EXECUTIVE SUMMARY
Recommendation to approve and execute an Agreement to provide partial funding to the Greater
Naples Fire and Rescue District, a Special District created by Laws of Florida, Chapter 2014 -240,
from revenue derived from the GAC Land Sales, to purchase a Brush Truck in the amount of
$106,362.72, and to authorize a Budget Amendment to transfer the funds.
OBJECTIVE: For the Board to approve an Agreement for funding from GAC Land Sales (formerly
referred to as the GAC Land Trust) to the Greater Naples Fire and Rescue District, a Special District
created by Laws of Florida, Chapter 2014-240 (‘District’), in order to partially fund a Brush Truck.
CONSIDERATIONS: On November 15, 1983, Avatar Properties Inc., and Collier County entered into
an Agreement (1983 Agreement) that dedicated 1,061.5 acres of property in Golden Gate Estates to the
County. The dedication came with the stipulation that the land itself or money derived from the sale of the
land would be used by the County for purposes directly beneficial to the residents of Golden Gate Estates,
i.e., fire and police protection facilities and services, public schools, libraries and recreational facilities.
The 1983 Agreement also provided that all capital improvements must be physically located within the
geographical boundaries of Golden Gate Estates.
At the July 30, 2018 regular meeting of the GAC Land Sales Committee (Committee), the District made a
presentation to the Committee to request funding to purchase a Brush Truck (Truck), which was quoted
by the dealer to cost $212,725.44. At that meeting, the Committee voted unanimously, 3 - 0, two
Committee members were absent, to recommend to the Board to provide the District with fifty percent
(50%) of the cost of the Truck, or the amount of $106,362.72. The dealer's proposal and an example of
the Brush Truck are attached.
The proposed Truck will be housed at Station 71, which is located on 13th Street SW in Golden Gate
Estates, and the District has agreed to allow other Districts to use the Truck to fight fires within the
boundaries of Golden Gate Estates to adhere to the terms of the 1983 Agreement.
The Agreement has been reviewed and approved by the County Attorney's Office. A notice of no
objection has been obtained from Avatar Properties, Inc., as required by the 1983 Agreement, and is on
file in Real Property Management.
FISCAL IMPACT: A budget amendment is needed in FY 2019 to move $106,362.72 from the GAC
Land Sales Fund 605 Reserves to reimburse the Greater Naples Fire District for 50% of the cost of a new
Bush Truck.
GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth
Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board action. - JAB
RECOMMENDATION: That the Board of County Commissioners approves the attached Agreement to
provide funding to the Greater Naples Fire Rescue District in the amount of $106,362.72; authorize the
Chairman to execute the attached Agreement; and authorize the necessary Budget Amendment.

Mark Fire Apparatus and Sarasota County approved on September 10th, 2o13.This vehicle shall be in
accordance with the attached specifications. The purchase price shall also include allvehicle
components and equipment as requested by the fire department and listed in the attached
documentation.
Delivery will be F-o.B. Greater Naples, FL and will be 90 days after receipt of chassis at Rev RTc in ocala,
FL. The current purchase price for the specified unit is as follows:
This proposal shall expire unless accepted within 45 days after the date first set above. This expiration
date may be extended, in writing, providing chassis pricing and availability has not changed.
