to CAC
agam.
