Details: The first Rural Lands Stewardship Area (RLSA) restudy meeting on Jan. 25 included many speakers.
Regarding citizen input, I endorse the following statement by the League of Women Voters'
president, Charlotte Nycklemoe,at the prior meeting: Growth management has been and
continues to be a priority issue of the league. Moreover,we support government action that results
in sustainability, meeting the needs of the present without endangering the ability of future
generations to meet their own needs. We're all Collier County community members. What happens
in the Rural Land Stewardship Area affects us all. Re-examining the proposal using Collier County
staff is vital to its success and may provide an unbiased approach. In 2002, Collier County adopted
the RLSA program to protect agricultural land, direct incompatible uses away from wildlife —
especially listed species and their habitat — and to allow for appropriate development while
avoiding sprawl.The original RLSA plan established that only 9 percent(or 16,800 acres) of the
182,000 acres would be developed and the rest would remain for agriculture and conservation. We
urge this restudy process to address issues raised by members of the Collier County Environmental
Advisory Council (EAC) during the 2007 five-year review process, most importantly the revised
"credit" formula that allocated many more credits than the initial RLSA plan.This proliferation of
credits(incentives) has impacts which contradict the intention of the 2002 plan.The EAC also
voiced concern about the potential impacts to the water resource availability of the Lower
Hawthorn aquifer — how will withdrawals from these new towns impact other users?This concern
is echoed by the University of Florida,the Florida Department of Agriculture and 1000 Friends of
Florida. Much has changed since the original RLSA was adopted and the 2007 fiveyear review.We
now have three studies by panther experts, including the Florida Panther Protection Program
Technical Review Team's 2010 report that identifies the areas in the RLSA that are essential to the
long-term survival of the panther.This new information and other information on climate change,
increasing traffic and population growth,and updated water recharge levels need to be factored
into a new proposal. I urge the County Commissioners to factor in all new information and provides
workshops that educate the public on all aspects of the program, allows time for questions, meets

at a convenient time, and addresses the exact cost for roads and how water resources will be
affected.Thank you.

Rural Lands Stewardship Area Restudy
Workshop Planned on Feb. 22
The Collier County Growth Management Department's Planning and Zoning Division continues to seek
input from community members for the Rural Lands Stewardship Area(RLSA)Restudy. Last month's public
workshop provided an introductory panel of speakers. The next workshop will be held at 4 p.m. on Thursday,
Feb. 22 at the North Collier Regional Park Exhibit Hall, 15000 Livingston Road, Naples, Florida 34109.
The February meeting will include facilitated discussion among those attending on the general purpose and
structure of the RLSA plan and its purpose as stated in"Group 1 Policies" in the Growth Management Plan. The
provisions in Group Policies can be found at: http://www.colliercountyfl.gov/your-government/divisions-a-
e/comprehensive-planning/rural-land-stewardship-area-rlsa-overlay-program. This meeting will also
accommodate all members of the public who wish to share their thoughts.
The RLSA is an area surrounding the Immokalee urban area, comprising approximately 195,000 acres.
Subsequent meetings will consider group Policies 2 through 5, and will be held on the fourth Thursday of each
month at 4 p.m. through May, resuming thereafter as directed by the Growth Management Oversight Committee.
That committee will meet next at 3 p.m. on March 1 at 2800 North Horseshoe Drive, Room 609, to discuss
adjustments, if any, in the timing of meetings on these dates. Therefore, please consult our meetings webpage for
updates to meeting times and related information: https://www.colliercountyfl.gov/your-government/divisions-s-

Agendas will be posted on the county's website prior to each meeting at
