EXECUTIVE SUMMARY
Recommendation to direct staff to amend the Collier County land Development
Code to allow one sandwich board at the entrance door of a business
establishment.
OBJECTIVE: Several businesses have requested to place sandwich board signage in
front of their business. Except for certain overlay zoning districts, these signs are not
currently allowed.
CONSIDERATIONS: Land Development Code (LDC) Section 5.06.00 Sign Regulations
and Standards by Land Use Classification, under definitions, currently states:
Sandwich board/sidewalk sian: A sign not secured or attached to the ground or surface
upon which it is located, but supported by its own frame and most often forming the
cross-sectional shape of the letter A when viewed from the side. Sandwich
board/sidewalk signs are not considered portable signs.
Section 5.06.06 Prohibited Signs
The relevant portion of this section provides as follows: ;
(A) Prohibited. Any sign not specifically permitted by this sign code shall
be prohibited.

Benefit:
· Sandwich board signs are an effective method of advertising for businesses.
· Sandwich board signs are an inexpensive advertising method to assist struggling
businesses.
· Sandwich board signs are currently "specifically permitted" in the Bayshore
Gateway and in the Immokalee - Main Street zoning areas. The code differs
slightly for each of these zoning overlays. A revision to the Land Development
Code would standardize the use of sandwich board signs for advertising.
. The Bayshore CRA Director has reviewed the proposed revision.
. The County Attorney's Office has reviewed the proposed revision.
Action Plan:
Staff proposes a request to the Board of County Commissioners (Board) to place an
immediate "stay" on enforcement of sandwich boards and to revise the sign code to
allow sandwich boards in all non-residential areas through the next Land Development
Code (LDC) process.
Proposed Change:
"One sandwich board sign is allowed at the entrance door of a business establishment
~ as long as the base is no more than 30 inches and a maximum height of 42 inches. The
sign location must allow for a passageway of 36 inches for ADA accessibility of

pedestrians and shall be removed from the entrance door area when the business is not
open."
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. -JW
RECOMMENDATION: That the Board approves a stay on enforcement of sandwich
board signs and directs staff to include this revision during the ne~t Land Development
Code (LDC) cycle. '
