Hi Donna,
I was going to call you regarding this reprehensible attempt to assassinate the character of
a man who has devoted his life to emergency medicine and the citizens of Collier County.
Obviously Dr. Tober is not perfect, and the BCC has every right to select another Medical
Director when his contact expires. But... there is a right way and a wrong way to do so! I
should add that in working with Dr. Tober for 30 years, I never once witnessed him making a
decision that was not motivated by what was best for the "patient ".
That being said... in my opinion, the PSA was conceived as a mechanism whereby complicated
issues (clinical, procedural or administrative) could be vetted by a panel of experts, who in
turn would make an thoughtful recommendation to the BCC.
When I was asked the question at last week's PSA meeting, whether or not (in my opinion) the
PSA, as ORIGINALLY conceived by the B1ueRibbon Committee, would be responsible for selecting
the Medical Director of Collier County EMS, my answer was no. In my opinion, at the time we
recommended that the PSA be formed, I believed that the selection of the Medical Director of
Collier County EMS had been already been made and a contract was in place with Dr. Tober
I was NOT asked whether the PSA or the BCC is best equipped to vet candidates for the
position of Medical Director of Collier County EMS.
The PSA is an entity whose mission will evolve over time. It's mission is not, nor should it
be, rigid. Just as situations change, so do missions. If the BCC is going to seek applicants
for the position of Medical Director prior to the expiration of Dr. Tober's contract ( which
I believe is unwarranted) then who better to vet applicants for said position than the PSA!
The agenda items suggesting that Dr. Tober's clinical protocols are responsible for untoward
outcomes is sophistry of the first order, and have no place in civil society.
This is all about power and money and the victims are the citizens of Collier County.
So in summary, I believe the PSA is far better suited to rank and evaluate candidates for the
position of Medical Director of Collier County EMS than is the BCC.
Feel free to use anything I have said in this email as you see fit!
All the best
Ed

Hi Ed,
In the first paragraph under item 10G for Tuesday's BCC meeting it says "in fact,
according to Ed Morton of the Blue Ribbon Committee, the Blue Ribbon Committee did not
envision the PSA being the selection committee for the position of Medical Director /Deputy
Medical Director; the PSA would be conflicted in such a role." First - the PSA was not
directed to select, only to rate ................. so I think a little play on words is going on here. I
do not believe the PSA was only supposed to meet the candidates and arrange them
alphabetically - my grandkids can do that. BUT - I need your input to clarify the issue.
Please either answer this e-mail or call me at home, whichever is more convenient. I would
prefer, obviously, the e -mail, but whichever, I will need to know your thoughts, which I
would then submit to the board under my comments.
