EXECUTIVE SUMMARY
Recommendation to authorize staff to apply for a US Soccer Foundation Grant in the
amount of $100,000 to retrofit existing lighting at Immokalee Sports Complex.
Obiective: To improve existing sports facilities for the citizens of Collier County
Considerations: Each year, the US Soccer Foundation provides for grant funds to
improve the health and well -being of children in economically disadvantaged areas using
soccer as a vehicle for social change.
Lighting associated with Immokalee Sports Complex is approximately 14 years old and
has experienced a reduction in foot candle illumination as installed. The US Soccer
Foundation will accept applications for grant funds to improve these conditions and is
accepting applications from October 1, 2010 through October 29, 2010.
The costs of retrofitting the existing lighting at one of the soccer fields at Immokalee is
estimated to cost $103,705.50 and $100,000 would be covered by the US Soccer
Foundation if the grant is approved.
Legal Considerations: This item has been reviewed by the County Attorney's Office
and is legally sufficient for Board action. - CMG
Fiscal Impact: If successful, the grant would provide $100,000 to be used to purchase
Musco Energy Efficient lighting for the Immokalee Sports Complex. The remaining
$3,705.50 is available in the MSTD Unincorporated General Fund (I 11) and/or Parks and
Recreation Capital Projects Fund (306) reserves.
Growth Management Impact: The Immokalee Sports Complex is inventoried in the
growth management plan.
Recommendation: To approve the submittal of the US Soccer Foundation Grant for
retrofitting lighting at the Immokalee Sports Complex.

Collier County Government is a municipality serving a community of approximately 318,537 individuals. The community is a
coastal, Florida location that also has a number of seasonal visitors each year. The Parks and Recreation Department is a
component of Collier County Government and serves the recreation and leisure needs of both residents and visitors alike. Our
mission is to benefit the well -being of the people, community, and environment of Collier County thru recreation and leisure
activities.
Our department goals and objectives are to expand recreational activities to all citizens of the community in order to discourage
juvenile delinquent behavior, decrease experimentation with drugs and alcohol, and to increase evidence of wellness and combat
obesity with elementary, middle and high school youth. In particular for the purposes of this grant, the target area is a subset of the
County in the town of Immokalee, Florida. Immokalee is a town whose residents support agricultural interests in south Florida.
These residents are typically migrant workers and individuals from diverse cultural backgrounds. These cultural backgrounds
include South America, Mexico, Haiti, and the Caribbean. Many of the individuals to be served by this grant are considered at risk,
due to the high poverty and mobile influences from their parents work.
The department provides recreational youth sports like basketball, baseball, soccer, lacrosse, and football to area residents. In
addition, the department has aquatic facilities that provide swimming and opportunities for recreation thru aquatics.
The department was founded in 1972 by the Collier County Board of County Commissioners to protect the health, welfare, and
safety of persons using the parks.

Describe the specific community need(s) your program or project addresses.
Lighting was installed at Immokalee Sports Complex in 1997. At the time the lighting was installed, the foot candle used was
inadequate for tournament play. Relamping the facility with improved, energy efficient lighting will not only enhance the current play
that occurs at this facility, but also allow for inviting surrounding teams to have tournament play. This is important in this community
where the majority of migrant workers and their families that live and work in the community do not have transportation and are
limited in traveling to other communities to play in tournaments.

The Collier County Parks and Recreation Department participates in the Immokalee Interagency Council. Improvements met thru
successfully receiving this grant will be measured thru increased participation in area tournaments and participation of youth. It is
anticipated that increasing the ability to hold tournaments at this location will increase the participation by a minimum of 25 %.
Baseline data of the 2010 season will be used to compare with subsequent years with the improved lighting. An increase of a
minimum of 25% will be measured against this baseline upon successful relamping of existing lighting.

Dear U.S. Soccer Foundation:
Please allow this letter to certify Collier County's support for its Grant Application for
the Immokalee Sports Complex as prepared and submitted by Collier County Parks and
Recreation Department. The grand funding will be used for relamping of aging lighting
at the Immokalee Sports Complex.
There is no evidence of opposition to this improved sports lighting, as it is anticipated
that relamping with Musco Energy Efficient lighting will further be accepted by the
community in that it lessens "spill" to surrounding areas.
