EXECUTIVE SUMMARY
Recommendation to approve five (5) State Housing Initiatives Partnership (SHIP) Program Impact
Fee releases of lien in the amount of $33,531.04 for the associated owner-occupied affordable
housing dwelling unit where the obligation has been repaid in full or the term has been met.
OBJECTIVE: To support the affordability of housing through the implementation of SHIP Program
strategies.
CONSIDERATIONS: Pursuant to Article IV of Chapter 74 the Collier County Code of Ordinances, the
County shall defer the payment of the impact fees for any new owner -occupied unit which qualifies as
affordable housing.
Section 74-401(a) (3) of the Code authorizes the County Manager to enter into a SHIP impact fee deferral
agreement with the Owner/Developer.
Under the SHIP Impact Fee Deferral Program, from 1997-2004, when an eligible applicant was approved
for an impact fee deferral, the SHIP Program paid the required impact fees in full to the County on behalf
of the owner and deferred the SHIP repayment until the property was sold, refinanced, or no longer their
primary residence. The original liens for these properties were filed in the name of the developer Habitat
for Humanity and Jubilation Development Corporation, and not that of the homeowner. Therefore , the
releases are for Habitat for Humanity and Jubilation Development Corporation. The deferred impact fee
was a SHIP lien on the property and repayment made on the lien shall be repaid to the SHIP Trust Fund.
Under Collier County Ordinance No. 2001-13, the Collier County Consolidated Impact Fee Ordinance
provided for waivers of impact fees for new owner-occupied dwelling units qualifying as affordable
housing. One of Habitat for Humanity of Collier County, Inc qualified for a waiver upon completing the
15-year term.
The SHIP repayment obligation has been fulfilled and a release of the five (5) liens is needed. The
following table contains details about the SHIP liens associated with this Item.

FISCAL IMPACT: A total of $33,531.04 has been repaid to Collier County and is considered program
income. $6,169.52 was deposited in the SHIP Grant Fund (791), Project 442061 and was used for eligible
SHIP Program activities. $27,361.52 was deposited in the SHIP Grant Fund (791), Project 33525, and
may be used for eligible SHIP Program activities. Four (4) recording fees of $10 will be paid by Habitat
for Humanity and one (1) recording fee of $10 will be paid by the SHIP administration account.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
RECOMMENDATION: To approve and authorize the Chairman to sign five (5) SHIP releases of lien
where the obligation has been paid in full or the term has been met.
