EXECUTIVE SUMMARY
Recommendation to approve the submittal of a 2018 Federal Transit Administration (FTA) Section
5324 Emergency Relief Grant application in the amount of $226,326.76 to repair damages to Collier
Area Transit (CAT) vehicles and facilities as a result of Hurricane Irma, approve the acceptance of
the award through the Transit Award Management System (TrAMS), and authorize the necessary
Budget Amendment.
OBJECTIVE: To obtain grant funding to cover costs of damages to CAT vehicles and facilities caused
by Hurricane Irma.
CONSIDERATIONS: On May 31, 2018, the FTA allocated $277.5 million in disaster relief funding to
areas affected by Hurricanes Irma, Maria, and Harvey. FTA allocated $226,326.76 of the total to Collier
County to repair damages to vehicles and facilities that occurred during Irma. The funding allocation to
Collier County will allow for repairs to be made to the CAT facility including gate repairs, roof repairs,
generator repairs, bus shelter repairs, and operating costs that occurred during the storm.
A grant application must be entered into TrAMS to utilize these funds. The application was prepared and
attached for the Board of County Commissioners (Board) approval. After review and approval by FTA,
the grant award is electronically executed in TrAMS by the Public Services Department Head who serves
as the Board-appointed designee. Should the award amount or use be significantly different than the
amount and use specified in this executive summary, a subsequent Board action will be sought to
acknowledge the variance. PTNE and the Office of Management and Budget grants compliance staff will
also use this electronic system to manage the project and submit all required reports.
These funds are used for both capital projects and operational costs. It is essential that funds be budgeted
in time for the beginning of FY19. In light of these considerations, staff is requesting pre-award authority
from the Board to create the required budget appropriations for the new fiscal year. A breakdown of the
funding allocation to Collier County is in the table below:

FISCAL IMPACT: A Budget Amendment is required in FY18 in the amount of $226,326.76 to
recognize the grant revenue funds to CAT Grant Fund (424), Project 33590. There are no match
requirements for this grant.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: If approved by the Board, the application will be electronically
submitted. This item is approved for form and legality and requires a majority vote for Board approval. -

the FTA Section 5324 Emergency Relief grant funds and to exercise pre-award authority, accept award,

Application Executive Summary
Collier County is requesting funding from FTA to repair damages to Collier Area Transit facilities and
vehicles caused by Hurricane Irma in September 2017. The damages for repair include structural steel
repair, Gutter/leader replacement, interior fencing, garage door replacement, and bus wrap
replacement. Funding will also be used for operating expenses such as labor costs and equipment
costs that were incurred by our vendor. A breakdown of these costs is included in this application.
Operating expenses total $57,826.76 and capital expenses total $168,500. Collier County is requesting
a total of $226,326.76 in emergency relief funding from FTA for Hurricane Irma related expenditures.

Application Executive Summary: Collier County is requesting funding from FTA to repair damages to
Collier Area Transit facilities and vehicles caused by Hurricane Irma in September 2017. The damages for
repair include structural steel repair, Gutter/leader replacement, interior fencing, garage door
replacement, and bus wrap replacement. Funding will also be used for operating expenses such as labor
costs and equipment costs that were incurred by our vendor. A breakdown of these costs is included in
this application. Operating expenses total $57,826.76 and capital expenses total $168,500. Collier County
is requesting a total of $226,326.76 in emergency relief funding from FTA for Hurricane Irma related
expenditures.
Research and Development: This award does not include research and development activities.
