EXECUTIVE SUMMARY
Recommendation to provide after the fact approval for the submittal of a 2011 Older
Americans Act grants in the Services for Seniors Program sponsored by the Area Agency
on Aging of Southwest Florida and approve the necessary budget amendments totaling
$545,000.
OBJECTIVE: To receive alter the fact approval from the Board of County Commissioners to
for the submittal of !,'fant applications and approval to amend the operating budget of the Older
Americans Act to reflect the FY II allocation and allow for uninterrupted support services to
Services for Seniors' trail, elderly clients.
CONSIDERA nONS: The Collier County Services for Seniors program has been providing in-
home support services to Collicr County's fi'ail elderly fllr over 30 years through the Older
Americans Act program. The grantor agency, Area Agency on Aging of Southwest Florida, has
provided the estimated amount to be allocated to Collier County Housing, Human and Veteran
Services for the FY I I funding cycle. Due to ti,e complexity and the amount of staff time, the
application was not ready in timc h,r BCC approval. The County Manager approved the
submittal of the application on October 13, 20 10. Collier County CMA #5330 authorizes the
County Manager to approve the submittal of grant applications with subsequent Board of County
Commissioners action at the next available Board meeting to ratify the approval as "alter the
fact."
The agreement between the Collier County Board of Commissioners and the Area Agency on
Aging will not be received until the latter part of December 2010. Once it is received and
reviewed by the County Attorney's Oflice, it will he submitted to the Board Illr approval.

FISCAL IMPACT: The total estimated grant amount of $545,400 is Funded from the State of
Florida grants and aids appropriation administered by the Area Agency on Aging of Southwest
Florida. A total of$49,300 in local matching funds was approved in the FYll budget from fund
123 (Services for Seniors) Reserves.

The Collier County I lousing, Ilumml and Veteran's Services Department has prepared grant
renewal applications for the SCI"\'ices fll!' Seniors and Nutrition program to submit to the Area

programs, cOl11lllonly known as lIill. IIIC, and II IE.
The total grant amounl of $942,Bll3 is fllr the period January I, 2011 through Deeembcr 31,
20 II. Of the total grant award, $735,552 wi II be reeognizcd as the direct funding portion of the
County for case management. transportation. nntrition, client support and administration costs.
The remaining $253,(.54 w ill be retained by the grantor agency to pay for in-home support
services pw\idcd by I(>cal Imnle health agencies. Funding Illr subsequent years will be

quality of the service provided. The Comprehensive Assessment Tool (7018) will be completed with a

with additional visits/contacts to assess the clients status, satisfaction with services and to monitor
services quarterly. Clients will be apprised of their right for grievance if services are reduced or
terminated. The Case Manager will serve as a link between the client's noted necds and the client's

ACTIVITIES The intake function is provided to prioritize clients for services and to evaluate

CIRTS to be placed on the waiting list. This system of prioritization through the

COORDINATION Because the grantor agency has centralized the initial contact through the Elder
