7. In most cases(some contracts are an exception),the original document and this routing slip SRT
should be provided to the County Attorney Office at the time the item is input into SIRE.
Some documents are time sensitive and require forwarding to Tallahassee within a certain
time frame or the BCC's actions are nullified. Be aware of your deadlines!
8. The document was approved by the BCC on 9/10/13 and all changes made during the SRT

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA DECLARING AN EMERGENCY AND AUTHORIZING THE
EXPEDITED REMOVAL AND REPLACEMENT OF A COLLAPSING STORMWATER
MANAGEMENT SYSTEM PIPE IN THE PINE RIDGE SUBDIVISION.
WHEREAS, above average rainfall during the summer has overtaxed certain segments of
the Collier County stormwater management system; and
WHEREAS, the county stormwater pipe serving as part of the outfall for the 28-acre
Mockingbird Lake (the "Lake") located in the Pine Ridge subdivision is approximately 90%
collapsed, contributing to a dangerous accumulation of water in the Lake and surrounding
properties; and
WHEREAS, the water in the Lake is nearing comparable flood stage elevations and is
encroaching upon or above boat docks located on the lakefront; and
WHEREAS, there is a substantial risk to contamination of the surface water on the Lake
due to inundated and failing septic systems located on the residential properties located adjacent
to the Lake; and
WHEREAS, the risk of water contamination presents a serious health, safety and welfare
to the citizens of Collier County; and
WHEREAS, as a result of this emergency there is an immediate need to access, remove
and replace the collapsed stormwater pipe.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The above findings are incorporated herein by reference.
2. An emergency stormwater situation exists as a result of the County's failing
stormwater pipe that serves as the outfall for the Mockingbird Lake located in
the Pine Ridge subdivision.
3. That a serious health, safety and welfare situation exists as a result requiring
immediate repair to protect the public interest.
4. That staff is authorized to take immediate action to repair and correct the failing
pipe.
5. A copy of the location of the Pine Ridge Subdivision and the proposed outfall
pipe replacement project is attached as Composite Exhibit"A."
