What kind of facilities is the County planning to put on this site?
This 216 acre site will support multiple planned County facilities. Utility
facilities include a water treatment plant, a water reclamation facility, and a
satellite operations center for water and wastewater service crews. The Solid
Waste division plans a residential recyclable material drop-off center
including provisions for household materials such as paint, household
chemicals, outdated computers and batteries. Finally, the Parks and
Recreation Department is planning for a community park.
What will the County do to protect the surrounding communities from noise,
odor, traffic or other environmental impacts?
Community and environmental impacts and mitigation plans will be
identified, evaluated and the resolution developed by the best-qualified
professionals in every area of potential impact. As a minimum, each facility
will be designed in conformance with all applicable environmental, zoning
and development regulations. Furthermore, the County has selected
professionals for the design that are eminently qualified to address issues of
noise, odor, traffic, light and aesthetics. State-of-the-art odor control and
lighting systems will in incorporated into the plant designs to minimize to the
fullest extent possible any off-site odors or light intrusion.
How do we know the County will live up to its commitment?
The County will establish a Community Advisory Panel from the local
community to interact with the design professionals to ensure that community
concerns are adequately addressed. The County will also establish a public
information web site available 24 hours a day, seven days a week, throughout
the design and construction of the facilities to provide information on the
status and progress of the facilities. Additionally, a quarterly newsletter will
be published and sent to anyone wishing to be on the mailing list.
Will you be taking my land for the facilities?
Not for those facilities proposed for the 216-acre site which has already been
purchased. There will be a need in the future to acquire easements for well
sites at locations yet to be determined.
The criteria for evaluating potential sites for the proposed facilities included:
· Size-site must be sufficient to accommodate all the proposed facilities at
one site with accompanying buffer from adjacent uses.

· Centralized location-site must be located within the service area with
reasonable proximity for connection to the existing collection system.
Considerable research was conducted over several years, and included
researching sites east, west and north of the Orange tree area. The end result
was that the site selected was the only site that both met the selection criteria
and where the owner was willing to sell the property at a fair and reasonable
pnce.
What will be in the Park?
The master plan for Parks & Recreation show proposed facilities to include a
playground, basketball/tennis courts; recreational fishing/boating; picnic
shelters; dog park; and passive recreation.
Tell us more about the Recycling facility.
This proposed facility will accept household recyclables and household
hazardous waste, including:
· Recyclables - corrugated cardboard, office paper, newspaper, phone
books, magazines, catalogs, junk mail, paper and plastic grocery bags,
plastics number one through seven, glass bottles and jars, cans
(aluminum, steel and tin), scrap metal, and textiles.
· Household Hazardous Waste - used household (not commercial) oil,
transmission and hydraulic fluids, anti-freeze, paint, auto batteries,
fluorescent lamps, mercury-containing devices (electronics like
computers, televisions, printers, etc), pesticides, fertilizers, old gasoline,
cleaning solutions, pool chemicals, and acids.
This facility will be designed to meet all local, State and Federal regulatory
requirements. The materials will be stored on a concrete slab within separate
storage closets. The facility will be designed with spill decks and secondary
containment structures to ensure there is no effect on the environment. A
contractor, on a regular basis, will transport the materials safely off site.
Putrescible (garbage) waste will not be accepted at this facility; therefore, we
do not foresee odor or pest control problems.
The recycling facility will be designed as a convenience for all of the
residents in the Orange tree area to assist homeowners with their recycling and
Household Hazardous Waste disposal efforts. This service is anticipated to
help with litter control as well as to provide a convenient service center for
centralized environmental control and protection for the neighborhood against
the improper disposal of household hazardous waste.

When will the facilities be ready to accommodate the flows from Orange Tree
residents?
The proposed schedule projects the Water Reclamation Facility to be on-line
in July 2008 and the Water Treatment Plant to be on-line in July 2009. The
second amendment to an agreement between the Collier County Board of
County Commissioners and the Orange Tree Utility approved on August 4,
1998, shows a connection to the County in 2012.
Will I have to pay an impact fee when the County takes over?
Impact fee charges pursuant to County ordinances and regulation then in
effect will be paid prior to pennit issuance to connect to County facilities.
Upon connection to the off-site treatment and transmission facilities operated
and maintained by the County, all owners of existing properties characterized
as new users will be required to pay impact fee charges for such new use. We
do not know at this time what those impact fee charges will be.
Will the facility include a deep injection well?
Construction of any wells will include casings for the full depth of the wells
to eliminate the possibility of contamination of any adjacent lakes, canals or
other environmentally sensitive areas.
Q. Why does Collier County need deep injection wells?
A. Since the advent of modem wastewater utilities, public and private
treatment facilities across the country have disposed of cleaned and treated
wastewater directly into rivers, lakes, ponds, bays and even estuaries. But
about 25 years ago, environmental regulators moved to encourage larger
Florida utilities to switch to deep injection wells as a way to protect local
water quality and help preserve Outstanding Florida Waters. These wells
serve as a preferred wet-weather backup to irrigation water reuse systems and
a viable alternative where water reuse is not economically feasible.
Since the 1980s, many of Florida's East Coast utilities have relied on deep
injection wells to dispose of treated wastewater. They view it as a less costly
alternative to installing the network of pipes needed to redistribute reuse
water for irrigation. Progressive West Coast communities like Collier County
see it differently. In the 1990s, they chose to begin investing in irrigation
reuse systems, more often using deep injection wells as a reliable wet-weather
backup.
The two existing deep injection well at the South County Water Reclamation
Facility and the two at the North County Water Reclamation Facility
primarily operate during the rainy months, when demand falls off and the

water must find someplace else to go. Collier County residents are fortunate
that the wastewater utilities throughout the county collectively continue to
lead the state in per capita reuse of treated water as irrigation water,
effectively addressing the demand for large volumes of irrigation water
during the dry season.
Q. How else do deep injection wells protect our coastal environment?
A. South Florida's geology is unique and particularly well suited for deep
injection wells. Multiple thick underground strata of dense clay and
limestone are layered between the surface and the receiving zone. These
layers separate underground aquifers and prevent upward migration of
water.
Eventually the high-quality fresh water injected into deep subterranean
levels along the Gulf Coast will wend its way more than 100 miles west,
still underground, before mingling with deep waters in the Gulf of
Mexico. Along the way it will become mixed with seawater.
Thus use of deep injection well technology not only works to preserve
Outstanding Florida Waters. It also redirects urban water flow from
surface freshwaters to underground saltwater, thus reducing impacts on
fragile near-shore reef ecosystems and hatchery habitats.
Q. How does deep injection well technology help protect local drinking
water sources?
A. A deep injection well pumps excess water 2000 to 3000 feet down to a
virtually limitless receiving region with a very high salinity and mineral
content, similar to that of the ocean. Since this region is not considered a
potential source of potable water, regulators prefer its use to the
traditional practice of releasing treated wastewater into surface waters like
rivers and ponds, which are much closer to potable water sources.
As the treated water descends, four half-inch-thick steel cylinders
telescope through numerous subterranean layers, maintaining strict
separation between the injected water and underground sources of
drinking water. Four rounds of steel shield fresh water supplies, which sit
150 to 200 feet below the surface in Collier County. Three steel shields
guard lower brackish waters, which utilities retrieve from depths of 800
feet and subject to intensive treatment using reverse osmosis.
Deep injection wells are governed by a host of state and federal
regulations. Ironically, greater restrictions apply to deep well injection
than to systems discharging wastewater directly into the surface

What kind of impact will the new raw water production wells (for the water
treatment facility) have on the existing private wells on abutting properties?
The State of Florida has detennined that groundwater resources belong to the
citizens of the State and have placed those resources under the regulatory
jurisdiction of the Water Management Districts. The South Florida Water
Management District regulates groundwater resources in Collier County.
Development of the groundwater resources in Northeast Collier County is
being accomplished using a comprehensive engineering approach including
the construction of test wells, computer modeling, alternative evaluation and
engineering design and, finally, a multi-step pennitting process.
With the comprehensive approach to design and pennitting of the Northeast
Wellfield, there is a very high level of confidence that existing water supplies,
including private wells, will be unaffected by the operation of the County's
facility. The South Florida Water Management District (SFWMD) will
review all data and design criteria to ensure that existing wells remain
unaffected. During future operation of the Well field, the SFWMD will
monitor the operation in accordance with the Consumptive Use Pennit. In the
unlikely event that existing water supplies are affected by the operation of the
County's wellfield, appropriate restitution will be made.
