EXECUTIVE SUMMARY
Recommendation for the Collier County Board of County Commissioners (BCC) acting as
the Community Redevelopment Agency (CRA) to authorize the creation of a grant funded
Full Time Employee (FTE) position (lmmokalee Business Development Center (IBDC)
Manager) for the IBDC FY II and hire a qualified applicant.
OBJECTIVE: To receive authorization for the creation of a grant funded Full Time Employee
(FTE) position (Immokalee Business Development Center (IBDC) Manager - (BCC Pay Grade
20) for the IBDC FYI] ; and hire a qualiJied applicant.
BACKGROUND: BCC RESOLUTION No. 2000-83 established the CRA Board as 'a legal
entity, separate, distinct, and independent from the BCC.'
Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the
Board of County Commissioners (BCC) as the governing body of the Community
Redevelopment Agency and the trustee ofthe Redevelopment Trust Fund.
Florida Statute 163.356(3)(e) states "An agency may employ an executive director, technical
experts, and such other agents and employees, pennanent and temporary, as it requires, and
detennine their qualifications, duties and compensation."
.- The Immokalee CRA Executive Director position was created in 2007. She is a CRA contract
employee that reports directly to the CRA Board. She manages two CRA authorized employees
(Administrative Assistant - position created/funded in October 2007 and Project Manager _
position created/funded in 2008).
CONSIDERATIONS: On March 9, 2010, the BCC acting as the Community Redevelopment
Agency (CRA), under Item 14A, approved the creation of a business development center at the
Airport in Immokalee as a collaboration between the CRA-Immokalee and the Collier County
Airport Authority; approved the Inter-local Agreement with the Collier County Airport
Authority; and authorized the expenditure of $1 00,000 from Fund 186 to provide seed money for
the project. During the same meeting, under Item 1413, the BCC approved the after the fact
submittal of a Community Development Block Grant (CDBG) Application in the amount of
$110,500 for the first year operational and start up expenses.
On September 14, 20 I 0, the BCC recognized the funds under the contract from U.S. Department
of Housing and Urban Development (!IUD) for the HUD contract. October 14, 2010, the
Housing, Human and Veteran Services Department issued a Notice to Proceed to the CRA-
Immokalee providing CDBG funds in the amount of$212, 000 for the IBDC. October 26, 2010,
the BCC approved the sub-recipient agreement between the BCC and the CRA under Item 16D3.
The sub-recipient agrcement was effective as of July 1,2010 and will end June 30, 2012.
On June 17, 2009, at a publically advertised regular monthly meeting, the CRA Advisory
Committee unanimously recommended the CRA partner with the Airport Authority Board to
- create and implement a working business incubator at the lmmokalee Airport. On July 15, 2009,
the Advisory Committee voted to recommend to the CRA that $90,000 be allocated in the FYIO-

11 budget for the purpose of activating the IBDC and staff to manage the work load and planned
program. The BCC Classification Specification for the IBDC Manager is attached.
FISCAL IMPACT: Immokalce CRA Trust Funds and the FYII Fund (186) budget have set
aside funds to cover the lBDC expenditures, until reimbursements are received, to effect the
terms of the FTE, if approved. The fiscal impact of salary and benefits for the remaining eleven
(11) months of FYII is estimated to be $ 66,000.00, and the projected annual impact for FYI2
will be $75,000.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. - STW

CLASSIFICATION TITLE:
IMMOKALEE BUSINESS DEVELOPMENT
CENTER MANAGER
PURPOSE OF CLASSIFICATION
The purpose of this classification is to implement and monitor the growth, development and contracting of formed
small business and economically disadvantaged husinesses enrolled in the Inunokalee Business Development Center
(IBDC) as well as special programs of high visibility and economic benefit located in the Irnmokalee Redevelopment
Area oftlle County.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification jf the 'work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.
Supervises, dirccl~, and evaluates assigned statY, processing employee concerns and problems, directing work,
counseling, and disciplining; trains staff; adveltises for staff vacancies; interviews prospective employees; prepares
employee goals and task..;;; approves staff schedules; completes payroll.
Implement strategic planning, goal-setting, and metrics within policies of the CRA Advisory Board and the
Executive Director to ensure the consistent progress and success of the IBDC'.
Implement IBCD policies and procedures as they apply to the implementation, growth, development and contracting of
small and economically disadvantaged businesses; receive applications from prospective businesses; review
applications for completeness and supporting documentation; review business plan.
Present, review and process business applications to the Community Redevelopment 'Agency (CRA) Advisory for
consideration; provide admission detennination to applicant; conduct pre-opening conference prior to admission into
the IBDC programs and/or move into "lease space" to start business venture if applicable.
Develop and maintain a working relalionship with lenders, seek leveraging and partnerships for funding small business.
Collect and analyze basic demographic and economic data. Researches and gathers population estimates, demographic
data, economic data, traffic data, wage rates, affordable housing units, etc.; tracks trends and analyzes data used in
planning.
Ensure accurate recording and maintenance oflBDC records.
Create and execute programs aimed at promoting small business development in the Imrnokalee Urban Area.
Research and garner available grants; research Florida Statules and other relevant Federal, State and Regional
regulations pertaining to developing grant applications; compiles and prepares bYfants applications; administers
necessary paperwork, and documentation; allocates expenses, ensures timely and accurate financial reporting for grant
support.

Conduct research to obtain any specialized business information.
Analyze corporate business financial statements to calculate the viability of a company and its potential contribution to
the County.
Prepares and administers project budgets; submits justifications for budget requests; monitor expenditures to ensure
compliance with approved budget; identifies and implements mid-year adjustments and changes to budget allocations
as appropriate.
Prepare lease agreement (if applicant is to rent incubator space) to be signed between the applicant(s) and CRA Chair.
Manage lease agreement per Part II of Policies and Procedures; maintain original documentation including signed lease
in IBDC files; Receive Certificate of Insurance within (30) days after lease is signed.
Ba~ed upon the business plan, assist client in the creation of an annual work plan; review and inspect participant's
books and records for the purpose of monitoring performance and on-going viability of the lBDe business; schedule
and conduct a mandatory quarterly meeting to review all aspects of business performance; including books to
determine goals met and technical assistance needs.
Provide technical assistance to identify state, national and international business opportunities that will use local rural
materials and human resources.
Provide entrepreneurs, managers and small business owners opportunities to develop business plans and their
respective feasibility with current and future market conditions.
Provide training to entrepreneurs, managers and small business owners on the utilization and interactive
communication technologies available to develop state, national and international trade markets.
Participate in local community economic development planning to support entrepreneurs and small business owners.
Conduct technical counseling, assistance, and training and planning services to include seminars and workshops.
Seek resources available to provide all of the above.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
In the event of a declared state of emergency, employees in this classification may be called to work during days or
hours other than those for which they are regularly scheduled.
MINIMUM QUALIFICATIONS
Bachelors Degree in Economics, Management, Business Administration or related field. Minimum of three (3) years of
experience operating or managing a business, working with business incubation programs, including teaching business
basics, helping with networking, marketing and accounting, fmding funding sources; or any equivalent combination of
education, training, and experience which provides the requisite knowledge, skills, and. abilities for this job. Must
possess and maintain a valid Florida driver's license. Fingerprinting required.
