Re: Beach Renourishment
Dear Chairwoman Hiller and Commissioners:
The Naples City Council has requested that I convey concerns expressed throughout
our community regarding the upcoming beach renourishment project. We respectfully
ask that you consider these concerns as you evaluate options for the 2013 beach
renourishment project.
Collier County is highly regarded by its citizens, visitors, and businesses. Few would
argue that the Collier County beaches are not important to the high quality of life and to
the national and international recognition as an attractive tourist destination. The beach
is one of the major drivers of the economy in Collier County. Periodic beach
renourishment is essential, but it must be accomplished in ways that will least disrupt
the Collier County community.
We applaud the Board's desire to conserve Tourist Development Tax funds and
recognize the many competing needs for these funds. The fact is that there has been a
significant loss of sand since the last major beach renourishment of the Collier County
beaches in 2006, and there is no demonstrated reason to believe that the erosion rate
will abate in future years.
It is reported that Collier County opened bids for the 2013 beach renourishment project
on April 22, 2013 and that three bids were received —all for the truck -haul
renourishment option. We assume staff and the project engineers are evaluating the
bids at this time and will provide a recommendation for your consideration on May 14,
2013.

There is unanimous agreement that serious disruption, inconvenience, and damage to
infrastructure will occur if a beach renourishment project is conducted with the truck -
haul option. We implore you to reject all truck -haul bids and re -bid the project
specifying conventional dredging utilizing off -shore sources of sand with a simplified bid
document that will encourage responsive bids from experienced dredge contractors.
Our community has had numerous first -hand experiences with emergency beach
renourishment projects involving the transportation of beach - compatible sand from
inland sources. While the inconveniences were tolerable for a short duration with about
200 truck - trips, it was observed that traffic lanes were blocked with up to ten dump
trucks lined up to access the beach, trucks did not used prescribed routes, police
officers were required to direct traffic, and the excessive noise and exhaust fumes were
disruptive.
It is estimated that 23,000 truck -trips will be required to provide the required quantity of
beach compatible sand from inland sources should a truck -haul proposal be accepted
by the Board. We believe the above issues will be observed on a county -wide basis
and that there will be a deleterious impact on roads and other infrastructure. We also
believe the Collier County Sheriff will be required to add additional personnel to insure
safe traffic control within the City and throughout Collier County.
As you consider modification to the beach renourishment specifications, we hope you
embrace the advanced beach renourishment concept. There may be an impression
that the goal was to duplicate the 2006 beach profile for the 2013 renourishment project.
If that was the objective, there would have been no need to develop the science
associated with insuring a prescribed six -year beach. The accepted strategy was to
survey the beach, calculate where erosion had occurred and to what extent, estimate
the amount of sand for each segment of the beach that would, to the extent possible,
insure at least 100 feet of dry sand beach in six years (85 feet for Park Shore), and then
place the required amount of sand in each segment.
This methodology, as it turned out, means that some of the lineal beach within the
Naples beach will receive no sand, while those areas in Vanderbilt Beach, Park Shore,
and a portion of the Naples beach will be renourished to the desired profile.
It is recognized that the required quantity of sand will change before the project begins.
We therefore recommend that the amount of required sand be determined when the
final survey is taken, which is about one month before the project begins.

We have no disagreement as to whether the sand dredged from Doctors Pass later this
summer or fall should be used in the calculation to meet the advanced renourishment
objective. The quantity of sand that may be dredged this year and placed on the beach
should be used to determine the actual quantity of sand dredged from off -shore sources
to fulfill the objective for each of the beach profiles.
In conclusion, we do not envy the difficult issues addressed by the Board of County
Commissioners, and the county -wide decisions you must make to insure the best
quality of life for Collier County residents, including those within the boundaries of the
City. We respect your ability to make good decisions, and we are confident that your
decisions related to the beach renourishment project will maximize the use of Tourist
Development Tax funds, be consistent with established objectives, and recognize
concerns related to the truck -haul option. Thank you for considering our request.

I am not alone in appreciating Chairwoman Hiller for her vision and fortitude in moving the county
away from ever - expanding capitol projects, over the top spending, growing certain departments.
Recommendations:
Put bid out again for both Truck Haul Sand and Offshore Borrow Site, provide discrete volumes
of sand expected to be needed for each of the beach areas, but retain the 50,000 increments to allow
greater flexibility to tailor each beach segment's nourishment. All costs should be compared
between alternatives of Truck Haul and Hydraulic Offshore Borrow- this would include
Administration / management /engineering /permitting /monitoring costs.
However, when preparing new bid forms please address a problem whereby beaches within
Pelican Bay PUD /DRI boundaries are depicted in county reports and planning documents as
private beaches while other areas throughout the city and county which have less public access
within their development boundaries than Pelican Bay are not depicted as private beaches.
This should be corrected by revised beach segment descriptions in county reports and county
planning to include a Pelican Bay subsection to the Vanderbilt Beach segment;
Concurrently make corrections to existing requests to state or federal entities for reimbursements,
cost sharing, or other assistance of re- nourishment/restoration/ repair costs of county beaches and
ensure consistency in future requests.
The correction would be to provide description that distinguishes a subsection of beach known as
Pelican Bay Beach Area from the northernmost Vanderbilt Beach boundary (nearest R 29 -R 30) to
the Southernmost Clam Pass Park (nearest R 43 - R44 ) boundary.
Also Collier County reports and planning for beach renourishment should reflect that the Pelican
Bay Beach Area provides public access of 512 parking spaces with public bathrooms due to 340
parking spaces and bathrooms in Pelican Bay at Vanderbilt Beach Road and 172 parking spaces
and bathrooms in Pelican Bay at Clam Pass Park. Such County reports and planning should also
reflect that commercial properties contributing to tourism economy within Pelican Bay Beach Area
includes the Ritz Carlton, Inn at Pelican Bay, and Waldorf Astoria.
The aforementioned public access provisions and tourism economy contributors within Pelican
Bay Beach Area should be included in County reports and planning to indicate that renourishment
of areas within 1/4 mile of the Public Beach Parking and bathrooms and hoteliers beach access
meet TDC funding criteria.
