EXECUTIVE SUMMARY
Recommendation to provide after-the-fact approval for the submittal of a BearWise Funding grant
application to the Florida Fish and Wildlife Conservation Commission (FWC) for the
implementation of the bear resistant trash roll cart program in the amount of $100,000.
OBJECTIVE: To receive after-the-fact approval from the Board to submit a BearWise Funding grant
application to Florida Fish and Wildlife Conservation Commission (FWC) to fund the acquisition of 400
Rehrig Pacific Company bear resistant trash roll carts. This funding will allow the deployment of bear
resistant trash roll carts to residential homes located in heavy bear concentrated areas identified by FWC
to minimize human-bear interaction.
CONSIDERATIONS: The Solid and Hazardous Waste Management Division oversees and manages
the franchisee solid waste collection contract for residential and commercial customers in unincorporated
Collier County. Currently the Solid and Hazardous Waste Management Division in cooperation with
Waste Management of Florida (WMI) is running a 30-day pilot program in a selected area that has been
deemed a heavy bear human interaction by FWC to test a commercially built bear resistant cart and the
capability of working with the current automated system used by WMI. The FWC has been providing
incentive funds to local government for reducing human -bear conflicts using proceeds from sales of the
Conserve Wildlife license plates for over a decade. During FY2018-2019 (July 1, 2018 - June 30, 2019)
FWC will provide $500,000 to assist local governments in reducing human-bear conflicts by using funds
appropriated by the legislature and approved by the governor from the 2015 bear hunt permit sales and
other revenues, as well as sales of the Conserve Wildlife license plates. At least $300,000 of these funds
must be provided to local governments that have ordinances in place requiring trash and other bear
attractants be kept secure by residents and businesses, the remaining $200,000 of the funding will be
allocated to local governments without ordinances.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications
with subsequent Board of County Commissioners action at the next available Board meeting to ratify the
approval as “after-the-fact.”
FISCAL IMPACT: The total cost of proposal is $100,000. It is anticipated the FWC grant will fund up
to $90,000 for the purchase of bear resistant trash roll carts. The cost share minimum requirement of 10%
will be funded by the Solid & Hazardous Waste Management Division. Funds in the amount of $10,000
have been appropriated by the division from the Mandatory Collection Fund 473 and the source of
funding is from reimbursement from the Solid Waste Contractor as specified in the Franchise e
Agreement.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners provide after-the-fact approval for
the submittal of the BearWise Funding grant application from FWC in the amount of $90,000 for the
purchase of bear resistant trash roll carts and to approve the cost share minimum requirement of 10% in
the amount of $10,000.

BearWise Funding Background
During Fiscal Year 2018-2019 (July 1, 2018 to June 30, 2019), the Florida Fish and Wildlife Conservation
Commission (FWC) will provide $500,000 in BearWise funding to assist local governments in reducing
human-bear conflicts. Over 60% of the funding must go to local governments who have BearWise ordinances
that require people to keep their trash secure from bears. A summary of projects previously funded by the
FWC is available online.
Factors for Selection
Funding to reduce human-bear conflicts will be provided to local governments in a prudent manner following state
contracting requirements as appropriate. Applications will be evaluated based on several factors, including:
1) if the local government has an ordinance in place that requires residents and businesses keep trash and other
attractants secure from bears until the morning of pick up,
2) has the local government previously received BearWise funding from the FWC, and if so, how did the process
work (e.g., were funds spent in a timely manner, was the equipment fully distributed),
3) can the local government demonstrate demand for bear-resistant equipment in their jurisdiction (e.g., are
residents and businesses willing to purchase and use the amount of bear-resistant equipment requested),
4) how many households are in an area with high human-bear conflicts within the local government’s jurisdiction,
5) the amount of match (funds, in-kind, or a combination of both) above the minimum of 10% will be provided,
6) the likelihood the proposal will result in a community-wide reduction of human-bear conflicts, and
7) the number of households and/or businesses expected to benefit from the proposal.
Important Notes for Applicants
Any county or city in bear range can apply, however, preference will be given to locations within the 18
counties that had the most human-bear conflicts reported in 2017, which include (in order of highest to
lowest number of conflicts): Santa Rosa, Marion, Lake, Collier, Okaloosa, Seminole, Volusia, Orange,
Leon, Bay, Wakulla, Franklin, Gulf, Highlands, Putnam, Walton, Pasco, and Lee counties.
A minimum 10% match to the requested grant funding is required. Match can include funds, in-kind
services and/or a combination of both. All non-grant resources that go into the project will be counted as
match, including those from the local government, residents, and/or businesses. Match above 10% will be
used as one of the criteria for selection, where local governments that provide a higher match will receive
higher priority.

Grant funds can only be used for bear-resistant equipment, the labor required to modify containers to make
them bear-resistant, and/or the labor required to build containers to secure attractants. Advertising the projects,
procuring bids from vendors, obtaining community approval and other project costs would be the responsibility
of the local government, residents, and/or businesses and would count toward matching the grant funds.
The majority of funding will be given to local governments with BearWise ordinances which require residents
and businesses to keep garbage secure until the morning of pick up. The Legislature requires at least
$300,000 of the funding go to local governments with ordinances. Less than $200,000 of the funding will be
provided to local governments without ordinances.
Applicants must follow all local government requirements to participate in this grant program, which may include
appropriate purchasing protocols and procedures and prior-appro val of Board of County Commissioners, City
Council, or other governing board, as well Solid Waste department leadership where applicable.
Local governments must consult with their waste service provider before submitting an application to ensure all
elements of their proposed projects are compatible with their current service agreements/contracts.
Applicants are strongly encouraged to discuss options, including sample ordinances, and implementation ideas
with FWC staff before submitting their applications.
Governing bodies such as HOAs interested in funding must apply through their local city or county.
Local governments awarded funding are required to complete their projects and provide the FWC with a return
on investment report by 5:00 pm E.T. on May 15, 2019, that will include, at a minimum:
1) the number of bear-resistant trashcans or dumpsters distributed,
2) the actual or estimated number of residents benefiting from the bear-resistant equipment,
3) the share of the cost the County provided for the bear-resistant equipment, from either direct funding,
in-kind service, or both,
4) the share of the cost the residents provided for the bear-resistant equipment, either direct funding, in-
kind service, or both,
5) how the equipment was advertised to the public,
6) how the equipment was distributed to the public,
7) the contact information for residents who received bear-resistant trashcans (as a separate Excel file).

Brief Description of Proposal
Collier County has been partnering with Florida Fish and Wildlife's (FWC) representative
Mike Orlando, Assistant Bear Management Coordinator to identify bear hotspots within
Collier County. The bear hotspots are based of FWC's historical data collected over the
years. Mike Orlando has presented his Bear Wise presentation to the Collier County Board
of Commissioners. Collier County is currently in the processing of developing a Bear Wise
residential and commercial trash ordinance that complies with our current Franchise Waste
Contractors, Waste Management of Florida, lnc. and Waste Connections, lnc. Collier
County's vision is to implement a soft voluntary approach in high bear concentrated areas
for residential homes to minimize bear human interaction. The funds requested by Collier
County will cover the cost of approximately 400 bear resistant trash carts. The 400 trash
carts will allow residents in the pilot program and surrounding area to receive one for
permanent residential use. The county anticipates it will need several thousand more carts
in subsequent years.
