EPTAB Minutes 09/23/1991 SS ENVIRONMENTAL POLICY TECHNICAL ADVISORY BOARD Minutes of 23 September 1991 Meeting Present: Dave Addison Gary Beardsley Mike Davis David Land David Maehr Steve Means Larry Richardson David Wilkison Absent: Tony Pires (excused) Mike Saadeh (excused) Glenn Simpson (excused) 1. Meeting called to order at 4 : 04 P.M. by Vice Chairman Maehr. 2 . Minutes of 16 September 1991 were questioned. The tape of the minutes of 26 August 1991 was unclear. Mr. Beardsley will add statement to clarify. Staff was requested to review the tapes of the 16 Sept. meeting and clarify. 3 . Bob Blanchard, Long Range Planning Director explained the reasoning behind his letter to the American Farmland Trust. He stated that they had made an offer to perform services to the. County for a substantial fee. He didn't feel that it was necessary to engage their services for the County at this point in time. A general discussion ensued on American Farmland Trust and the services which they may be able to provide at potentially no cost to the County. A suggestion was made to have the Agricultural Subcommittee draft a letter inviting the AFT representative to meet with EPTAB to present their offerings. 4 . Mike Davis presented a brief synopsis of the Urban Subcommittee Final Report. The report elicited a response from EPTAB in the form a a general discussion. 5. Stuart Santos announced that SFWMD is holding a meeting at the request of FDNR to review the FDNR charette map and to determine what efforts are being made to acquire any of the lands on the maps. He will be attending the meeting and presenting the County position. He will also advise the attendees of the efforts of EPTAB and request that Collier County be allowed to update the map in 3-6 months. 6. Bill Lorenz reported on BCC meeting of 9/17/91 where staff received direction from the BCC to develop an Environmental Lands Acquisition Program. Bill Lorenz and Valorie Boyd will meet each Wednesday to discuss progress. Discussion centered around CREW/Nature Conservancy to formulate a campaign strategy. It was decided that CREW should receive 25% up to $10, 000, 000 of funds. Bonding is recommended. 7 . David Maehr provided a draft entitled "Natural Resources Protection for Collier County" as an overview for all subsequent sub-committee reports and requested comments by next week. 8 . Comments from EPTAB on the Habitat Protection Ordinance for the next meeting was requested by staff. 9 . Meeting adjourned at approximately 6: 15 p.m.
