CONSIDERATIONS: Roadway and traffic;...signal plans are cmrently being designed to reconstruct the
intersection' of Lake Trafford Road at SR29. As a part of this design process, an engineering and traffic
investigation study was roc:eot1y conducted Collier County Traffic Operations on Lake Trafford Road west of
SR 29.
Florida Statutes require that the cJum.ge of.'speed mnevalues as outlined in Sections. 316.183....33116~189
F.S. be based upon an ~ and fratlic investigation study. The investigation is to inclu&!:ltut is not
limited to, the measuremea1s of prevailins.speeds and other traffic engineering evaluations contained in the
"Speed Zoning. for High~ RoadS and.$treets in Florida" manual (FOOT'Manual NlDIlber 750-010-002,
1997 Edition). This ~I was' developed by the Florida Department of Tiansportation to promote
uniformity in the establiflhment of state, mUnicipal and county speed zones throughout the State of Florida.
. Upon completing an. engineering and 1raftic inv.esti. . .gation stUdy, Section 316.189 F.S. provides that the
Board of County Commi~ners may set speed zones after the investigation determines such a change is
reasonable and in conformity to criteria promulgated by the Florida Department of Transportation.
The completed engineering and traffic investigation study found that a lower speed limit of 35 mph on the
designated section of Lake TraffordR.oed. from SR 29 to Carson Road is warranted; and that the change is
reasonable and in conformity with the defined criteria.
FISCAL IMPACT: The estimated cost of installing the 3S mph speed limit signs and removing the existing
45 mph signs will be approximately $600.00 and is budgeted with the Traffic Operations budget Fund 101.

RESOLUTION NO. 2010-
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, AUTHORIZING A SPEED LIMIT DECREASE FROM FORTY-
FIVE MilES PER HOUR (45 MPH) TO THIRTY- FIVE MilES PER HOUR (35 MPH)
ON LAKE TRAFFORD ROAD FROM SR 29 TO CARSON ROAD.
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County
Commissioners (BCC) to alter established speed limits on roads under its jurisdiction;
and
WHEREAS, Lake Trafford Road falls under the jurisdiction of the BCC; and
WHEREAS, in accordance with Section 316, Florida Statutes, the BCC may alter
such existing speed limits as may be appropriate upon the basis of an engineering and
traffic investigation; and
WHEREAS, the results of such engineering and traffic investigations determined
that the decreased speed limit is reasonable and safe under the conditions found to
exist and it conforms to criteria promulgated by the Florida Deparbnent of
Transportation and Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The BCC does hereby establish a 35 miles per hour (35 mph) speed limit on
Lake Trafford Road from SR 29 to Carson Road and does hereby direct the County
Manager or his designee to erect appropriate speed limit signs giving notice thereof.
2. A copy of this Resolution shall be forwarded to the Collier County Sheriffs Office
for proper enforcement of the established speed limits for Lake Trafford Road within the
designated segment
3. The effective date of the speed limit increase shall be after written notification to
the Sheriff's Office and upon posting of the appropriate signage.
This resolution adopted after motion, second, and majority vote favoring same
this 9th day of November, 2010.

CONSIDERATION
Responding to an internal reques~, Collier County Traffic Operations has conducted an
engineering and traffic investigation study to determine the appropriate speed limit on
Lake Trafford Road (CR 890) west of SR-29 (N 15th Street) and east of Carson Road in
Immokalee.
The primary purpose in the establishment of a speed zone is to improve vehicular and
pedestrian safety by reducing the probability and severity of crashes. A speed limit
notifies the driver of the maximum operating speed that is considered reasonably safe in
optimum weather and visibility condition. It is intended to establish the speed limit
which a normally prudent driver can perceive and react safely to driving problems
encountered on the roadway.

The establishment and any alteration and posting of speed limits on county streets and
roads, as set forth in Section 316.189, F.S., must be based on an engineering and traffic
investigation that determines such a posting is reasonable and in conformity to criteria
promulgated by the Florida Department of Transportation (FOOT).
ROADWAY CHARACTRISTICS
Lake Trafford Road is a paved two-way, two-lane road functionally classified as a Rural
Collector Highway, connecting SR-29 on the east and Lake Trafford County Park the
west. The segment of the roadway in this study is 5,300 feet (1.0 miles) in length. The
study roadway segment is characterized with limited clear zone and close-spaced
connecting streets and driveways. There are 18 local street intersections and 24 private
driveways within this study area.
The area is a mixture of commercial and residential land uses. Lake Trafford Road
provides access to the Lake Trafford Elementary School, located 0.6 miles west of
Carson Road. The two intersections with SR-29 and Carson Road are both signalized. A
paved pedestrian/bicycle pathway is located along the north side of Lake Trafford Road.
There is only one marked crosswalk for this segment of Lake Trafford Road and a
number of pedestrians were observed crossing the roadway outside of any crosswalk
during this study. The average daily traffic (ADT) is 11,121 vehicles and the existing
posted speed limit is 45 MPH for both directions.

FUTURE DEVELOPMENT
There has been a number of site development plans (SOP) submitted for redevelopment
of property along Lake Trafford Road. While many of the proposed redevelopments
have not yet occurred, the permit process is indicative of the future development along
Lake Trafford Road as economics will allow.
Plans are currently being developed to reconstruct the intersection of Lake Trafford Road
and SR-29; adding additional turn lanes, improving pedestrian facilities and upgrading
the traffic signal system. Improvements to the intersection are scheduled for bid letting
in June 2011.
CRASH HISTORIES
A crash history review of the roadway segment for the past three years (2007-2009) has
been conducted. In 2007, there were 16 crashes reported for the 1 mile study corridor,
including 7 rear-ends, 2 left-turns and 2 pedestrian/bicyc1e crashes. In 2008, a total of 9
crashes were recorded including 2 rear-ends, 2 right-angles, and 1 left-turn crash. In
2009, 15 crashes have been reported which included 6 rear-ends, 3 left-turns, and 2
crashes involved with pedestrian.

SPEED INVESTIGATION
Florida Statutes require that the change of speed zone values as outlined in Sections
316.183 and 316.189 F.S. be based upon an engineering and traffic investigation. The
investigation is to include, but is not limited to, the measurements of prevailing speeds
and other traffic engineering evaluations contained in the "Speed Zoning for Highways,
Roads and Streets in Florida" manual (FOOT Manual Number 750-010-002, 1997
Edition). This manual was developed by the Florida Department of Transportation to
promote unifonnity in the establishment of state, municipal and county speed zones
throughout the State of Florida.
Three types of data were utilized in determining the prevailing speed: 85th percentile
speed - the speed which 85% of the motorists drive at or below, the upper limit of the 10-
mph pace and the average test run speed. The reasoning behind the foregoing
investigations is that the majority of drivers travel at reasonably safe speed for the various
roadway conditions encountered, and that these investigations help determine what may
be reasonable speed limits.
A speed study was conducted on January 20, 2010. The following data were collected:

ANAL YSIS
According to the above referenced FOOT speed zoning guidelines, a speed limit should
not typically differ from the 85th percentile speed or upper limit of the 10-mph pace by
more than 3 mph and it should not be less than 8 mph. A speed limit of 4 to 8 mph less
than the 85th percentile speed shall be supported by a supplemental investigation, which
identifies the following:

· There are road or roadside features not readily obvious to the normally prudent
driver, such as length of section, alignment, roadway width, surface condition,
sight distance, traffic volume, crash experience, maximum comfortable speed in
curves, side friction (roadside development), signal progression, etc.
Based on the guideline, the measured 85th percentile speed of 40.4 mph on eastbound and
40.2 mph on westbound, as well as the 10-mph pace speed of 30 - 40 mph on both
directions would normally yield a 40 mph speed limit. However, considering the
pedestrian activities, the crash history, the side friction, the limited clear zone, and the
number of intervening driveways and street intersections within this segment; it is
appropriate to set a 35 mph speed limit for this segment of the road, 5.4 mph less than the
85lh percentile speed. Field vehicle test runs also indicated that 35 mph is safe and
comfortable speed to travel on the subject roadway segment.
RECOMMENDATION
The study found that a 35 mph speed limit is an appropriate and safe speed for Lake
Trafford Road from SR-29 to Carson Road. This speed limit should be used for the
design criteria for all future roadway and intersection improvements. Therefore, it is
recommended to reduce the speed limit from 45 mph to 35 mph on Lake Trafford Road
(CR 890) from SR 29 (N 15th St) to Carson Road.
