Staff identified 64 meters that were over - reading usage between 36% and 47 %. This over - reading resulted in some customers being billed for more water than they actually used, and impacted the sewer volume calculation as well. As inaccurate meters are found they are immediately replaced with new meters. Customers who have had meter replacements will also notice a variance in the charges they are used to seeing on their bill. A recommendation on making adjustments to the affected customers' accounts will be brought to the Board for its review as soon as first cycle is completed. > As of February 9, 20% of existing 2" meters have been tested for accuracy; testing of 100% of existing 2" meters is targeted to be complete by April 5, 2012. The meter manufacturer has been contacted, and staff is working to determine the reason for the over - reading. The County Attorney's Office is part of the Audit Team to determine any potential product liability issues as the audit progresses. > VR, > Leo > Under Florida Law, e-mail addresses are public records. The water availability and consumption charges have been correctly charged based on the installed two inch (2 ") meter. However sewer charges have been based on a three quarter inch ( % ") meter rate code and capped at the 15,000 gallons residential rate since the account was created. While we acknowledge that it was our error that the correct sewer billing code was not applied to your account, you have had the benefits of both water and sewer services during this period. The Water -Sewer District is self - supporting through the customer fees received monthly for the services provided. By virtue of the Special Act that created the District, no water or sewer service can be rendered free and all costs are shared amongst all of our customers based on the services they receive. Under the Florida Statute of Limitations, we have an obligation to all customers of the Water -Sewer District to recover all back charges owed for up to four years. As you are aware, sewer volume charges for commercial properties are based on each 1,000 gallons of water consumption with no cap, in addition to the monthly sewer availability charge at the rate effective for the water meter size. Based on this, you will see an adjustment charge of $7,355.88 on your next bill for back charges related to monthly sewer availability and volume. Extended payment terms can be considered for this amount. Please contact Customer Service at (239) 252- 2380 if you wish t e advantage of our no- interest payment agreement. You turn a that and the washing machine's soapy rinse water disappears down a drain. You don't think about it, it just happens... As operators of the Water -Sewer District (District), Collier County's Public Utilities Division works hard to keep the 24/7/365 provision of clean, safe drinking water and sanitary sewer services as transparent to our customers as possible. You shouldn't have to think about it; that's our job. We do, however, need you to take a moment to think of how much it costs to keep the water flowing and wastewater draining away. The District faces sizeable expense in providing life - sustaining water and wastewater treatment services. However, the District does not receive revenue from property taxes or any other financial support from Collier County's general fund. The District is an enterprise fund; an organization that provides goods or services to the public for a fee that makes the entity self - supporting. The total cost of operations, maintenance, and capital improvements (non - growth related) for the District are financed entirely from user fees - that bill you pay every month. Every two years the District reviews its rates to make sure they are sufficient to cover the cost of providing services. By a Special Act of the Florida Legislature (Chapter 2003 -353 Section 6), rates are to be set at the level necessary to cover the cost of providing the services, but not to make a profit. Regular rate adjustments are necessary to make sure the rates generate the right amount of revenue and cash flow to provide reliable and sustainable services to the community. Rates must also maintain bond covenants, including debt service coverage, and provide funds for emergencies. The Collier County Board of County Commissioners approves the rates the District charges. On February 2, 2011, at its regularly scheduled meeting, the Board approved the Division's latest rate study and its recommended rates. For Fiscal Year 2012 (October 1, 2011, through September 30, 2012), the potable water and wastewater service rates will not change from the rate in effect for Fiscal Year 2011. On page four, we've provided some common water conservation practices you can easily work into your every day routine. Making water conservation a habit will help to reduce your consumption and, thereby, keep your monthly utility bill as low as possible. I appreciate you and your senior staff meeting with us last week to review Quincy Square's water problem in detail. I approve replacing Quincy Square's 20 water meters for a total cost of $ 1,770. 1 also approve paying about $ 15,000 for the past sewer charges for 7820 and 7844 Clemson Street at 0 % for 3 years. Please advise when the meters will be replaced, so I can notify our residents. Kindly contact me with any questions. Thank you. During the course of our meeting, I believe we resolved a few significant items that were brought to my attention and team. I promised that I would get back with you today and recap decisions made as follows: a) As supported by three different methods including standard calculation, Public Utilities staff is able to approve down - sizing of the 2" meters to 1.5" meters. This was acceptable to the PUD -CCWSD Director of Engineering for the utility, a Licensed Engineer, and your licensed professional engineer for the Quincy Square buildings. b) You also requested to be charged a lower rate for water and sewer services during the period of time to make up for the period when the 2" meters were in place. As we discussed in the meeting, this seems to be an appropriate request by you to the developer who requested 2" meters and you may seek compensation for Quincy Square owners at your discretion. As it has been documented by our staff, the request for the 2" meters came from the developer, and was approved by staff pursuant to CCWSD process. Therefore, I cannot further consider nor have authority grant your request for said reimbursement. c) You asked that we waive the approximate $15,000 for the previous under - billing of the sewer charges. The Collier County Water -Sewer District is created by a Special Act under Florida Statute Chapter 2003 -353. The Special Act expressly states" ... Free water and free sewer service prohibited ... " Further, of the 20+ buildings located within Quincy Square, all but 2 paid for their monthly water and sewer service. Any relief granted to the owners located within the 2 buildings would be unfair to the owners located in the other buildings that paid sewer fees. In an effort to assist in the financial impact on Quincy Square, I am able to offer Quincy Square an extended monthly payment plan, interest free. Staff has acknowledged this staff error; however, the utility must recover its cost of service. 3 6 A t.) Finally, on the meter downsize, I believe the original proposal on replacing 'R ri the meters was a cost of approximately $20,000. Consistent with Board approved ordinances and policies, staff has been able to reduce that cost to approximately $10,000. 1 requested staff to further review the age of the existing 2" meters. Staff has done so, and found that F of the 2" meters can be replaced as part of the utility's meter replacement program. This will be done at no additional direct meter cost to Quincy Square. The labor cost to change the cross connection devices for all 20 meters will be $540. The 3 remaining meters are not eligible for the replacement program, and will be charged to Quincy Square at a cost of $1,230. Therefore, the combined cost is $1,770. I have taken your requests most seriously, and have provided my best and final position in compliance with our charter of the Special Act. Please provide me Your acknowledgement and acceptance of this position It will facilitate the installation of the 1.5" meters under (a), and an extended monthly payment Plan, interest free under (c), and most possible reduced the combined cost is $1,770 under (d). Mr. Wides and the team will promptly follow up on items (a), (c), and (d) as soon as we receive requested "..your acknowledgement and acceptance of this position..." as indicated in last paragraph. A JOHNSON & ASSOCIATES A ,. Consulting Engineers December 29, 2011 Mr. Rob Samouce Attorney at Law SAMOUCE, MURRELL & GAL, P.A. 5405 Park Central Court Naples, Florida 34109 Dear Mr. Samouce: As part of our engagement to provide professional engineering services for the turnover of Quincy Square to the Association, W.J. Johnson & Associates has reviewed the plans and specifications for the installation of domestic and fire water supply lines into each residential building. Plans and specifications for the installation of water and sewer mains in Quincy Square were prepared by Wilson Miller for Centex Homes in 2004. In my review of the plans I have noted the following items of significance related to the sizing of water meters: I. Wilson Miller notes numbered 12 and 25 on the Phase One (Quincy Square) plans for Madison Park Master Water, Sewer & Irrigation Plan indicated clearly that "Collier County Public Utilities shall size all water meters ". 2. Wilson Miller general note number 2 on the Master Site Plan for Quincy Square indicated that a "Preconstruction Meeting shall take place with Collier County Compliance Services prior to the start of construction ". Plans and specifications for the installation of domestic water and sewer service lines to each residential building were prepared by HSA Engineers & Scientists dated 2009 that provided data and a calculations of plumbing fixture demand to be 90 DFU and sizing of the supply pipe to be 1.5- inches. W.J. Johnson & Associates' calculation using the same criteria estimated the fixture demand to be 88 DFU, which was also confirmed by Collier County Utilities at a recent meeting. The Florida Plumbing Code sizing table 603.1 has a cutoff of 86 DFU for a 1.5 -inch water pipe size and a 1.5 -inch water meter size. If, for example, the DFU had been 85 or less, the Florida Plumbing Code would allow a 1.25 -inch pipe size and a I -inch water meter size. The sizing of pipes and meters in this case is borderline. It is our opinion that the installation of 2 -inch meters for the residential buildings was unnecessary. It is also our opinion that, in the case of Quincy Square, Collier County was responsible for the process of sizing of the water meters and the coordination of the preconstruction meeting, permits, and the inspections during installation. 10961 Bonita Beach Road - Bonita Springs, Florida 34135 - 239 -596 -3200 - Fax: 239 -596 -3201 d, y 6A Mr. Rob SamoUCe December 29, 2011 Page 2 When Collier County went to install the meters and observed that there were 1.5 -inch size pipes in the ground from meter to house, they should have stopped installing the 2 -inch meters. Collier County was responsible to direct Centex, or their contractor, that only 1.5 -inch should be installed. The Collier County inspector should have stopped the installations and should have then had Centex change its 2- inch meter request to a 1.5 -inch meter. Sincerely yours, W.J. Based on the information reviewed, the Public Utilities Division cannot approve this request. The meter sizing procedures in effect at the time of the permit application require a minimum meter size of 1.5" for all buildings. In order to proceed with the 1.5" potable meter and backflow change for the 20 buildings that were previously requested to have 2 "meters installed, your written authorization is needed. An e-mail sent to Amia's attention is all that is necessary to initiate the work. Please note that the meter change date provided in the e-mail correspondence on Friday, November 18, 2011 is no longer applicable. After we receive your affirmative response to proceed with the 1.5" meter installations, we will provide a new meter change date for the project. As discussed on Wednesday, November 16, 2011, based on conditions found during field verification, the meters can be installed at the reduced tap cost of $347 per meter, and since the backflows can be re -used elsewhere, only the installation costs will be charged for them. All costs would then be charged to the individual accounts for each building upon completion of the work. Afterward, if a payment plan is desired, you will need to contact Peter Lund in Utility Billing and Customer Service (239- 252 - 2357), who will assist you. Below is a summary of what was observed: 7865 Clemson - 2" service line from watermain to meter; 2" meter; 2" rpz; 1.5" service going to home. 7874 Clemson - 2" service line from watermain to meter; 2" meter; 2" rpz; 1.5" service going to home. ? 7852 Clemson - 2" service line from watermain to meter; 2" meter; 2" rpz; 2" service going to home. 7870 Clemson - 2" service line from watermain to meter; 2" meter; 2" rpz; home. ' 6 A 5" service going to On the one remaining vacant piece of property, the service waiting for a meter is 2 ". While attempting to dig at the property across the street from the vacant lot, a homeowner came out and said she was not aware of what was going on and did not want us digging up her yard. Since our meeting, work orders for the meter installations at Quincy Square /Madison Park have been researched. The work orders show that the meters were installed by way of "meter hang ". This means the contractor installed the service line from the watermain to the meter box leaving the County to install the meter after - the -fact. This type of installation supports the conclusion that it was contractor's decision to put in the 2" service. It is important to mention that the lines within Quincy Square /Madison Park "dive deep" from the meter box going to the watermain, but the portions of the lines that were visible were 2 ". Also attached are the screenshots you requested showing the contact information for the 2009 permits. Pam Libby informed us that the water operations team should be able to undertake the meter changes to 1.5" meters and replace backflows on Monday, November 28 if she receives an early affirmative response to proceed. In order to proceed, your written authorization is needed to change to 1.5" meters and backflows for the 20 buildings that were previously requested to have 2 "meters installed. A simple e -mail response to me is all that is necessary to initiate the work. As discussed Wednesday, based on conditions found during field verification, the meters can be installed at the reduced tap cost of $347 per meter, and since the backflows can be re -used elsewhere, only the installation costs will be charged for them. All costs would then be charged to the individual accounts for each building upon completion of the work. Afterward, if a payment plan is desired, you will need to contact Peter Lund in Utility Billing and Customer Service (239 -252- 2357), who will assist you. Please let me know if you have any questions or if we can be of further assistance. JOHNSON & ASSOCIATES ' Consulting Engineers December 29, 2011 Mr. In my review of the plans I have noted the following items of significance related to the sizing of water meters: 1. Wilson Miller notes numbered 12 and 25 on the Phase One (Quincy Square) plans for Madison Park Master Water, Sewer & Irrigation Plan indicated clearly that "Collier County Public Utilities shall size all water meters ". 2. Wilson Miller general note number 2 on the Master Site Plan for Quincy Square indicated that a " Preconstruction Meeting shall take place with Collier County Compliance Services prior to the start of construction ". Plans and specifications for the installation of domestic water and sewer service lines to each residential building were prepared by HSA Engineers & Scientists dated 2009 that provided data and a calculations of plumbing fixture demand10 be 90 DFU and sizing of the supply pipe to be 1.5- inches. If, for example, the DFU had been 85 or less, the Florida Plumbing Code would allow a 1.25 -inch pipe size and a 1 -inch water meter size. 10961 Bonita Beach Road - Bonita Springs, Florida 34135 - 239 -S96 -3200 - Fax. 239 -596 -3201 Quincy Square at Madison Park CAI Schedule of Total Cost for 2" meter vs 1.5" meter 1/5/2012 New Meter Installation Cost $1,770 Increased cost 2" vs. 1.5" meters $132,183 Sewer 7820 Clemson $7,356 Sewer 7844 Clemson $7,582 Total $148,891 Quincy Square at Madison Park CAI Schedule of Increased Cost for 2" meter vs 1.5" meter 1/5/2012 Building Unit Earliest Bldg. The water availability and consumption charges have been correctly charged based on the installed two inch (2 ") meter. However sewer charges have been based on a three quarter inch (% ") meter rate code and capped at the 15,000 gallons residential rate since the account was created. As you are aware, sewer volume charges for commercial properties are based on each 1,000 gallons of water consumption with no cap, in addition to the monthly sewer .availability charge at the rate effective for the water meter size. Based on this, you will see an adjustment charge of $7,582.24 on your next bill for back charges related to monthly sewer availability and volume. Extended payment terms can be considered for this amount. Please contact Customer Service at (239) 252- 2380 if you wish to *e advantage of our no- interest payment agreement. Staff has done so, and found that 17 of the 2" meters can be replaced as part of the utility's meter replacement program. This will be done at no additional direct meter cost to Quincy Square. During the course of our meeting, I believe we resolved a few significant items that were brought to my attention and team. I promised that I would get back with you today and recap decisions made as follows: a) As supported by three different methods including standard calculation, Public Utilities staff is able to approve down- sizing of the 2" meters to 1.5" meters. As it has been documented by our staff, the request for the 2" meters came from the developer, and was approved by staff https : / /mail.colliergov.net /owa / ?ae= Item &t= IPM.Nc)tpgici= RnAAAAr.R%Ai7hV I%AIV1c 1 c12 r►i1) n .11) w' 'RE: Quincy S car OA Concern Page o 4 pursuant to CCWSD process. Staff has acknowledged this staff error; however, the utility must recover its cost of service. d) Finally, on the meter downsize, I believe the original proposal on replacing the meters was a cost of approximately $20,000. Consistent with Board approved ordinances and policies, staff has been able to reduce that cost to approximately $10,000. I requested staff to further review the age of the existing 2" meters. This was acceptable to the PUD -CCWSD Director of Engineering for the utility, a Licensed Engineer, and your licensed professional engineer for the Quincy Square buildings. https:Hmaii- colliergov. net /owa / ?ae= Item& t= IPM.Note &id= RaAAAACRw7hY.Iwyl. 1 /9Ai9n19 II Quincy Square HOA Concern Page 4 of 5 b) You also requested to be charged a lower rate for water and sewer services during the period of time to make up for the period when the 2" meters were in place. The Collier County Water -Sewer District is created by a Special Act under Florida Statute Chapter 2003- 353. Staff has acknowledged this staff error; however, the utility must recover its cost of service. d) Finally, on the meter downsize, I believe the original proposal on replacing the meters was a cost of approximately 20 000. Consistent with Board approved ordinances and policies, staff has been able to reduce that cost to approximately $10,000. 1 requested staff to further review the age of the existing 2" meters. Staff has done so, and found that 17 of the 2" meters can be replaced as part of the utility's meter replacement program. This will be done at no additional direct meter cost to Quincy Square. The labor cost to change the cross connection devices for all 20 meters will be $540. The 3 remaining meters are not eligible for the replacement program, and will be charged to Quincy Square at a cost of $1,230. Therefore, the combined cost is $1,770. The reason: A manufacturer's upgrade of water cases that amount was by 40 percent. meters wasn't properly communicated to county crews, said Paul Mattausch, director of Collier County's water department. That miscommunication resulted in an overbilling by more than 300 meters serving customers between 2005 and 2008. "This is really, truly an accounting nightmare," he said. The audit began in August after Mattausch said he learned the city of Atlanta was having problems — from misreadings to wrongful billings — within its water department. Those problems, Mattausch said, prompted the department to take the initiative to do a water meter audit. That audit, still ongoing, began to look at whether the meters were matched with the right register, or the outside portion of the meter that shows the flow, and the flow accuracy. The first part of the audit found 19 cases in which a meter had a mismatched component. The initial results of examining the flow accuracy component troubled county officials. County officials randomly sampled 5,286 meters for flow accuracy and found 2 -inch meters were over - reading, and in some cases that amount was by 40 percent. The discovery prompted county officials to check all of the 2 -inch meters — primarily found in multifamily or commercial properties — in the county, Mattausch said. "If you look at the big picture, 300 out of 56,000 (meters) is only one -half a percent of the meters. The problem is if I was a customer with one of those meters, I wouldn't be real happy." The county had tested 829 of the 1,568 2 -inch meters as of last week and faulty meters were replaced. Mattausch said his department has received "less than a handful of calls" from people concerned their bill was too high. The audit also showed that about 37 of the 829 2- By the numbers The county had tested 829 of the 1,568 2 -inch meters as of last week and faulty meters were Inch meters tested so far were under - reading. replaced. "What I've been telling people is we're making sure we're doing this right," Mattausch said. "But we're going to do the right thing for our customers. They'll either get a refund or a credit to the bill." But it's not just the customers that Mattausch said his office is looking out for. He's also hoping the results of Collier County's audit will prompt other utility companies to periodically audit their water meters. "The problem exists in other utilities, but we proactively found this problem," he said. "There's other utilities that haven't discovered it (yet)." Carolyn Andrews, deputy director of business operations for Lee County's water department, said Lee County had problems about five years ago when the water meters were first installed. There was a factory default in the meters, and the meters were immediately replaced, Andrews said. Lee County hasn't had any problems since. Officials with both the city of Naples water department and Bonita Springs Utilities said they haven't received complaints about meters over - reading. City Manager Bill Moss said the city's water department doesn't use the same type of meters as Collier County's utility and rarely has an issue with meters over - reading. "Generally speaking it's rare for a meter to read too fast," Moss said. "More often than not it reads less consumption." That doesn't mean the city hasn't had its own problems with faulty water meters. Two public officials — then -City Manager Frank Jones and then -Mayor Rudd Crawford — resigned in the early 1990s following a controversy surrounding broken water meters. Mattausch said commissioners are aware of the overbilling situation, and the ultimate decision on how to compensate those who overpaid will fall on their shoulders. It's ironic that George Yilmaz, Public Utilities Administrator never mentioned the problem with 2" water meters in several meetings with him and the staff at the Collier County water department. Furthermore, George and his staff claim Quincy Square's twenty 2" water meters did not have any problems, which is hard to believe. Collier County readers and voters should request a complete house cleaning at the Collier County water department. Public Utilities Administrator - Interim From: HillerGeorgia Sent: Friday, February 03, 2012 12:23 PM To: Linda Greenwald; OchsLeo; YilmazGeorge Cc: Brock Dwight E.; Crystal K. Kinzel Subject: Re: Water Bill Leo /George: The complaint about over billing by constituents seems to be recurring. Request: Please provide a schedule of all such complaints received in the last 24 months to include the following information - date, address, gallons for the month in question, average consumption for the two year period, excess of amount billed over the average amount used, and the actual /average /difference in dollars. Response: The attached excel spreadsheet contains a list of AIMS issues and Public Petitions for the last 24 months. This information is readily available; however, all customer communications, including complaints are captured in notes in the utility billing / customer service system. As the system is designed today, there is no way to automatically isolate and retrieve customer complaints. It would require staff to research each of the approximate 56,000 customer accounts going back 24 months. This effort would be a tremendous effort for staff. On the other hand, management will query the vendor on the cost, method, and cycle time to add functionality to the system to identify and categorize customer complaints. Request: How are the meters read? Response: The Collier County Water Department reads meters utilizing two distinct methods for gathering data. The majority of the meters within the Collier County Water -Sewer District are sized between 3/" to 2 ". These meters are read through an automated meter reading system. The remainder of the meters, which are 3" and above are manually read. Both methods of meter reading send data to the InHance Billing System for processing. When the meter reading data is sent to the InHance Billing System for processing, all meters are organized within the InHance Billing System by cycles. Cycles are a set of meters, located within a geographical quadrant. For the %" to 2" meters, each month a file is downloaded from InHance by cycle and stored on a thumb drive. The thumb drive is then loaded on to computer located in the meter reading vehicle. The vehicle is then driven throughout the cycle area to collect reads. Request: How is the billing detail input? Response: Once a full drive of the cycle area is completed, the vehicle returns to the Distribution Warehouse. The thumb drive is then downloaded and reports are generated. At the same time, the reads for the cycle are uploaded into the InHance Billing System. The reports created include a Mobile Miss Report, and a Tamper Report. The Mobile Miss Report includes all meters where a reading was not collected on the first pass through the system, and the Tamper Report alerts staff to meters that are potentially leaking. Team members are then dispatched to review each highlighted item on the report. Once all issues are resolved a written report is provided to the Utility Billing and Customer Service Department (UBCS) to documenting the resolution to each item. Additionally, UBCS reviews all meters reads and provides work orders to Water Department staff on high reads. Staff is then dispatched to the site to confirm visually the meter reading and report any visible leaks. Request: What controls are in place to ensure there is no possibility of intentionally or unintentionally overcharging a customer? Response: Each meter has a unique identification number that is recorded when the meter is read; then transmitted to the utility billing system. The utility system has a series of tables that apply the Board approved user rates to the customer count, depending on where the usage falls in the block rate structure. Also, whenever there is an "unusual" spike in consumption on an individual meter, staff has a verify process that generates a work order for a utility technician to visit the site to take a manual read (ie, reconfirm the auto read), check for leaks, and do a 20 gallon test. Request: I assume there's a reconciliation between physical usage and usage per the total bill by period. 6A Response: On a monthly basis, a report is generated of non - revenue water produced by the plants. This becomes a basis to ensure that whatever is produced is either billed or reconciled as non - revenue water. This ensures that, on a gross basis, all production is either billed or reconciled as non - revenue production. Request: How do you ensure that one customer is not being billed for another customers actual usage? As noted above, each meter has a unique identification number that is recorded when the meter is read. That meter identification is assigned to a single customer account. It should be noted that, on contractor request, the Water Department places a meter before it is going to be connected to the building. Subsequently, it is the responsibility of the plumber or private contractor to connect the installed meter (as identified in the permit) to the appropriate service. Past bills have ranged from $147 to $45, with most between $69 and $45. The bill in question, for the period 6/9/11 to 7/8/11, is holding us responsible for $390.36 for the use of 46,000 gallons of water. This is, quite simply, preposterous. Even the water company recognized it as an aberration and sent us a letter, dated July 14, 2011, informing us that "there has been a significant increase in [our] water usage from previous months." We were then invited to "investigate possible reasons" for the confirmed use of 46,000 gallons of water. 6 A When our telephone conversations with individuals at the water company yielded no satisfaction, we wrote a letter to Mr. Gary Morocco, a supervisor, and enclosed a check for $70, representing what we believed to be a fair payment since it was an average of all water bills paid in the past six months. A copy of our letter is attached. The crux of the written response we received from Mr. Morocco noted that although no one can account for the usage for which we're being billed, responsibility for the bill is ours. We were offered a three - month "interest free" payment plan. A subsequent telephone conversation with Peter Lund, Mr. Morocco's boss, convinced us that we had essentially no options. We were informed that technicians at the water department had found our meter to be working and, further, the 46,000 gallons had "passed through" it. What no one could tell us was where all that water had gone. In the course of our attempt to resolve this issue, we have been told by representatives at the water department that: 1. Excessive charges such as the one we received "happen all the time" and are particularly prevalent between May and November. We find it interesting that these are the months when homes tend to be empty and the owners away. 2. 46,000 gallons of water could seep into the area's sandy soil without being detectable 3. A hose may have been left running. When we asked how long a hose attached to a faucet such as ours would have to run to lose 46,000 gallons of water, we were told "5 or 6 days." Nothing in this matter is making sense - except that we are being held responsible for water whose usage or wasting we not only question, but doubt.. Our neighbor, Don Roll, regularly monitors our house inside and out. He has seen no hint of any loss or seepage of 46,000 gallons of water. He has indicated to us that he would be very happy to share his observations about this matter with you or with anyone in your office. Don can be reached at home at 239 - 597 -8798 or on his cell phone at 239 - 233 -5899. We personally know of four other households that have received water bills they consider excessive during periods when they were not home. All of the involved individuals were given the same explanation(s) by the water department that we received. If indeed, our experience and that of these other home owners is something that "happens all the time," particularly when home owners are away, we believe that some of the water company's practices need to be examined. At this time, we feel frustrated in our attempt to reach an acceptable resolution to this matter with Mr. Morocco or Mr. Lund. We would very much appreciate any help that you and Commissioner Hiller can offer US. As noted above, I'm attaching a copy of the letter we sent to Mr. Morocco. I do not have a scanner and am unable to send a copy of Mr. Morocco's response. However, I will be happy to fax it to you or send it to you via US Mail - together with copies of the bill in question, the letter informing us of our "significant increase" in water usage, and any other bills that may prove helpful. Utility infrastructure audits are underway for quality assurance and quality control (QA /QC) of services provided and billed. The Plan of Audit established five areas of audit, each designated as an Item, as follows: Item I - Reclaimed Water System Item II - Potable Water System Item III - Water /Sewer Impact Fees Item IV - GIS Based - Water /Sewer System Item V - Duplication of Effort/Pollution Control In August 2011, the Collier County Water -Sewer District began implementing the audit of Item II - Potable Water System as a part of a proactive multi- faceted three part meter audit program (Program) of all billing meters. To maintain visibility of the progress of this Program, a weekly status report is provided to the Public Utilities Division Administrator. The Item II audit was set up as a three part program in order to fully assess the water meters used for billing water usage. The three parts of the audit are: Part A - Meter Size Field Verification Part B - Meter Accuracy QA /QC Assessment and Audit Part C - Fire Assembly Assessment As the audit progressed to Item II - Part B of the Program, the utility became aware of a usage measurement issue with certain 2" meters. The audit identified meters that were reading water usage between 36% and 47% higher than actual usage; the audit has also identified meters that were reading water usage between 10% and 100% lower than actual usage. It was determined that an expedited audit of 2" meters was necessary, and is separated below as Part B.1. Staff is working to determine the reason for the inaccurate meter readings, and a meter manufacturer has been contacted. The County Attorney's Office is part of the Audit Team to determine any potential product liability issues as the audit progresses. As staff determines that meters need to be replaced, the inaccurately- reading meters are removed and replaced with a new meter, and the customer is notified. A recommendation on policy related to adjustments to the affected customers will be brought to the Board of County Commissioners for review and approval. Program Overview The Program is divided into three parts, with multiple tasks in each. PART A establishes a 10 -year audit cycle that verifies the size of meters installed in the field and a confirmation process that the correct meter size is entered into the utility billing system database. A third part consultant was placed under contract to set up a process of audit and provide audit criteria using a random selection of 10 percent of the system's meters [TetraTech, Project No. 200- 08486- 11007]. The goals of this audit are to: • Audit the size of each meter in the field. • Ensure each meter's assembly components are all the same size. • Ensure that the size of the meter in the field is the same size as that listed in the Utility Billing and Customer Service Department's Billing System. PART B establishes a 10 -year audit process that determines the accuracy of the installed meters. A third party consultant was placed under contract to set up a process of audit that could be readily validated [TetraTech, Project No. 200- 08486 - 11007]. The goals include: • Establish criteria to evaluate the system's accuracy. • Utilize county- obtained field test data and billing workflows to determine the system's accuracy. • Provide specific recommendations for improvements or expansions to the county's current practices. • Define a program for continuous testing and evaluation. PART C will establish a 5 -year audit cycle that will assess fire service assemblies. How are the meters read? How is the billing detail input? What controls are in place to ensure there is no possibility of intentionally or unintentionally overcharging a customer? Past bills have ranged from $147 to $45, with most between $69 and $45. The bill in question, for the period 6/9/11 to 7/8/11, is holding us responsible for $390.36 for the use of 46,000 gallons of water. This is, quite simply, preposterous. Even the water company recognized it as an aberration and sent us a letter, dated July 14, 2011, informing us that "there has been a significant increase in [our] water usage from previous months." We were then invited to "investigate possible reasons" for the confirmed use of 46,000 gallons of water. When our telephone conversations with individuals at the water company yielded no satisfaction, we wrote a letter to Mr. We were offered a three -month "interest free" payment plan. A subsequent telephone conversation with Peter Lund, Mr. Morocco's boss, convinced us that we had essentially no options. We were informed that technicians at the water department had found our meter to be working and, further, the 46,000 gallons had "passed through" it. The bench test was performed yesterday, and shows that the meter tested as follows: Low flow, 1/2 gallon per minute, 100% accurate Med flow, 3 gallons per minute, 101% accurate (meaning it registers 10.1 gallons for each 10 gallons through the meter. High flow, 25 gallons per minue, 99% accurate (meaning that for every 100 gallons, it only registers 99 gallons) On average, the meter is 100% accurate. During our discussion the other day, I mentioned that if the results showed the meter to be accurate, the temporary meter in the ground while the old meter was being tested would be removed and the old meter would be put back in place because the meter at this location is not eligible to be replaced free of charge as part of our normal meter replacement program. However, because you are having difficulty determining how and when the water is passing through the meter at your mother's home, we will keep the new meter in place. The new meter digitally stores water consumption day by day, hour by hour, gallon by gallon. Should you see that consumption is unusual, you can call customer service (252 -2380) and request a data log which will tell you exactly when water passed through the meter. From that information, you will be able to identify exact times of the day (or night) when consumption is registering on the meter. I hope that type of information will enable you to identify what might be happening behind the meter. Based on the results of the test., per the billing rate schedules, there will be a $140 charge on the account to cover the time and equipment costs for the bench test. If you would like to request an interest free deferred payment plan to minimize the financial impact, please call customer service at 252 -2380 and we will be happy to assist you in that regard. The technician issued work order 269912 to request a utility technician visit the site to visually verify the meter reading taken on February 2 and to check for leaks. The utility technician verified the meter reading was correct and noted that the meter was not running (i.e. no leaks). She then called Mr. Giangrossi to notify him that 106,000 gallons of water had passed through his meter between January 3 and February 2, 2012. Mr. Giangrossi requested a utility techncian again visit the site to ensure there were no leaks and to shut the water off at the meter. A utility technician visited the site on February 13 per work order 270357, noted the meter was not running, and performed a 20 gallon test. The test indicated the meter is funcitoning and recording properly, and also turned the water off per the customer's request. On Monday evening, February 13, George Yilmaz phoned Mr. Giangrossi to discuss the findings of the utility technician's visits and to inform him that the water had been shut off at his request. Dr. Yilmaz also discussed with the customer that the water cannot be turned on at the meter by any one other than a utility staff member. Mr. Giangrossi then discussed the possibility that his pool maintenance company may have inadvertantly left a hose running in the pool following his weekly service. Based on the results noted on both work orders, the customer surmized that there were no leaks (meter no running on both occassions when the utility technician visited the site)and would contact his pool maintenance company. Per the Community Science Action Guide, a running garden hose uses 600 gallons per hour, which would result in consumption in excess of 100,000 gallons if left running for one week. We'll have more information once today's work order is returned. He is producing a work order and will send someone out today. They only turn off the main water if they have the request in writing, Joe will be in contact with Mr. Giangrossi. He was very upset about a call he had received from someone in Utility Billing on Friday, February 10th, saying that it was a courtesy call and that he was about to get a water bill for $980, that he had used 3500 gallons of water per day, 100 thousand gallons in a month! He is up north and has the water off to his house and does not irrigate with our water, he buys it from the Audubon Community. He called all over the water department to have a tech. come to his house right away turn off the water at the main; he was worried that there was a break in the line somewhere. If there was /is a break in the line he didn't want any more water wasted. He wants to be sure the meter is in fact working properly. He does have a pool and indicated if he found out the pool person left the water on he understood that he would need to pay the bill. He is very upset and cursed at me, but did apologize for taking his frustration with the water department out on me! Apparently we could not/would not send someone out right away to ensure that the water was off at the main line from the county. He wants some kind of response today with from you or me as he has no confidence with the Utility department. Her address is 10021 Boca Circle, Naples, FL 34109. At this point she has received two bills which combined total over $500.00. We done everything to investigate if there is a leak on the property, and the water department has checked the meter. We have no leak and according to Amanda and Mr. Morroco at the water department the meter is working fine. We contacted the County Liaison Heather and as a result of her call Mr. Morrocco offered a payment plan. They now want us to pay for the meter to be removed and checked independently. I would like to meet with Commissioner Hiller to be able to resolve this issue that is causing my elderly mother who is on a very low fixed income much unduly stress.
