EXECUTIVE SUMMARY
Recommendation to approvc and authorize the Chairman to sign an amendment to the 2009-
2010 Emergency Shelter Grant (ESG) Subrccipient Agrccment with the Shelter for Abused
Women & Children (SAWCC) approvcd on Septembcr 15, 2009. 'This amendment is to
revise Exhibit A Sections A-thc Scope, B-the Budget, and C-the Projcct Milestone Schedule
to contain updated budget information in order to facilitate rcimburscment.
OBJECTIVE: Recommendation to approve and authorize the Chainnan to sign an amendment to
the 2009-2010 Emergeney Shelter Grant (ESG) Subrecipient Agreement with the Shelter for
Abused Women & Children (SA WCC) approved on September 15, 2009. This amendment is to
revise Exhibit A Sections A-the Scope, B-the Budget, and C-the Projeet Milestone Schedule to
contain updated budget information in ordcr to flleilitate reimbursement.
CONSIDERATIONS: On April 28, 2009, the Board adopted Resolution No, 2099-116 (Item
16D(3) approving the 2009-2010 Action Plan, whieh is a repOli submitted to the U.S. Department
of Housing and Urban Development (I'IUD) in whieh Collier County submits it's intended projeets
to HUD, The Emergeney Shelter Grant funding was included as one of the aetivities outlined in
the Aetion Plan submission,
On August [4,2009, HUD provided the FY 2009-2010 entitlement funding Jetter and agreement to
the County in the amount of $3, 198,282, The Board of County Commissioners approved receipt
of the entitlement funds on September 15, 2009 (Item 16D20), The ESG funds were inereased
fi'01l1 $99,8 I 7,00 as listed in the Action Plan to the amount in the Subreeipient Agreement of
$99,905,80 due to additional funds being rceeived from H.U,D, This amendment updates budget
infonnation, in order to better t~lcilitate rcilnourSClnent f{Jr the Subrecipient.
The 2009-2010 Aetion Plan was submitted to the Board of County Commissioners and approved
on April 28, 2009 (Item 16D(3), The funds stated in the Aetion Plan are an estimate based on
level funding fi'om grant funds reeeived the previous year. On August 14,2009 HUD sent Collier
County its actual funding Iettcr with thc rcvised funding amount for the new year. The Board of
County Commissioners aeeepted the grant funds in the revised amount from H UD lor the 2009-
2010 Action Plan Year, the actual amount reeeived is included, thercJ()re notifying the Board of
County Commissioners of the funds rceeived, tllis oCClm-ed and was approved on September 15,
2009 (ltcm 16D20) in the amount of$99,<J05,80,
]n summary, the proposed amendment:
I, Updates the lenns within thc budget, whieh is loeated in Exhibit A as well as the
Milestones in Exhibit A Sections A, B, and C of the original Subreeipient Agreement, in
order to move funds within the line items and laeilitate reimbursement.
FISCAL IMPACT: No general funds are associated with this amendment. Expenditures for the
ESG projeet associated with this amendment have already becn budgeted in ESG Grant Fund (121)
for FY09,
GROWTH MANAGEMENT IMPACT: The project associated with this amendment is
consistent with the Growth Management Plan,

THE SUBRECIPIENT GREES TO:
A. PROJECT SCOP :
The Shelter for A used Women and Children (SA WCC) proposes to use Emergency Shelter
Grant (ESG) fundi g for operational costs associated with the shelter. This grant will pay the
entire salary of th emergency shelter maintenance coordinator, ~ 69.7% of the facilities
administrator. and . 52.6% of the maintenance administrator. ESG funding in the amount
of $92.905.80 incl des a 2.5% administration fee of ($2,382.20) for a total funding amount of
NINETY TWO T OUSAND NINE HUNDRED FIVE DOLLARS AND EIGHTY CENTS

to address the imm diate needs of persons residing on the street and needing emergency shelter

H. REPORTS: The UBRECIPIENT shall submit detailed monthly progress reports to HHS
outlining the sta of specific activities under the project. Each report must account for the
total activity for w . ch the SUBRECIPIENT is reimbursed with ESO funds, in part or in whole,
and which is req ed in fulfillment of their obligations regarding the Project. The progress
reports shall be su mitted on the form "Exhibit Dn. The progress reports shall be used as an
additional basis fo HHS's approval of invoices, etc. for reimbursement.
