P R O C L A M A T I O N
WHEREAS, The Republic of China (Taiwan) observes the 107th National Day on
October 10, 2018. Since the establishment of the Taipei Economic and
Cultural Office in Miami in 1988 and the consequent establishment of
the sister-state relations between the Province of Taiwan of the
Republic of China and the State of Florida of the United States of
America in 1992, the Taipei Economic and Cultural Office in Miami has
spared no efforts in the promotion of bilateral economic and cultural
relations; and,
WHEREAS, The Taiwan Travel Act was signed into law by President Donald Trump
on 3/16/18. Provisions of the Act state that the U.S. should allow
officials at all levels of the U.S. government to travel to Taiwan to
meet their Taiwanese counterparts and allow high-level Taiwanese
officials to enter the U.S. and meet with officials; and,
WHEREAS, Taiwan has been a member of the U.S. Visa Waiver Program since
11/1/12, reflecting the close cooperation between the U.S. and
Taiwan, making travel for business and tourism between the two more
convenient; and,
WHEREAS, Taiwan’s Ministry of Transportation and Communications and the
Department of Highway Safety and Motor Vehicles of the State of
Florida signed the Reciprocal Agreement for Mutual Acknowledgement
of Driver’s Licenses on 4/23/14. There have been more than 1,900
Taiwan immigrants and students in the State of Florida that have
received their Florida Driver’s Licenses under this Agreement; and,
WHEREAS, Dr. Tsai Ing-wen, the first female President of the Republic of China
(Taiwan), was welcomed in Miami on 6/24/16, further enhancing the
bilateral relationship between Taiwan and Florida, strengthening the
common values it shares with the U.S.; and,
WHEREAS, Taiwan’s meaningful participation in numerous international
organizations, including the International Civil Aviation Organization,
the World Health Organization, the United Nations Framework
Convention on Climate Change, and the International Criminal Police
Organization benefit regional development, peace, and prosperity; and,
WHEREAS, Taiwan is the 11th largest trading partner of the U.S. and bilateral
trade in goods and services reached nearly $90 Billion in 2017. It is
the 7th largest export destination for U.S. agricultural products,
creating more than 350,000 jobs in the U.S.

NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier
County, Florida, that October 10, 2018, be designated as
REPUBLIC OF CHINA (TAIWAN) DAY IN COLLIER COUNTY
