MINUTES OF THE COLLIER COUNTY
FLOODPLAIN MANAGEMENT PLANNING COMMITTEE MEETING
Naples, Florida, May 9, 2018
LET IT BE REMEMBERED, the Collier County Floodplain Management Planning
Committee in and for the County of Collier, having conducted business herein, met on
this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management
Division Building, Conference Room #609/610, 2800 N. Horseshoe Drive, Naples, Florida,
with the following members present:

Ms. Cilek called the meeting to order at 9:08am
1. Welcome New Members
The Committee welcomed new Members Stan Chrzanowski, William Lang and William Miller.
2. Approval of previous meeting minutes from February 14, 2018
Mr. Brougham moved to approve the minutes of the February 14, 2018 meeting as presented. Second
by Ms. Carrera. Carried unanimously 10—0.
3. CRS updates
Ms. Cilek reported:
• Representative of the ISO will be meeting with Staff on May 10 to review the County's update
and the initial response to date on the application has been met favorably by the organization.
• Staff is coordinating with the Stormwater Planning Department to improve public outreach and
education through mailers and other sources.
• The outreach initiative will address items associated with storm events including storm surge and
information on preparation for the event such as photographically documenting structures and
property, etc.
4. Hurricane Irma update
Ms. Cilek reported:
• The Division continues to see large volumes of permit applications related to activities
associated with Hurricane Irma.
• Staff continues to refine the process required for post storm damage assessment including cross
training employees as necessary.
• Staff is investigating the feasibility of using drones for assessments including any legal issues
with private property rights and the possibility of utilizing an outside contractor to perform the
service-Staff to provide an update at the next meeting.
5. Flood Damage Prevention Ordinance Review
Ms. Cilek reported:
• The County is proposing to repeal and replace the current Flood Prevention Damage Ordinance
(FDPO) and is utilizing the State Model Ordinance as a basis.
• The City of Naples and Marco Island have already adopted the Ordinance and Staff is proposing
some modifications for the County document which is intended to reflect provisions of the
Florida Building Code.
• Rebecca Quinn, a consultant is assisting the County in developing the FDPO which will be
reviewed by the Floodplain Management Committee, Development Services Advisory
Committee and Collier County Planning Commission.
• The proposed Ordinance will then be forwarded to the Board of County Commissioner by the
end of the year for their consideration.
Staff and the Committee reviewed the Ordinance with the following comments:
Section 103.3 (9)—Need to clarify floodplain requirements exist even if a building permit may not be
required in certain instances.
Section 109.2—Researching feasibility of 18 months timeframes for temporary housing.
Section 202 - Market Value - Clarify up to 20% can be administratively added to the value.
Section 201 —Update Wet Season Water Table elevation(WSWT).
