Recommendation to authorize the use of contract RFP 07-4148 (Collier County
Security Services) on a temporary basis for Energy Management (Building
Automation) Services for an estimated amount of $50,000.
OBJECTIVE: To obtain Energy Management (Building Automation) services with Johnson
Controls, Inc., on an interim basis thorough another existing contract until a new energy
management services agreement is awarded,
CONSIDERATIONS: Johnson Controls, Inc, is the County's primary provider of Energy
Management, Building Automation, and HVAC services, including but not limited to the
installation of building automation systems, configuration of temperature control products, and
the maintenance of the temperature control software systems, aiong with other HVAC services.
These services are essential to the County's building automation systems, stability of the HVAC
systems, and to the County's energy initiative to keep energy costs low,
Contract #99-2961 with Johnson Controis, Inc., expired on August 21,2010, Staff was delayed
in procuring a successor contract in part due to efforts to determine whether it would be best for
the County to retain the existing provider on a single source basis or re-competethe service,
Staff has detenmined to pursue open competition and has issued a Request for Proposals with
proposals due in October.

The County is presently under contract with Johnson Controls Inc, for security services under a
separate agreement (07-4148). That agreement does not reference energy management
services specifically, but it does include pricing for similar maintenance-related services found
under the energy management agreement (see attached Exhibit A),
Accordingly, staff is recommending that the Board authorize the County manager or his
designee to use the referenced agreement for energy-management reiated services contained
within the existing security services agreement until such time as a new energy management
services agreement can be awarded, It is anticipated that the new energy management services
will be brought to the Board for award within the next four months,
FISCAL IMPACT: Services are on an as needed basis, Funds are budgeted under the
Facilities Management Department's operating Cost Center 001-122240 in the estimated
amount of $50,000.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary,
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT,
RECOMMENDATION: Recommendation that the Board of County Commissioners authorizes
the County manager or his designee to use contract 07-4148 for energy management and
HVAC related services until a new energy management services agreement is awarded.
