EXECUTIVE SUMMARY
Recommendation to approve and adopt a Resolution approving the Pay and
Classification Plans for the Board of County Commissioners and County Attorney
effective October 1, 2012, and providing for a Cost of Living Adjustment of 2.0% effective
on October 6, 2012, the first day of the first pay period in FY13.
OBJECTIVES: To obtain approval from the Board of County Commissioners to adopt a
Resolution approving the Pay and Classification Plans for the Board of County Commissioners
and the County Attorney effective October 1, 2012, and providing for a cost of living adjustment
of two percent (2 %) effective on October 6, 2012.
CONSIDERATIONS: Attached to the proposed Resolution as Exhibit 1 is the Board of County
Commissioners Pay and Classification Plan. Attached to the proposed Resolution as Exhibit 2 is
the County Attorney's Pay and Classification Plan. The proposed Resolution shall apply to all
employees under the administration of the County Manager and the County Attorney.
The County continues to strive toward competitiveness in base salaries and pay ranges. These
elements are reviewed annually through the Pay and Classification Study conducted by the
Human Resources Department. Through analysis of local market data and data of other Florida
governmental agencies, and considering budget constraints, it has been determined that no
adjustments to the current pay ranges are required.
Employees will be provided a 2% cost of living (COLA) adjustment on their base salaries. A
limited number of individuals whose base pay is within 2% of the pay range maximums will
receive an increase to the base rate up to the maximum of the range, and will receive the
remainder of the COLA adjustment as a lump sum payment, divided equally and payable during
twenty -five pay periods starting on October 6, 2012, ending with the last check of fiscal year
2013. Individuals whose base pay is at the pay range maximum will receive the COLA
adjustment as a lump sum payment, divided equally and payable during twenty -five pay periods
starting on October 6, 2012, ending with the last check of fiscal year 2013.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
requires majority vote, and is legally sufficient for Board action. —SRT
FISCAL IMPACT: The proposed salary adjustments are estimated to cost $1,882,100. Funds
have been appropriated in each department's FY13 budget to cover this expenditure.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
RECOMMENDATION: That the Board of Commissioners approves and adopts the proposed
Resolution approving the Pay and Classification Plans for the Board of County Commissioners
and County Attorney effective October 1, 2012, and the cost of living adjustment of two percent
(2.0 %), effective on October 6, 2012.

A RESOLUTION APPROVING THE PAY AND CLASSIFICATION PLANS
FOR THE BOARD OF COUNTY COMMISSIONERS AND COUNTY
ATTORNEY, EFFECTIVE OCTOBER 1, 2012, INCLUDING A COST OF
LIVING ADJUSTMENT OF 2.0% EFFECTIVE ON OCTOBER 6, 2012.
WHEREAS, it has been the policy of Collier County to establish and administer a system
of compensation based on principles of public accountability, external competitiveness, internal
equity, relative complexity and responsibility between classifications, market economic
conditions, County financial policies and appropriate federal, state and local laws pertaining to
compensation so as to contribute to an environment conducive to employee motivation and
productivity as is more fully set forth in Ordinance No. 96 -40, as amended by Ordinance No.
2001 -50; and
WHEREAS, the Board of County Commissioners believes this policy may be achieved
through a combination of an annual pay and classification plan for employees under the
administration of the County Manager and the County Attorney, and the approval from time to
time, and as appropriate, of general wage or Cost of Living adjustments.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Pay and Classification Plan for employees under the administration of the
County Manager, a copy of which is attached hereto as Exhibit 1, is hereby approved and
adopted.
2. The Pay and Classification Plan for employees under the administration of the
County Attorney, a copy of which is attached hereto as Exhibit 2, is hereby approved and
adopted.
3. A Cost of Living adjustment of 2.0% effective on October 6, 2012 for employees
under the administration of the County Manager and County Attorney, is hereby approved and
adopted.
4. Employees under the administration of the County Manager or County Attorney
who are under contract or who are also subject to a collective bargaining agreement shall,
however, continue to be paid and receive increases in accordance with the terms of the contract
or governing collective bargaining agreement.
