EXECUTIVE SUMMARY
Recommendation to approve the annual rate resolution to establish the fees, rates, and charges for
the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling drop-off
center fees, and residential multi-family and commercial waste collection fees for FY19. This
resolution adopts the rates that fund the FY19 budget for solid waste collection and disposal and
increases the rate to a total of 4.1 percent; 2.1 percent in accordance with the consumer price inde x
and 2 percent for hurricane recovery reserve.
OBJECTIVE: To set landfill tipping fees, recycling drop-off center fees, and residential multi-family
and commercial waste collection fees for Fiscal Year 2019 (FY19).
CONSIDERATIONS: The Solid and Hazardous Waste Management Division’s budget is primarily
based on the annual mandatory solid waste collection and disposal assessments, and user fees for the
Collier County Landfill, the Immokalee Transfer Station, the Hazardous Materials Collection Center, and
the county’s recycling drop-off centers. These fees are critical to sustaining the Board of County
Commissioners (Board)-approved Enduring Guiding Principles, which provide directives toward
obtaining best value solutions, preserving valuable landfill (disposal) airspace, and the proper disposal of
solid waste generated in Collier County.
The fees outlined in the rate resolution support the Solid and Hazardous Waste Management Division’s
FY19 budget. These rates provide the revenue necessary to collect, process, recycle, and/or dispose of the
wide range of waste generated in the county, including municipal solid waste, biomass (yard waste),
construction and demolition materials, white goods, furniture, tires, electronics, household hazardous
wastes, and recyclable materials such as paint, cardboard, scrap metal, glass and plastics. The proposed
rates set the correct level of funding to retire costs associated with the demand for solid waste disposal,
while planning for Collier County’s future recycling and solid waste management needs.
Residential solid waste collection services in Collier County include twice a week trash pickup, once a
week recycling pickup, on demand bulky item and electronics pickup, once a week yard waste pickup,
and guaranteed recycling services. Residential curbside rates for FY19 will increase to $213.24 per
residential unit for District I (greater Collier County), and $205.75 per residential unit for District II
(Immokalee and northeastern Collier County), as approved by the Boar d at its September 11, 2018
meeting. The solid waste disposal service costs are supported by landfill tipping fees and the volume of
disposed waste. At the Board’s October 11, 2016 meeting under agenda item 17E, the Board Approved
Resolution 2016-209 that included Consumer Price Index-based rate adjustments for enterprise funds in
the mid-cycle years when there is no rate study. FY19 landfill tipping fees includes a 4.1 percent
adjustment for residential and commercial customers to generate revenues to fund planned operational,
maintenance, and capital investment activities in accordance with the Board -approved budget guidelines
for consumer price index adjustments. There are no reported changes in the rate structure for the recycle
centers.
FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees as presented to the
Board at the June Public Budget Workshop will provide estimated FY19 revenues of $14,475,400
(Collier County Landfill $12,574,400; Immokalee Transfer Station $1,663,200; recycling drop-off centers
$237,800); and reimbursement residential curbside tipping fees of $8,420,100 for the Solid Waste
Disposal Fund (470). The mandatory solid waste collection and disposal assessments will provide
estimated FY19 revenues of $26,219,500 for the Mandatory Trash Collection Fund (473).
GROWTH MANAGEMENT IMPACT: This rate resolution is in compliance with the Growth

Management Plan, which provides for increased recycling and reuse of the solid waste stream.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. - JAB
RECOMMENDATIONS: To approve the annual rate resolution to establish the fees, rates, and charges
for the use of Collier County Solid Waste Facilities, including lan dfill tipping fees, recycling drop-off
center fees, and residential multi-family and commercial waste collection fees for FY19, and authorize the
Chair to execute the Resolution.
