The meeting was called to order by Commissioner Fred Coyle at 9:00 AM. II. Roll Call: A quorum was established with Mr. Loving and Mr. Sorey being absent. III. Changes and Approval of Agenda: Mr. Wert will add some 2004 statistics to his report. Ms. Becker moved to approve the Agenda as amended. Second by Mr. Dictor. Carried unanimously 6-0. IV. Approval of TDC Minutes - Regular meeting February 28, 2005 Page 1, V. 5th line from bottom should be changed from access to "excess." Old Business - Gary McAlpin - Coastal Projects Manager 1. County/City of Naples Beach Renourishment Update: Will take place this fall. Will put 670,000 cu. yards of sand on the beach and build an artificial reef. Monitoring will be done for turtle, shorebird, reef and reconstruction. Have not received biological opinion from Fish & Wildlife or Corp of Engineers permit. Progress has been made in borrow area for mineral 3 March 28, 2005 management service. Have pre-qualified contractors and will go for bid in late August and construction in November. 2. Hideaway Beach Renourishment Update: Not a precedence of doing major construction during turtle season. This has been a concern. Was worked out and Coastal Advisory Committee decided to do the job now and get it done quickly. Pre-construction - April 6th - Weeks Marine. 3. Wiggins Pass Dredging Update: Dredging approx. 68,000 cubic yards. Have had equipment problems and weather problems. Received extension for dredge permit until end of May. 4. Staffing Needs for 2005: (Attached) · Coastal Systems Person - not moving forward with this position · Asking for an Assistant for Sales and Marketing and Public Relations · Reviewed all positions in Tourist Dept. and looked at each job description and the job itself and found no duplication. · Fiscal Impact for total of two positions: $80-90,000 Mr. Dictor moved to approve both new positions. Second by Mr. Tucker. Carried unanimously 6-0. VII. New Business: 1. Big Cypress National Preserve Film/Multimedia Project Sponsorship Opportunity - Elam Stoltzfus, Producer (Power Point Presentation) (Attached) This would come out of Category "B" Funding · Purpose of documentary is to increase public awareness · A 1 hour production - scored music to be released on a CD · Host is Clyde Butcher · Featured in Big Cypress National Preserve educational learning center · He covered the purpose, promotional opportunities, all about Clyde Butcher and name recognition. · Total Budget - $160,000 - asking for four partners - $40,000 each. Questions were asked about contract and negotiations. They will all be reviewed and details will be worked out. Mr. Hendel moved to approve the package to move forward with final approval of the contract contingent upon final review and up to the amount of $40,000. Second by Ms. Becker. Carried unanimously 6-0. BREAK - 10:30 AM RECONVENED -10:41 AM 2. Fiscal Year 2005 Our-of-Cycle Category "A" Grant Applications a. County/City of Naples Annual Beach Monitoring - Gary McAlpin Postponed for 1 year because of permitting. Requesting funds of $100,000 to do monitoring. Approved by CAC. 4 March 28, 2005 Ms. Becker moved to approve the $100,000. Second by Mr. Hendel. Carried unanimously 6-0. b. Tigertail Beach Entrance Project - Joe Delete (Parks & Rec) Additional $6,000 out of the approved $150,000 is requested to install the code required fencing and landscaping. Mr. Hendel moved to approve the $6,000. Second by Ms. Becker. Carried unanimously 6-0. c. Bayview Pedestrian Beach Access (Vanderbilt Beach Access #7) Requesting approval of amended grant of $48,250 for the project for the bid to be awarded and project built in summer. Ms. Becker moved to approve the $48,250.00. Second by Mr. Hendel. Carried unanimously 6-0. d. Lowdermilk Parking Lot - $375,000 Requested by the City of Naples. Engineering was not listed in the original grant application, therefore have not been reimbursed for the costs. Ms. Becker moved to approve the $375,000. Second by Mr. Hendel. Carried unanimously 6-0. 3. Fiscal Year 2006 Tourist Development Council Category "A" Grant Applications: a. Miscellaneous i. County/City of Naples Annual Beach Monitoring - $100,000 Mr. Tucker moved to approve the $100,000. Second by Ms Becker. Carried unanimously 6-0. ii. City of Naples Beach Renourishment Artificial Reef - $2M Ms. Becker moved to approve the artificial reef for $2M. Second by Mr. Tucker. Carried unanimously 6-0. iii. Shorebird Monitoring for County/City of Naples Beach Renourishment (Environmental Services) - $27,175 Mr. Tucker moved to approve the $27,175. Second by Mr. Hendel. Carried unanimously 6-0. iv. Beach Tilling and Permit Maintenance - $20,000 Mr. Tucker moved to approve $20,000. Second by Mr. Dictor. Carried unanimously 6-0. b. City of Naples i. Post Project Environmental Monitoring of Doctor's Pass - $65,000 Mr. Hendel moved to approve the $65,000. 5 March 28, 2005 Second by Ms. Becker. Carried unanimously 6-0. ii. Hideaway Beach Monitoring - $115,000 Mr. Tucker moved to approve the $115.000. Second by Mr. Dictor. Carried unanimously 6-0. ii. Marco Island Laser Grading - $25,000 Mr. Tucker moved to approve the $25,000 Second by Mr. Dictor. Carried unanimously 6-0. iii. Marco South Beach Renourishment - $1,900,000 Mr. Tucker moved to approve the $1,900,000. Second by Mr. Dictor. Carried unanimously 6-0. iv. Marco Island Beach and Pass Monitoring - $85,000 Mr. Tucker moved to approve the $85,000. Second by Ms. Becker. Carried unanimously 6-0. v. Hideaway Beach Tilling - $5,000 Mr. Tucker moved to approve the $5,000. Second by Mr. Dictor. Carried unanimously 6-0. d. Environmental Services Department i. Collier County Sea Turtle Monitoring & Beach Studies - $162,500 Mr. Hendel moved to approve the $162,500. Second by Ms. Becker. Carried unanimously 6-0. e. Parks & Recreation Department i. Beach Cleaning Operations Mr. Hendel moved to approve $220,500. Second by Mr. Dictor. Carried unanimously 6-0. ii. Vanderbilt Beach Access Paved Walkway & Walk Bridge- $150,00 Ms. Becker moved to approve the $150,000. Second by Mr. Tucker. Carried unanimously 6-0 iii. Beach Access Landscaping - $10,000 Mr. Tucker moved to approve the $10,000. Second by Ms. Becker. Carried unanimously 6-0. f. Pelican Bay i. Clam Pass Annual Monitoring - $11,000 Ms. Becker moved to approve the $11,000. Second by Mr. Tucker. Carried unanimously 6-0. g. Tourism Department - $420,000 i. Mr. Hendel moved to approve the $420,000. Second by Mr. Dictor. Carried unanimously 6-0. 4. Parks & Recreation Capital Project Updates - Taylor Engineering 5. Tigertail Beach Dune Walkover Plan - Taylor Engineering Mr. Wert indicated they will hear an overview from Taylor Engineering including a different recommendation from Parks & Rec Advisory Board. Commissioner Coyle stated there was no point in going over something the Commissioners have already disapproved. If there are new recommendations, they were willing to hear it. Joe Delete responded about the Tigertai1 Feasibility Study. He understands they have made a recommendation against the study, but being it has been controversial, and to put it to rest, it needs to be put on public record. The report is short and stated it should be given along with the alternative recommendation. He will skip his report on the quarterly updated projects. (#4 - information in packet) Taylor Engineering Consultant gave a short power point presentation on the Tigertai1 Beach Park Boardwalk Feasibility Study. "Evaluation of Boardwalk Feasibility, Conceptual Design, and Placement Tigertail Beach Park to Sand Dollar Island." · Proj ect Scope & Conceptual Design o Develop a natural resource evaluation o Present concept to obtain feedback - State & Federal Agencies, Public Stakeholders and County to determine best path. · Progress o Contacts through meetings were done · Project on State Land - critical Wildlife Area for State of Florida · Gave County Concerns of access to shoreline, informal crossing areas and trash on the beach. · State and Federal Statutes say Beach access can't be prohibited - wildlife designations don't prohibit general use. · Structural Integrity and Strength · Visual Impact 7 March 28, 2005 . All issues had significant Environmental Impact and of great concern Summary - not recommend Boardwalk but a Dune Walkover with Bathrooms in the parking lot. Pedestrian Dune Walkover report by Parks & Rec. was given by Joe Delete. (Showed slides) o From South parking lot to edge of sand o Nature Kiosk o Would like to take to the BCC on April 2nd. o If approved - would come back to TDC for a new Grant for funding for design, permitting and construction. Discussion and questions were asked. Ms. Becker moved to approve the concept and have it reviewed by the Coastal Advisory Committee for their recommendation. Second by Mr. Tucker. It was decided TDC will then review it before it goes to the BCC. Carried unanimously 6-0. VIII. Miscellaneous - None IX. Announcements - Mark Calendars for May 11 th - Sandies Award X. Audience Input & Discussion - None XI. Council Discussion Mr. Hendel would like to see the question of increasing the "Bed Tax" on next months Agenda. There are projects being proposed by the Coastal Advisory Council and he would like to see what a 1 % and Yz% increase would generate and what the procedure is to bring before other Committees. Mr. Dictor mentioned it would add money to Category "B." Ms. Becker reviewed the application for the Sand Dollar Awards and complimented them on the presentation. XII.
