EXECUTIVE SUMMARY
Recommendation that the Board provides after-the-fact approval for the submission of the
2011 State of Florida Challenge Grant application, which was submitted to the
Department of Children & Family Services .office on Homelessness (DCF) in the amount of
$100,000. This grant application has no effect on ad valorem or general fund dollars.
OBJECTIVE: To receive after-the-fact approval from the Board to submit the 2011 State
Challenge Grant application, in the amount of $100,000.00 to the Department of Children &
Family Services OfJice on Homelessness.
CONSIDERATIONS: On May 27, 2003, the BCC gave approval for the County to become the
Lead Agency for the Collier County Continuum of Care and to apply on behalf of the County's
social service agencies for homeless assistance to HUD and the State of Florida. The Collier
County Housing, Human and Veteran Services Department applies for the State's annual
Challenge Grant for homeless assistance each summer. The deadline for the 20 II application
cycle was September I, 2010.
The Challenge Grant is made available to promote programs that specifically address
homelessness, transitional housing needs and homelessness prevention. This year's applicants
will use grant funds in a variety of ways to include: facilitating intake process, maintaining
transportation vehicle, expanding infoffilation management reporting systems, and increasing
programs and services for transitioning clients.
The following table provides a summary of the four projects submitted to the State DCF Jllr 201 1

The grant application was due to the State on September 1, 20 I 0 and there was no BCC meeting
in August. Furthermore, due to the short time frame for submitting the application and the

significant amount of work involved in compiling documentation from our local agencies
regarding their projects, the application could not be prepared in time for the first BCC meeting
in September. Tberefore, the review and approval of the County Manager was requested to be
followed by Board after-the- fact approval at the September 28, 20 I 0 Board meeting.
FISCAL IMPACT: The State Challenge Grant is by competitive application. Depending on
the competition and the availability of funding, the Florida State Department of Children and
Family Services could decide to fund all, or just a portion of the application. Along with a grant
agreement, future fiscal impact and budget amendment will be provided to the Board in the fall
of201O should funding be granted. This grant application has no effect on ad valorem or general
fund dollars. This grant will be added to the Grants Management System.
GROWTH MANAGEMENT IMPACT: Funding of this grant application will further the
goals, objectives and policies ofthc County's Growth Management Plan's Housing Element.
LEGAL CONSIDERATIONS: Thc Board will have the opportunity to accept or reject the
funds if the grant is approved. Accordingly, this Office has no issue with respect to the legal
sufficiency of this request. which is appropriate for Board action. - JBW

4.2.3 CERTIFICATION OF CONSISTENCY WITH CONTINUUM OF CARE PLAN
This is to certify that the fOllowing activities are consistent with the Collier County's Continuum of Care
Plan.
1. Collier County. HMIS is requesting funding to maintain, make better use of, and expand the
HUD mandated information system. The system is evolving as a more user friendly case
management tool for the agencies now currently participating in the HMIS and will serve the
same role for new agencies entering the information system,
This project is identified in part 3A - Continuum of Care (CoC) Strategic Planning Objectives as
objectives # 4 and #S which is attached for your review fOllowing this Certification. As HMIS is
the community coordinating tool, it can be argued that HMIS can be identified with any of the 5
objectives.
2. Youth Haven is requesting funding for a Mobile Case Manager dedicated to helping families with
children who are homeless or at risk of becoming homeless. This Case Manager will provide
services that are designed to establish both stable and permanent housing and have proven
successful in strengthening the family unit.
This project is identified in part 3A - Continuum of Care (CoC) Strategic Planning Objectives as
objectives # 2 and # S which is attached for your review fOllowing this Certification.
3. The Shelter for Abused Women and Children is requesting funding to provide shelter and case
management for homeless adult and child victims of domestic violence living in their emergency
shelter by partially funding a full-time Shelter Advocate.
This project is identified in part 3A - Continuum of Care (CoC) Strategic Planning Objectives as
objectives # 3 and # 4 which is attached for your review follOWing this Certification.
4. SI. Matthew's House is requesting funding to cover a portion of an existing Structured Recovery
Program Case Manager's salary. The program is designed to prepare a person to leave St.
