Based on input received at the February Public Information Meeting for the above-named project
and subsequent discussions with COUNTY staff,T.Y. Lin International (CONSULTANT)
proposes to provide the following additional services in accordance with Contract 11-5639
ARTICLE TWO:
1. Re-align the vertical geometry to increase navigational clearance under the bridge
2. Re-design the structural plans to accommodate changed geometry
3. Revise plans to incorporate vertical walls in lieu of riprap shore protection
4. Revise geotechnical analysis and report for walls and large diameter piles

6. Evaluate existing seawalls and design rehabilitation

60% Phase re-design
1. Provide a detailed and specific explanation of the requested change(s)to the task(s) and/or the additional
days added:
On May 23, 2013, a public information meeting was held to present the 60%design phase proposed improvements to the
residents and stakeholders and to solicit comments.The meeting was conducted by County Staff.Attendees included Commissioner
Nance and the design engineers were on hand to provide technical support.
The comments received from residents and the Ochopee Fire Department was overwhelmingly in support of more clearance
under the bridge to allow boats better navigational access to the bay.The other concerns were for preservation of the recreational
aspect to the area including parking and fishing.
Some of these aspects would have been lost with the new bridge due to the fact that the new bridge would take up more room
than the existing bridge and also the design team was concerned with avoiding and minimizing impacts to the sensitive environment
surroundings of the project.With the current conservative design the idea was to minimize costs as much as possible with a utilitarian
design.
2. Provide detailed rationale for the requested change:
After the meeting,staff requested that the designers investigate the following:
a. Alternate profile geometries which could provide a higher navigable clearance. They were also asked to identify potential
parking areas; recreational access to the water from either end of the bridge; evaluate the environmental and permit
implications of dredging under the bridge as part of the project; and, reevaluate the potential for slope failure during
construction due to unstable soils being behind the existing seawalls.
b. The designers came up with three alterative profiles that would raise the bridge 2 to 5 feet as well as provide the additional
footprint for parking and water access. These items could potentially increase the cost of the project from $500,000.00 to
$750,000.00.
Staff has made the decision to modify the current design so that the bridge could be raised an additional 3 feet. The justification from
an engineering standpoint is that the additional height would satisfy one aspect of the clearance requirements that the current design
did not meet. Debris clearance criterion requires that the low member of the bridge be 2' above flood stage. Due to the current
utilitarian design this criterion could not be met. From a social standpoint a higher bridge, better parking and water access would
provide a benefit to the residents and stakeholders who use the bridge.
3. Provide explanation why change was not anticipated in original scope of work:

In order to provide the most efficient design the design started from a basic premise which was to minimize cost and to preserve as
much as possible the natural environment.This is change is a refinement of the design parameters to provide the benefits stated
earlier.The effort needed was more than was anticipated when the original contract was negotiated. 1 6 A4
