EXECUTIVE SUMMARY
Rccommendation to approvc the annnal rcncwal of a Certif1catc of Public Conveniencc and
Necessity for Advanced Life Support T1'ansport for the Collicr County Emergency Medical
Services Department and authorize the Chairman to exccute the Emugency Services
Permit and Cel'tificate.
OBJECTIVE: To receive approval from the Board of County Commissioners (Board) for the
renewal of the Celtificate of Public Convcnience and Necessity ("Certificate") f'lr advanced life
support transport for the Collier County Emergency Medical Services Dcpaltmcnt and authorize
the Chairman to execute the pe1111it and ccrtiJicate.
CONSIDERATIONS: Collier County Emergency Medical Services (EMS) is currently
operating under a Certificate, Section 10 of Collier Cotlnty Ordinance No, 04-12, as amended,
requires that each certiJicate holdcr renew its original CeltiJicatc each year.
In addition, renewals arc based on the same standards as the standards for granting a new
Certi1ieate, The requirements f'lr Board appro\'al are set f'll'th in the Collier County Ordinance
No, 04-] 2, as amended, Section 5, and are speeiIleally addressed in the attached memorandum,
dated December 14, 20 I 0, Ihlll1 the EMS Chid
Furthermore, Seetion 10 of Ordinance No, 04-12, as amended, docs not require a hearing fill' the
Board to consider the renewal Certificate allowing it to be approved routinely by the Board upon
advice ofthe County Manager or designee, The Director of the Bureau of Emergency Services
is the County Manager's designec,
In accordance with Section 10 of Ordinmlcc No, 04-12, as amended, the Director of the Bureau
of Emergency Services rccommends appmval based on his finding that there is a public necessity
I"l' EMS to provide the service and that all other requirements under Ordinance No, 04-13 have
been met.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this action.
LEGAL CONSIDERATIONS: This item is legally suHicient for Board action, - JBW
RECOMMENDATION: That the Board of County Commissioners:
