EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments carrying forward and re-appropriating the
budget provided for Conservation Collier land acquisitions.
OBJECTIVE: To authorize Budget Amendments recognizing funds carried forward in Conserva tion
Collier Acquisition Fund (172) to reestablish the budget for land acquisitions.
CONSIDERATIONS: Land acquisitions authorized by the Board in FY18 will not close until FY19. The
existing land acquisition budget is required to be reestablished in the FY19 budget to have the budget
available to proceed with scheduled closings.
The Land Development Code (LDC), Section 3.05.07, H.1.f. iii. a. allows for offsite native vegetation
retention requirements to be met by monetary payment to the Conservation Collier Program. On
December 12, 2018, Agenda Item #16D15, the Board authorized a Budget Amendment recognizing a
payment and establishing a $165,740 land acquisition budget. Of that amount, $108,400 remains
unexpended and is proposed to be carried forward to establish an FY19 budget for the same purpose.
On May 2, 2018, Agenda Item #11B, the Board directed staff to proceed with certain Cycle-9
Conservation Collier A-List land acquisitions and authorized a $1,000,0000 land acquisition budget. Of
that amount, $984,100 remains unexpended and is proposed to be carried forward to establish an FY19
budget for the same purpose.
FISCAL IMPACT: A Budget Amendment is required to appropriate carry forward in the amount of
$1,092,500 and re-establish the existing Conservation Collier land acquisition budget.
LEGAL CONSIDERATION: No legal issues are raised by this Item which is ready for Board action.
This is a regular matter requiring majority vote. -JAB
GROWTH MANAGEMENT IMPACT: Fee-simple acquisition of conservation lands is consistent with
and supports Policy 1.3.1(e) in the Conservation and Coastal Management Element of the Collier County
Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the recognition of funds
carried forward in Conservation Collier Acquisition Fund (172) and authorizes the necessary Budget
Amendments.
