Commissioners,
As a new member and future full time resident of the East Naples and Collier County communities, I ask for your
assistance in managing the development in the Bayshore triangle. My wife and I were drawn to the area knowing that
this part of the County was ripe for controlled development and could become an example of a truly mixed income
region. The Triangle has plenty of low income housing and the schools have way too many economically disadvantaged
students performed at low levels. The 350 units proposed for the Springs at Sabal Bay and similar developments in the
area present us with an opportunity to provide market rate housing that would be attractive to those middle income
families that would have children in the school system. Children perform better in mixed income environments and the
exposure can help break the cycle of poverty. Market rate properties geared toward middle income families will spur
moderate priced restaurants and shops that are necessary for a vibrant community. I thought this was the vision for the
Bayshore CRA.The proposed opera house development, brewery and other housing developments provide the County
with the opportunity to improve this area for current and future residents. Biking from the Thomasson gate of our
community to the downtown area, one can truly see the poverty and opportunity for managed growth. In order to
effectively manage that growth, I would strongly oppose any variance that would reduce the size of the apartments and
therefore the rents charged. We want to welcome middle income families and young professionals and have units
priced accordingly. Furthermore,there needs to be some modification of the traffic flow onto Thomasson to prevent
overuse of the roadway and mitigate the threat to cyclists. Clearly another egress that does not exit onto Thomasson
would be helpful. Appropriate buffers and landscaping to make the development aesthetically pleasing and prevent the
invasion of abutters privacy are a major concern.
I thank you for your attention to this matter and I am excited about the potential for appropriately managed
development in the Bayshore CRA.

Dear Board of Collier County Commissioners,
My wife and I are home owners and full time residents in East Naples and would like to thank you for your service. We
support East Naples and have a sizable stake in the community.
We have reviewed the proposed Springs at Sabal Bay proposal including the variance request to reduce studio size.We
fully support affordable housing initiatives, but strongly feel that each proposal should be evaluated on its own merits
and specifics. We feel it is important to have public hearings and notices for all proposals to fully
understand development specifics and overall neighborhood impacts.As we have reviewed this proposal and also
attended a Q&A session held by the developer,we have many concerns that we really hope are addressed by you to
help insure great outcomes for East Naples.
With your efforts and the Bayshore CRA,there are a number of very good initiatives proposed to help improve East
Naples and its surroundings.There is a very high low income population in this area already and we applaud the efforts
and initiatives to bring in more middle income, diversity, lifestyle, and cultural aspects. East Naples should not be
targeted as the only focus for affordable and low income housing and needs to improve and meet its full potential in
combination with the overall South 41 corridor development plan. We need a very high focus on quality and aesthetics
as East Naples Development continues, or else we have an eye sore that will damage this part of Naples forever.
By reducing the studio sizes, having very questionable aesthetics, creating extreme parking conditions, and having very
limited property management staffing and enforcement, we felt very uncomfortable with the Springs at Sabal Bay
proposal and the developers willingness to consider changes based on widespread comments from nearby residents.
Key areas of concern include the following:
• A very unsightly aluminum fence is proposed along Thomason with a very limited buffer area between the street
and apartments. A solid wall with nice landscaping, similar to the Isles of Collier Preserve development across
the street should be implemented and the set back of the apartments should be required.The developer would
not provide any specifics and it was apparent that the overall development amenities were planned to be very
limited.
• A variance request to reduce square footage should not be approved.The focus should be on higher rents and
bringing in more families and middle income residents. Although the developer says these words, none of the
designs and initiatives seem to really support this.
• More focus on the community staffing and rules enforcement should be required. Enforcing the number of cars
and number of residents in a particular unit as well as noise and appearance should be required.The developer
seemed to ignore these concerns with a very limited focus and budget for overall property management.
• The school board should have input and review which does not seem like it has happened.The schools in this
area are the lowest rated schools in Naples and the only path to improvement is bringing in more diversity and
middle income families.
• Traffic flow and safety is a huge concern.Already,traffic is a major problem on Thomason with the Publix
shopping area and new commercial development expanding on the other side of the street.There are no traffic
lights and a very high volume of 4 way traffic already. Having an addition 300 plus apartment units with 700
parking stalls will create an extreme hazard and danger on top of an already existing problem.

We write to you to express our concerns about the Springs at Sabal Bay development. My wife and I have the
following concerns:
1. Continuation of East Naples Development: We believe the several proposed and/or planned and
upcoming developments (the round-about, new condos on corner of Bayshore and Thomasson, opera house,
micro-brewery on Bayshore) will do wonderful things to enhance East Naples. We believe the proposed
Springs at Sabal By Development would represent a different and undesirable development project, and we
question and are opposed to the decision to approve it.
According to Commissioner Fiala, "We are trying to upgrade and improve this area, and we have plenty of low
income already, so this could be an introduction of median income for more skilled workers, which would add a
good element to that area.". So is this development going to attract skilled workers with median incomes? We
have doubts about that given the smaller sized studios, high density and lack of green space.
It is not unreasonable to anticipate this development proposal, coupled with unaddressed issues with some of
the existing housing along Thomasson, will have adverse effects on the market value of communities such as
the Isles, Traveso and Windstar. This proposed development is not something we as residents of the Isles
desire. More importantly, should this community decrease the values of the ICP community, which would
appear to be a distinct possibility, is it in the best interest of Collier county? How is Collier county benefited if
the tax base is reduced by falling property valuations?
2. Variance request and precedence: The variance request asks to reduce the square foot of the studio
apartments which would likely mean a reduction in rent. The goal for this development should be to increase
middle income population of this area, not low income housing. The recent mailing we all received attempted
to position this expansion of studio apartments (550 and 660 sq. ft.) as an insignificant change. In reality this
change would establish a new lower threshold for rental units. It would be a precedent that you as Collier
Commissioners would have a difficult time limiting. In essence other developments in the planning phase could
seek to modify their plans to increase the percentage of low-rent studio apartments. Some of those
developments could even be in the East Naples area further expanding the number of lower-rent, high density
housing with associated traffic and tax base issues. This is not what we desire for the East Naples community
which already suffers from a high percentage of low income housing.
3. Traffic flow and safety: Current plans have two entrance/egress for the 340 units - both are on Thomasson
and one is nearly directly across from our back gate. We object to both being on Thomasson, and especially

that will arise with both entrance/exit points located on Thomasson. Thomasson is only two lanes and is
already extremely busy. Adding 340 new residences will exacerbate the already existing traffic flow
along Thomasson heading towards Bayshore. And, part of the path includes Avalon Elementary school
placing more traffic in the school zone and placing children at increased risk for injuries/accidents by the
increased traffic flow.
4. Aesthetics: We can all agree that some of the housing located along Thomasson is not very
attractive. So it is my hope that these apartments will be a long term improvement to the aesthetics of
the community as opposed to a drawback. To that end, it is my understanding that an aluminum fence-
as opposed to a wall - is proposed for the development. The wall built "across the street" for the Isles of
Collier Preserve is extremely attractive, includes a variety of landscaping and is well kept. It would be
my hope that this development is as or more attractive so there is a value add to the
neighborhood. There is enough run down/un kept properties just off Thomasson for the area now.

Dear Collier County Commissioners:
As a 38 year resident of Collier County, I am writing to each of you asking for your help regarding the proposed 350 unit
Springs at Sabal Bay Apartment Complex.
As you know, East Naples has long been the red headed step child of Naples. Thanks to years of diligent hard work,
foresight, and thorough planning on the part of Commissioner Fiala, the image and appearance of East Naples has
dramatically improved over her years in office. Even before her time on the Board of Commissioners, she advocated for a
long term improvement effort on behalf of the residents and businesses on the east side of town. The landscaped
medians, new businesses and restaurants, road name changes such as Kelly Road to Bayshore Drive, the Naples
Botanical Garden, the development of Sugden Park, etc., have not only brought pride to East Naples, but have also
increased ad valorem tax revenues for the county coffers. There is now a chance to continue progress in this positive
direction, or go in a misguided way of bringing more low to middle income properties to an area already overburdened
with this demographic.
Besides the probability of higher crime rates, increased traffic congestion, and noise associated with this large Sabal Bay
complex, there are safety concerns on the part of nearby residents to this property. Thomasson Rd. was not built for
more traffic to this extent, and additional traffic lights will further add to already slow and congested traffic that Naples is
becoming known for. With an elementary school nearly next door, and an already expanded East Naples Community Park
with many youth activity fields, the chances of traffic related injuries will likely grow exponentially. Even the aesthetics of
the proposed complex seam to be ill planned, with an aluminum wall surrounding it on Thomasson Rd., and no solid plan
for landscaping.
In the years to come, the current Board of Commissioners will be looked back on and assessed by what decisions you
make now. We urge you to vote and plan accordingly for the right thing for this part of town and its long term future. East
Naples in recent years has begun to turn its image around with beautiful new communities such as The Isles of Collier
and Treviso Bay, as well as finally enjoying an upswing of national brand new stores and restaurants. This trend will
undoubtedly bring other upscale developers, builders, and businesses to our area of town, resulting in higher property
values for its residents, and great tax revenue increases for the county. Please do not thwart this evolution by turning
these improvements around.

As permanent residents of the Isles of Collier Preserve ( ICP ), my wife and I have serious concerns about the above
mentioned proposed project:
1.) We do not believe that this project, in it's present proposed form, will improve East Naples! Recent variance requests
would seem to indicate that target consumers are low income housing renters which should not be the goal of
improving East Naples by building middle income/higher skill based housing.
2.)Traffic Flow and Safety Concerns: Current plans have the potential of creating a " nightmare "on Thomasson Drive,
based on the proposed entrance/egress plans!
3.) Aesthetics: Current plans call for an "aluminum wall "around the perimeter;to those of us who have invested
substantial sums of money in our beautiful ICP community,this is problematic!!

This is not the right way to go to enhance the quality of living in East Naples!

Subject: Landings at Logan
Mr. Saunders, I am writing to you today because I am a resident of Riverstone which is located just North of the Immokalee
and Logan intersection. My address is 2934 Cinnamon Bay Circle, Naples Fl. 34119. I wanted to state my approval for the
building of Landings at Logan by GL homes. We are new residents, and love our new community, however, I feel that we are a
little far from everything. While I would love to have someplace closer to home where we can shop, dine, etc., I have an even
more important reason for wanting the proposed Landings as Logan.As I mentioned, we have only just moved here. I have 3
children, but my oldest (16), is blind in one eye and has a tremor in his hands. He will probably never drive. My husband found
this property, and we were so excited we didn't realize how limiting it would be for my son. He misses being able to ride his
bike to the store. It was one of the things he could do independently, and without realizing it, I took away some of his
independence. While right now I drive him everywhere, I know as time goes on this will not be enough. I was very excited to

As a real estate agent, one of the complaints I hear from potential buyers looking to maybe purchase a home in
Riverstone is that it is"too far out". Meaning they have to drive at least 15 minutes or more to find a speciality grocery
store or a nice restaurant. I strongly feel that the Landings at Logan will attract more buyers to our community and will
increase property values in my neighborhood.
