MINUTES OF THE MEETING OF COLLIER COLTNTY
DOMESTIC ANIMAL SERVICES ADVISORY COMMITTEE
Naples, Florida, July 17,2018
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Committee in and for the County of Collier, having
conducted business herein, met on this date at 6:00 PM in REGULAR
SESSION at Domestic Animal Services Training Room, Davis Blvd., Naples,
Florida, with the following members present:

I. Call to Order
Vice Chairman Marjorie Bloom called the meeting to order at 6:01 p.m.
II. Attendance
A quorum was established.
Kellie Carroll presided over the projector displaying the Agenda packet.
III. Approval of Agenda

Mary Baker made a motion to approve the agenda, there was a second and the motion
passed 6-0.
IV. Approval of Minutes of the May 22,2018 Meeting
Jim Rich made a motion to approve the minutes of the May 22, 2018 meeting, there wqs a
second and the motion passed 6-0.
Director's Report
Kyra Lynch reported that four (4) new Animal Care Specialists have been hired and are
expected to start on July 23rd. Ms. Lynch also advised the Board that the cat population
remains high and the $10.00 cat promotion has been extended. Cats will also remain at
adopt one cat, get a second cat at halfoffthe adoption price.
New Business
A. Colleen Greene, Assistant County Attorney
Ms. Greene provided the Board with a hand-out entitled 'Sunshine Law and
Public Records Law,' and discussed transparency in government. She read the
top five reminders directly from the hand-out
l. No pre- and post- meeting discussions
2. No private conversations on the dais
3. Avoid texting on the dais
4. May not use non-members as liaisons between Board members
5. Avoid the appearance of impropriety
Ms. Greene also discussed written correspondence and advised that if something
needs to be sent to all Board members, it should be sent to the staff liaison who
will send it out with a reminder that it is a one-way communication and Board
members should not respond to the communication. Advisory Board members
should not appear by phone; this is reserved for the Board of County
Commissioners.
Should the members of the Advisory Board determine that they need to do an
inspection trip as a group, it must be scheduled through the County Attomey's
Office.
Sarah Baeckler Davis asked if Ms. Greene could provide some boundaries but
was advised that is difficult to provide hypotheticals. Ms. Baeckler Davis
inquired is Humane Society Naples staff would be covered under this and was
advised that thev are not.
Jim Rich stated that he has spoken to the County Attorney's Office in the past
because his organization works closely with other organizations that are
represented on the Board and was advised not to worry unless it is about
something that it likely to come before the Animal Services Advisory Board.

Mary Baker stated that she is a volunteer at DAS as is Marjorie Bloom. Ms.
Greene advised her that they are free to discuss volunteer business but cannot
discuss Board business.
Ms. Greene spoke about public records and advised the Board that DAS has very
specific exemptions to public disclosure. She also advised that Board members
are subject to the public records laws. If a Board member drafts a document and
presents it to the Board, the Board member is required to maintain it as a public
record. She recommended that the document be emailed to the staff liaison and
she suggested that the Board members keep a three (3) ring binder with all their
documents and that they turn it in to the staff liaison when their term ends. If
Board members take notes on agenda items, the Board members are required to
maintain them as a public record or scan and email it to the staff liaison. If Board
members receive a public records request, they should send it to the staff liaison.
Ms. Green also discussed social networking. If any Board members' social
media covers board business, it is subject to public records requests. Print it and
place a copy in your binder.
Ms. Greene advised that the ethics law, state law and county ordinance state that
Board members cannot accept any gifts from anyone who may come before the
Board. She also advised that there may be voting conflicts and that Board
members should reach out to staff or the County Attorney's Office if a Board
member believes there may be a conflict.
Marjorie Bloom thanked Colleen Greene for attending the meeting and providing
this information.
DASAB Workshop
Dan Rheaume made a motion for the Animal Services Advisory Board to hold a
Workshop, date to be determined, there was o second and the motion passed 6-0.
Elect Chair, Vice Chair and Secretary
Marjorie Bloom made a motion to elect Dan Rheaume as Chairman of the Board,
there was a second and the motion passed 6-0.
Dan Rheaume made a motion to elect Jim Rich as Vice Chairman of the Boqrd,
there was a second and the motion passed 6-0.
Sarah Baeckler Davis made a motion to elect herself as Secretary, there was a
second and the motion passed 6-0.

Kyra Lynch advised the Board that the Collier County Animal Control Ordinance
was approved by the Collier County Board of County Commissioners, along with the
new fee policy. The ordinance will be rolled out over the next several months once it
has been codif,red.
VII. Public Comment
Bridget Bannon stated that the cat volunteers are suffering from kitten season stress
and that it happens every year. She is hoping that a group will get together to form a
task force to prevent this from happening again next year. Jim Rich advised that
there are several groups working on this, but as long as there are irresponsible pet
owners, it is likely to continue and that activists are doing everything that they can.
Marjorie Bloom stated that if you read the role of the Animal Services Advisory
Board, it was put in place to make recommendations to the Board of County
Commissioners.
Michele Antonio asked if the new ordinance has provisions so that you can call and
report litters of kittens or puppies to DAS so that they will go out will go out to check.
Kyra Lynch responded that it does. Jim Rich asked if calling and reporting will be
enough and was advised by Kyra Lynch that it is.
VIII. Advisory Board Member Comments
Dr. Gordon stated that he is looking forward to the workshop.
Sarah Baeckler Davis thanked the volunteers and Bridget Bannon and said that she
understands their stress. She encouraged volunteers to take care of themselves.
Jim Rich thanked the Board for his nomination and stated that he is looking forward
to the workshop.
Dan Rheaume advised the Board that he is now a member of an animal law
committee and that lawyers are working full time to change animal related laws.
Marjorie Bloom stated that it has been very stressful with some many animals at the
shelter and that there are more kittens than ever in need of fosters. She also stated that
it is very important for the Board members to visit the shelter.
Dan Rheaume made a motion to adjourn, there was a second and the motion passed 6-0.
The next regularly scheduled Advisory Board Meeting will be on Tuesday, September
lSth, at 6:00 in the Domestic Animal Training Room, Davis Blvd., Naples, Florida.
There being no further business for the good of the County, the meeting was concluded
at 6:55 p.m.

I. Workshop
Marjorie Bloom stated that there have been many improvements over the last several years
and that much of the Shelter Assessment has been implemented.
Jim rich inquired if there are County Codes for temporary signage. It was determined that
DAS staff would email Code Enforcement to find out and that Mr. Rich would do some
research into obtaining a temporary marquee sign.
Marjorie Bloom inquired about Sunday hours for the shelter and was advised by Kyra
Lynch that it is still dependent upon staffing.
Jim Rich stated that the role of the Animal Services Advisory Board has changed and that
the Board used to do a top ten list ofthings that needed to be done, but now initiative is being

taken and the Board doesn't really have much input any more; the Board is a liaison between
DAS and the Board of County Commissioners and between DAS and the public.
Mary Baker stressed the need for more public outreach and that many people still believe
that DAS euthanizes most of the animals that come to the shelter.
Dr. Gordon stated that he relies on Darcy Andrade and Kyra Lynch to communicate any
problems and to ask for assistance from the Board.
Ms. Lynch asked Dr. Gordon if he would be interested in speaking at a Town Hall Meeting
for local veterinarians. Dr. Gordon said that he would prefer to speak with the veterinarians
at their monthly meeting.
Ms. Lynch agreed with the Board that more public outreach is needed and that is one ofthe
functions of the Board.
Sarah Baeckler Davis stated that the Board needs to hear from leadership staff on what is
needed from the Board in order to help move the organization forward.
Marjorie Bloom inquired on how DAS was doing with Rescue transfers and adoptions.
Daniel Rheaume sent an email to request that DAS considers placing an informational insert
about DAS in tax notices that are sent out by Collier County.
Marjorie Bloom stated that gated communities do background checks and can ask for pet
information and can provide notice that pets need to be licensed and vaccinated. Information
can be placed in Homeowners Association Board welcome packets.
II. Public Speakers
Bridget Bannon asked the Board to go to the Board of County Commissioners to request
putting together a task force to work on Spay,t',leuter.
Kyra Lynch advised that DAS will be able to offer low cost spay neuter to the public now
that the Ordinance has been amended but has to wait until a Shelter Veterinarian can be
hired.
Mary Baker asked if DAS could talk to the Board of County Commissioners about hiring a
second Shelter Veterinarian.
