NARRATIVE STATEMENT
Agricultural land uses in Collier County are located in 2
widely separated areas . The northeastern quadrant of the County
contains by far the greatest concentration of agricultural
operations . The smaller area in which agricultural operations
are centered is in the southwestern portion of the County
northeast of U.S. 41 between S . R. 951 and S . R. 92.
The lands included in the agricultural operations represent a
mosaic of landscapes . They vary from relatively undisturbed
natural systems to intensively farmed areas containing truck
crops and citrus groves to much less closely managed rangeland
which is utilized for cattle . The natural systems within the
agricultural areas include : cypress and mixed swamp forests , wet
prairies , marshes , Lake Trafford , pine flatwoods , hydric
pinewoods , scrub , and hardwood hammocks .
The growing requirements of the crops produced in the
agricultural areas coupled with the permitting process present an
excellent opportunity to maintain existing flowways and , with
thoughtful planning , provide wildlife habitat to include wildlife
corridors . It is with these objectives in mind and their
consistency with the goals of the Growth Management Plan that the
agriculture committee evaluated its options with respect to
maintaining ecosystem functions within the agricultural areas .

Planning Objectives
September 9, 1991
I . Hydrological Connections
A. Maintain flowways in lands identified in the C. R.E .W. Save
Our Rivers Project to include connector to the Florida Panther
Wildlife National Wildlife Refuge .
B. Maintain flowway in Ocalawaycoochee area .
C. Improve water management systems in southern agricultural
area in order to enhance surface water flow into adjacent
wetlands .
D. Evaluate east—west surface water connectors in northern
agricultural area .
E. Insure that future agricultural expansions do not
exacerbate coastal saltwater intrusion .
F. Prevent the encroachment of wells/wellfields for water
export to other geographic areas without reasonable protection
of existing wetlands and of the landowner' s current and future
access to reasonable irrigation water .
II . Maintaining wildlife corridors .
A. Protect remaining native uplands which are in agricultural
areas.
B. Maintain a mosaic of rangeland and adjacent native
habitats .
C. Identify existing agricultural lands which are being
allowed to return to native vegetation (abandoned farm fields) .
D. Insure that existing agricultural lands remain in
agriculture .
E. Protect several key habitat islands between major slough
systems and , to the degree possible , link these into mini—
corridors of low intensity agriculture (crop , trees , or pasture)
and remaining natural or semi—natural habitats .
F. Purchase conservation easements, development rights in
crucial wetland areas , particularly those adjacent to identified
wildlife corridors. Other restrictions/techniques could also be
incorporated in surface water management permits . Forestry
activities could be managed by participation in the the Forestry
Stewardship Program.
III . Maintain viable wildlife populations .
A. Determine required • width of wildlife corridors
particularly in areas utilized by large mammals in areas where
they are already constricted .
B. Identify valuable isolated small native habitat islands .
C. Insure that existing wildlife corridors are maintained .

RESOLUTION NO. 91- 632
A RESOLUTION APPROVING THE TERMS OF
OFFICE FOR MEMBERS OF THE COLLIER
COUNTY ENVIRONMENTAL POLICY TECHNICAL
ADVISORY BOARD
WHEREAS, Collier County Ordinance No. 91-26 creating the
Collier County Environmental Policy Technical Advisory Board
provides that the Board shall consist of nine (9) members; and
WHEREAS, the Board of County Commissioners on June 18, 1991
adopted Collier County Ordinance No. 91-48 which amends Ordinance
No. 91-26 by providing that the Collier County Environmental
Policy Technical Advisory Board shall consist of eleven (11)
members; and
WHEREAS, the Board of County Commissioners on May 28, 1991
adopted Resolution No. 91-433 appointing the eleven (11) members
to the Collier County Environmental Policy Technical Advisory
Board; and
WHEREAS, Resolution No. 91-433 provides that the Board of
County Commissioners by separate Resolution shall approve the
initial terms of office for the members of the Collier County
Environmental Policy Technical Advisory Board.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board of County
Commissioner hereby approves the following initial terms of office
for the eleven (11) members appointed to the Collier County
Environmental Policy Technical Advisory Board:
David Addison - term commencing on May 28, 1991 and expiring
on September 30, 1995.
Gary Beardsley - term commencing on May 28, 1991 and expiring
on September 30, 1994 .
David Land - term commencing on May 28, 1991 and expiring on
September 30 1992.
David Maehr - term commencing on May 28, 1991 and expiring on
September 30, 1994 .
Stephen Means - term commencing on May 28, 1991 and expiring
on September 30, 1993 .
Anthony Pires, Jr. - term commencing on May 28, 1991 and
expiring on September 30, 1993 .
Larry Richardson - term commencing on May 28, 1991 and
expiring on September 30, 1994 .

A. Glenn Simpson - term commencing on May 28, 1991 and
expiring on September 30, 1995.
David Wilkison - term commencing on May 28 , 1991 and expiring
on September 30, 1992 .
Michael Davis - term commencing on June 18, 1991 and expiring

This Resolution adopted after motion, second and majority
