EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign one (1) Subrecipient
Agreement for a Community Dcvclopmcnt Block Grant (CDBG) project previously approved
for Dcpartment of Housing and Urban Dcvclopmcnt (HUD) funding in the 2010-2011 Action
Plan.
OBJECTIVE: Reeommendation to approve and authorize the Chainnan to sign one (I)
Subreeipient Agreement for a Community Development Bloek Grant (CDBG) projeet previously
approved for Department of Housing and Urban Development (HUD) funding in the 2010-2011
Aetion Plan,
CONSIDERATIONS: On April 27, 2010, the Board adopted Resolution No, 2010-85 approving
the 20 I 0-20 II Aetion Plan (Item 1(015), and authorized its submission to the U.S, Department of
Housing and Urban Development (HUD), A listing and deseription of proposed projeets, the
amount of funding for each project, and the Subrecipient Agreement template for eaeh type of grant
were also included in the Aetion Plan submission,
On August 6, 2010, BUD provided the FY 2010-2011 entitlement funding letter and agreements to
the County in the amount of $3,376.()51. The Board of County Commissioners (BCC) aeeepted
reeeipt of this entitlement lunding on September 14, 2010 (Item 16012). The individual
subreeipient agreements and project scopes must be approved and signed by, the Chainnan.

FISCAL IMPACT: The review and approval of the subrccipient grant agreemcnts will allow
Housing, Human and Veteran Services (HIIVS) to administcr, implcment, and monitor the projeets
outlined in the annual Action Plan adopted by the BCe. Aceeptanee of this grant agreement will
have no additional effect on ad valorem or general fund dollars,

will further the goals, objeetives and policies ofthc County's Growth Management Plan,

SCOPE OF SERVICES
DAVID LAWRENCE CENTER INFRASTRUCTURE
A. PROJECT SCOPE
On April2ih, 2010, the Board of County Commissioners approved the HUD Action Plan
alloeating funding for this initiative, Community Development Block Grant (CDBG)
funding will be used for the infrastructure portion of construction of a Crisis Stabilization
Unit at David Lawrence Center (DLC),
The Action Plan indieates: Provide funding for the DLC for construetion of a erisis
stabilization unit. Upon completion, the unit will add 16 transitional beds to the county's
Continuum of Care (COC) inventory, The additional beds will be used for patients who are
incareerated under the Baker Act due to mental health issues, This grant is paying for a
portion of eosts assoeiated with the infrastructure of a Construction Stabili7.ation Unit, to be
loeated at David Lawrenee Center. This will increase the number of beds within the unit
from 20 to 36, The grant funds are to be expended toward all infrastructure costs which will
inelude site irrigation and landscaping for the infrastructure installed with CDBG funds, until
fully expended, even though there are other funding sourees for this unit. In order to assure
the 16 beds are achieved, the final 10% of the grant amount will be withheld until it has been
demonstrated that the goals have been accomplished,
The detailed projeet scope will be eontained in the bid specifieations of the vendor awarded
the project's eonstruetion contraet. The projeet eonstruction eontract will include details
sufficient to doeument the number, amount, and costs assoeiated with all aetivities,
The project activities will meet the U,S, Department of Housing and Urban Development's
national objective to benefit a low and moderate ineome area,
B. BUDGET
Collier County Housing, Human and Veteran Serviees is providing Two Hunclred Twenty
One Thousand Dollars and 00/1 00 ($221,000,00) in CDBG funding for the project scope
described above,
