I am writing to you in response to the recommendation for allowing swamp buggies in the Picayune Strand State Forest for hunting purposes. I am a strong believer in allowing swamp buggies for the use of hunting in the Picayune Strand State Forest. Swamp buggies have been casted as harmful to land but in reality are quite beneficial. Swamp buggies help cultivate land and create new growth while allowing wildlife easier trail systems to travel through. The terrain in the Picayune Strand State Forest is changing vastly as a result of current restoration projects. A majority of the land in the Picayune Strand has become inaccessible and unsafe to travel by foot with high standing water. Hunting has become almost impossible in these lands due to the high waters. I personally spend a lot of time year-round out in the Picayune Strand State Forest and see the changes year after year. Allowing swamp buggies in the Picayune Strand would allow more local outdoorsman to once again enjoy the local land. As a life long Collier County resident and active outdoorsman, I would like to ask for your support in this matter. Fellow Collier County outdoorsman and myself need your help to allow swamp buggies in the Picayune Strand State Forest in order to once again access and enjoy this piece of Southwest Florida nature. I am a hunter and hiker and have enjoyed the recreational opportunities Picayune Strand offers. I have encountered over the course of the last five or six years, roads during our wet season, that were once easily accessible by means of street legal car or truck, flooding which prevented safe access. As a result of the recent restoration efforts, changes in hydrology have altered water levels effecting trails and access. I am very excited to see the restoration, but am concerned that as the work continues, recreational users will be restricted from areas and limited by street legal vehicles. Allowing swamp buggies on designated trails during hunting season would allow users to spread out and better utilize the opportunities Picayune Strand provides South Florida. OBJECTIVE: To obtain support from the Board of County Commissioners (Board) to submit a resolution to the Florida Forest Service, a division within the Florida Deparment of Agriculture and Consumer Services, indicating support for enhanced vehicle access, specifically the use of swamp buggies, in the Picayune Strand State Forest and Wildlife Management Area (WMA) during specified State of Florida hunting seasons and only on roads identified by the Florida Forest Service for said use. CONSIDERATIONS: On March 27, 2018 the Board provided Commissioner McDaniel support to bring back an item for Board consideration regarding an update to the Picayune Strand State Forest management plan to allow swamp buggies in the Picayune Strand WMA for specific purposes. The Picayune Strand WMA is located in eastern Collier County and comprises 78,000 acres of forest. Two major canal systems, the Golden Gate and the Faka Union, were built during in the 1960 — 1970's to drain the area for the Golden Gate Subdivision. However, the canal systems negatively impacted the ecology of the region and the area is now included in the Comprehensive Everglades Resotration Plan (CERP) to restore, preserve, and protect the south Florida ecosystem. Consistent with the CERP project, the current road system in the Picayune Strand WMA is also undergoing changes. A large portion of the existing roads have been removed and public access can be challenging. At this time, the Picayune Strand WMA prohibits Off-Highway-Vehicles (OHVs), however, should the remaining roads become non-navigable by vehicles due to flooding, then swamp buggies (a form of OHV) may be required to access the parkland in order to enjoy recreational hunting opportunities offered by the area. On April 12, Thomas Reinert, Ph.D., Regional Director — South, with the Florida Fish and Wildlife Conservation Commission acknowledged that "some public access in the WMA has become challenging" and that the "FWC is coordinating with the Florida Forest Service to explore options for allowing managed off-road vehile access on Picyune Strand WMA" (see Attacment 2). The resolution is intended to continue this dialogue and provide the state agencies awareness of the County's support to allow swamp buggies within the Picyune Strand WMA for specific purposes. It is currently ranked 29th on the CARL priority list for. 1991 . The South Golden Gate Estates area is part of the original Rig Cypress Swamp and abuts the Fakahatchee Strand State Preserve to the east. The area contains seasonal wetlands whose historical sheetflow nourished the coastal estuaries of the Northwestern Ten Thousand Islands . Most of the area is segmented by drainage canals dug by the former Gulf American Land Corporation in the 1960' s This gridwork of canals and roads have resulted in disruption of the sheetflow to the creeks and rivers which distributed the freshwater to the coastal estuaries . This over-drainage has resulted in a drastic lowering of surface and groundwater levels , unnaturally intensive fires , stresses to wetland vegetation and increased salinity in the estuaries with a resulting decline in the fisheries , both sports and commercial . The Florida Wildlife Federation would like to see acquisition of the area become a priority under your direction. The area has been studied by the Corps of Engineers , the South Florida Water Management District and the Committee on the Restoration of Golden Gate Estates . All have recommended acquisition and restoration of the area. To date very little of the area has been acquired. Once acquisition has been accomplished then restoration of the wetlands and sheetflow of the area should be of the first priority. This restoration would require removal of some roads , filling-in of some canals and re-design of some water control structures by the Big Cypress Basin of the South Florida Water Management District. Obviously, _ acquisition and restoration would by necessity involve cooperation by a number`, of governmental agencies . • ,, South Golden Gate Estates page 2 The area is currently used by hunters , fisherman, campers and other outdoor recreationists. We wish to see this use continue. While the South Golden Gate Estates area has been negatively impacted by the road and canal construction and the resulting over-drainage, it has the potential , properly restored, to once again provide freshwater benefits to the coastal estuaries . In addition, restoration would increase surface and ground waters in the Fakahatchee Strand system and would create additional outdoor recreational opportunities . A land management plan for the area should be initiated and we recommend that the Florida Game & Freshwater Fish Commission and the Florida Division of Forestry be designated lead agencies on management of wildlife resources and recreation opportunities in the area. Obtaining adequate agency funding for proper management of this area is also a critical need . In order for this project to move forward in an expeditious manner we suggest that a full-time acquisition agent be assigned to work specifically on this large multi-owners project. Federal legislation expanding the Everglades National Park contains provisions for the Dept . of the Interior to 'assist the state in providing land acquisition personnel for South Florida projects . I am a strong believer in allowing swamp buggies for the use of hunting in the Picayune Strand State Forest. Swamp buggies have been casted as harmful to land but in reality are quite beneficial. Swamp buggies help cultivate land and create new growth while allowing wildlife easier trail systems to travel through. The terrain in the Picayune Strand State Forest is changing vastly as a result of current restoration projects. A majority of the land in the Picayune Strand has become inaccessible and unsafe to travel by foot with high standing water. Hunting has become almost impossible in these lands due to the high waters. I personally spend a lot of time year-round out in the Picayune Strand State Forest and see the changes year after year. Allowing swamp buggies in the Picayune Strand would allow more local outdoorsman to once again enjoy the local land. As a life long Collier County resident and active outdoorsman, I would like to ask for your support in this matter. OBJECTIVE: To obtain support from the Board of County Commissioners (Board) to submit a resolution to the Florida Forest Service, a division within the Florida Deparment of Agriculture and Consumer Services, indicating support for enhanced vehicle access, specifically the use of swamp buggies, in the Picayune Strand State Forest and Wildlife Management Area (WMA) during specified State of Florida hunting seasons and only on roads identified by the Florida Forest Service for said use. CONSIDERATIONS: On March 27, 2018 the Board provided Commissioner McDaniel support to bring back an item for Board consideration regarding an update to the Picayune Strand State Forest management plan to allow swamp buggies in the Picayune Strand WMA for specific purposes. The Picayune Strand WMA is located in eastern Collier County and comprises 78,000 acres of forest. Two major canal systems, the Golden Gate and the Faka Union, were built during in the 1960 — 1970's to drain the area for the Golden Gate Subdivision. However, the canal systems negatively impacted the ecology of the region and the area is now included in the Comprehensive Everglades Resotration Plan (CERP) to restore, preserve, and protect the south Florida ecosystem. Consistent with the CERP project, the current road system in the Picayune Strand WMA is also undergoing changes. A large portion of the existing roads have been removed and public access can be challenging. At this time, the Picayune Strand WMA prohibits Off-Highway-Vehicles (OHVs), however, should the remaining roads become non-navigable by vehicles due to flooding, then swamp buggies (a form of OHV) may be required to access the parkland in order to enjoy recreational hunting opportunities offered by the area. On April 12, Thomas Reinert, Ph.D., Regional Director — South, with the Florida Fish and Wildlife Conservation Commission acknowledged that "some public access in the WMA has become challenging" and that the "FWC is coordinating with the Florida Forest Service to explore options for allowing managed off-road vehile access on Picyune Strand WMA" (see Attacment 2). The resolution is intended to continue this dialogue and provide the state agencies awareness of the County's support to allow swamp buggies within the Picyune Strand WMA for specific purposes. FULLER,III President January 24 , 1991 Governor Chiles The Capitol Tallahassee, FL 32399-0001 Dear Governor Chiles : As you are aware the South Golden Gate Estates area of Collier County has been recognized as an area worthy of acquisition by the Save Our Everglades Project. It is currently ranked 29th on the CARL priority list for 1991 . The South Golden Gate Estates area is part of the original Big Cypress Swamp and abuts the Fakahatchee Strand State Preserve to the east. The area contains seasonal wetlands whose historical sheetflow nourished the coastal estuaries of the Northwestern Ten Thousand Islands . Most of the area is segmented by drainage canals dug by the former Gulf American Land Corporation in the 1960 ' s . This gridwork of canals and roads have resulted in disruption of the sheetflow to the creeks and rivers which distributed the freshwater to the coastal estuaries . This over-drainage has resulted in a drastic lowering of surface and groundwater levels , unnaturally intensive fires , stresses to wetland vegetation and increased salinity in the estuaries with a resulting decline in the fisheries , both sports and commercial . The Florida Wildlife Federation would like to see acquisition of the area become a priority under your direction. The area has been studied by the Corps of Engineers , the South Florida Water Management District and the Committee on the Restoration of Golden Gate Estates . All have recommended acquisition and restoration of the area. To date very little of the area has been acquired. Once acquisition has been accomplished then restoration of the wetlands and sheetflow of the area should be of the first priority. This restoration would require removal of some roads , filling-in of some canals and re-design of some water control structures by the Big Cypress Basin of the South Florida Water Management District. Obviously, acquisition and restoration would by necessity involve cooperation by a number of governmental agencies . .f SOA South Golden Gate Estates page 2 The area is currently used by hunters , fisherman, campers and other outdoor recreationists . We wish to, see this use continue. While the South Golden Gate Estates area has been negatively impacted by the road and canal construction and the resulting over--drainage, it has the potential , properly restored, to once again provide freshwater benefits to the coastal estuaries . In addition, restoration would increase surface and ground waters in the Fakahatchee Strand system and would create additional outdoor recreational opportunities . A land 'management plan for the area should be initiated and we recommend that the Florida Game & Freshwater Fish Commission and the Florida Division of Forestry be designated lead agencies on management of wildlife resources and recreation opportunities in the area. Obtaining adequate agency funding for proper management of this area is also a critical need. In order for this project to move forward in, an expeditious manner we suggest that a full-time acquisition agent be assigned to work specifically on this large multi-owners project . Federal legislation expanding the Everglades National Park contains provisions for the Dept. of the Interior to -assist the state in providing land acquisition personnel for South Florida projects . WHEREAS, Collier County is home to the Picayune Strand State Forest containing approximately 76,000 acres of land; and WHEREAS, the forest is in the heart of the Big Cypress Basin and contains a mosaic of cypress strands, wet prairie and pine flatwoods in the lowlands and subtropical hardwood hammocks in the uplands; and I can drive my truck down there now.
