July 19, 2018
I. Call to Order
Chairman Branco called the meeting to order at 2:05 PM. A quorum was established.
II. Attendance

Ms. Dammert moved to approve the July 19, 2018 Agenda of the Lely Golf Estates
Beautification M.S.T.U. as amended:

IV. Approval of Minutes—June 21, 2018
Ms. Dammert moved to approve the minutes of the June 21, 2018 Lely Golf Estates Beautification
M.S.T.U. meeting as presented. Second by Mr. Slebodnik. Carried unanimously 4- 0.
V. Chairman's Report—Tony Branco
Chairman Branco reported on the community tour as follows:
A. Street and Traffic Signage
• The Homeowners Association requested the Neighborhood Watch sign at the Lely entrance,
Route 41, be replaced. Mr. Schumacher is awaiting a response from Felix Burgos, Traffic
Operations, to clarify if the "Neighborhood Watch"and/or Traffic signs can be attached to
speed limit poles
• County Speed Bump signs on Forest Hills Boulevard, between Augusta Boulevard and Bay
Meadows Drive, need to be up righted and installed.
• Some Street Identifier signs are missing.
• Two Speed Bump signs require upgrading to decorative poles.
• Decorative posts are provided by the M.S.T.U. Quotes for two styles of decorative poles
(Option A - fully molded pole or Option B - pole with clam shell base as separate
attachment)will be solicited by Mr. Schumacher as noted in the March 2018 minutes.
• Some traffic sign posts on Saint Andrews Boulevard were previously upgraded to coordinate
with the decorative street name/STOP poles in the MSTU district.
STOP Signs
• Additional faded STOP signs remain in the MSTU. Staff will provide a list to the HOA
property manager to request from Traffic Operations— to be installed by the HOA.

B. Monthly Community Assessment
• An FPL wooden"fiber optics cable"pole was topped without resulting damage.
• An auto accident on Median#1 damaged the flag pole and light.
o CLM will attempt to straighten the pole.
o Ms. Tillery will search for an accident report.
Mr. Schumacher will submit a request to Traffic Operations for a review of traffic flow in the
vicinity of the US-41 west bound U-Turn lane at the intersection of St. Andrews Blvd. —noting the
Committee's perspective that the U-Turn is a safety hazard and should be eliminated.
Results to be reported at a future meeting.
C. Landscape Items Pending
• McGee & Associates Summary Report indicates a large number of plant replacement items
are six to eight months old.
• The Podocarpus hedge on Rattlesnake Hammock Road has a dead plant that should be
replaced.
• Mr. Schumacher issued a Notice-to-Proceed to CLM to prune the Sabal Palms.
• Mr. Schumacher requested a"time and materials" quote from CLM for plant replacement in
all areas excluding Doral Circle. If the proposal is within the $7.4K budget remaining in the
Landscape Incidentals category, Mr. Schumacher will issue a Notice-to-Proceed with the
project.
VI. Landscape Architects Report—McGee & Associates
A. Summary, Detail
Mr. McGee summarized the "Lely Golf Estates Landscape Observation Report FY17-18" dated
July 10, 2018 noting:
General
• Many of the minor items noted on prior reports have been addressed by CLM.
• Torpedo grass weed to be monitored throughout medians and hand removed if present.
• Perennial Peanut pruning should be scheduled for August.
Saint Andrews Boulevard
• Median#3: CLM to provide quantity of Plumbago plants needed for replacement due to
Washingtonia stump removal; consider replacement of three Queen's Crape Myrtles.
• Median#6: Consider removal of remaining Washingtonia Palms replacement with alternate
palms.
• Median#9: Consider replacement of removed Holly trees with smaller palms or Crape
Myrtles.
• Median#10: Consider replacement of removed/damaged Holly trees.
Forest Hills Boulevard
• Median#11: Replace one (1) Foxtail Palm removed due to accident damage.
• Median#12: Consider replacement of Yellow Tabebuia and Holly trees with Crape Myrtle
trees.
Valley Stream Circle
• Median#13: Remove dead fronds from Paurotis Palm.
Pebble Beach Boulevard
• Median#15: Remove Holly tree and replace with Crape Myrtle.
• Median#17: Remove/replace Tabebuia trees and replace with same or Crape Myrtle species.

• Replant thirteen Plumbago plants and Foxtail Palm.
Thorncrest Lane
• Median#20: Grind stump and replace missing Sabal Palms and Bougainvillea.
Balustrol Signs
• Remove Cattley Guava shrub behind north sign structure.
Doral Circle
• Remove and replace Golden Tabebuia tree
West R/W & Rattlesnake Hammock Road
• Recommend removal of Flax Lily and replacement with one row of Yellow African Iris.
• Recommend removal of declining Palm dwarfed by growth of adjacent Oak tree.
• Median#23: Remove Jatropha tree; replace two trees.
Irrigation
• Warren Street reuse water use for June 2018 was 200,600 gallons; 0 potable.
• Valley Stream usage was 14,900 potable gallons.
• Water usage is higher than same period in 2017 due to drier conditions.
VII. Landscape Maintenance Report—Commercial Land Maintenance
A. Summary Comments
Mr. Gorden updated the Committee on landscape maintenance noting:
• Sight line issues have been addressed.
• Plant material was pruned, but not Sabal Palms.
VIII. Project Managers Report-Dan Schumacher
A. Budget Report
Mr. Schumacher summarized the "Lely MSTU Fund Budget 152 dated July 19, 2018" for
information purposes and provided an overview of the budget noting:
• $241,418.10 of the FY18 Ad Valorem property tax revenue budget of$255,500.00 has been
collected.
• Total revenue FY18 is $563,500.00 including investment interest, transfers and contributions
(minus a 5% reserve of$12,900).
• Current Operating Expense budget is $192,000 of which commitments total $36,498.21;
expenditures $99,872.40.
• Uncommitted Operating Expense funds available are $55,629.39 and can be accessed for the
tree replacement project.
• No new Purchase Orders were issued.
• Purchase Orders will be reissued for the FY-19 budget effective October 1, 2018.
• Remaining balances will roll over to the FY-19 budget.
• A flag pole light to replace the one destroyed by an auto accident and will be re-ordered.
• Improvements General funds of$148,900.00 can be accessed for special projects.
• Reserves for Insurance and Catastrophic/Hurricane funds total $179,400.00, an increase of
$9,400.00.
• Total available balance less committed expenses $384,624.73.

Mr. Schumacher will notify Whited Holiday of the MS.T.U. 's intent to install holiday decorations
earlier than previous years and consult Hart's Electric on action required to ensure surge
protection.
B. Lighting Inspection Report
Mr. Schumacher reported the lighting report compiled by Commercial Land Maintenance was
reformatted to denote poles with LED lamps.
• CLM reported light outages on Pebble Beach Circle. The "tripped" circuit breaker was reset;
lamps appear to be functioning as intended.
• Hart's Electrical replaced lamp outages indicated in the June report.
• Three LED fixtures remain in inventory. A replenishment lamp order will be placed with
Graybar.
• Mr. Schumacher will research product availability for A and B letter designation for poles
with double luminaries with vendors including Municipal Supply & Sign Co. and schedule
installation.
C. Irrigation
Irrigation is functioning as intended.
D. Median 1 — Summer Flowers
Summer flowers were planted on Median#1 on Saint Andrews Boulevard" at a cost of$2,600.
Mr. Gorden will provide Staff the irrigation clock and zone number for the planted area to ensure
sufficient water supply for two weeks.
E. Plant and Tree Replacement
Mr. Schumacher will coordinate tree replacement with Mr. McGee on completion of planting
project.
F. Traffic Sign Replacements
Mr. Schumacher updated the Committee on the status of sign replacement as follows:
• Municipal Supply & Sign Co. (MSS) has installed 85% - 90% of the signs.
• Signs not included on the original inventory were discovered.
• Technical execution resulted in some signs bowed or gaps between the blade and the frame.
• Chairman Branco and Mr. Schumacher met with sign company staff to determine a more
substantial way of fastening the signs to eliminate the gaps.
• MSS has not responded to an invitation for a follow-up meeting. Mr. Schumacher will seek
to schedule a meeting the week of July 28th
• Required modifications will be assessed.
IX. Old Business
A. Refurbishment of Entry Monuments
Chairman Branco provided photographs and a dissertation on his research of two locations with
trellis type structures.
1. Review—McGee preliminary Opinion of Cost.
Mr. McGee reported opinion of cost for the Conceptual Design Development plans will be
available for Committee review at the August meeting. Two contractors were consulted.

Mr. McGee will research availability of construction plans from the trellis constructed at North
Collier Park.
The Committee decided to proceed with landscaping of the monument area.
Mr. Schumacher will determine the availability of funds in Mr. McGee's contract to proceed
with the monument landscaping design.
B. New Lift Station @ Hidden Valley Drive
1. FY-18 Public Utilities project—BCC Follow-up.
Mr. Schumacher reported as follows:
• The project is not within the M.S.T.U.'s jurisdiction.
• The station is designed to accommodate future residential and commercial growth.
• Construction is "on hold"pending a public meeting to be scheduled in fall 2018.
C. Unfinished Business
1. Insurance for Pebble Beach Light Pole.
2. Auto Accident Median#3.
Insurance reimbursement is pending for both claims.
X. New Business
A. Project Proposals for the FY-18 Year
The following projects are under consideration and will be addressed in 2018:
1. Lighting Pebble Beach Circle, potentially Doral Circle.

07 The U.S. Secretary of Transportation,under authority granted by the Highway Safety Act of 1966,
decreed that traffic control devices on all streets and highways open to public travel in accordance with
23 U.S.C. 109(d) and 402(a) in each State shall be in substantial conformance with the Standards issued
or endorsed by the FHWA.
Support:
08 The"Uniform Vehicle Code(UVC)"is one of the publications referenced in the MUTCD. The UVC contains
a model set of motor vehicle codes and traffic laws for use throughout the United States.
Guidance:
os The States should adopt Section 15-116 of the UVC, which states that, "No person shall install or maintain
in any area of private property used by the public any sign, signal, marking, or other device intended to regulate,
warn, or guide traffic unless it conforms with the State manual and specifications adopted under Section 15-104. "
Section 1A.02 Principles of Traffic Control Devices
Support:
01 This Manual contains the basic principles that govern the design and use of traffic control devices for all
streets, highways,bikeways, and private roads open to public travel(see definition in Section 1A.13)regardless
of type or class or the public agency, official, or owner having jurisdiction. This Manual's text specifies the
restriction on the use of a device if it is intended for limited application or for a specific system. It is important
that these principles be given primary consideration in the selection and application of each device.
Guidance:
oz To be effective, a traffic control device should meet five basic requirements:
A. Fulfill a need;
B. Command attention;
C. Convey a clear, simple meaning;
D. Command respect from road users; and
E. Give adequate time for proper response.
03 Design,placement, operation, maintenance, and uniformity are aspects that should be carefully considered
in order to maximize the ability of a traffic control device to meet the five requirements listed in the previous
paragraph. Vehicle speed should be carefully considered as an element that governs the design, operation,
placement, and location of various traffic control devices.
MUTCD: 2A16 F 9&10:
os An order of priority is especially critical where space is limited for sign installation and there is a demand for
several different types of signs. Overloading road users with too much information is not desirable.
Guidance:
io Because regulatory and warning information is more critical to the road user than guidance information,
regulatory and warning signing whose location is critical should be displayed rather than guide signing in cases
where conflicts occur. Community wayfinding and acknowledgment guide signs should have a lower priority
as to placement than other guide signs. Information of a less critical nature should be moved to less critical
locations or omitted.
