EXECUTIVE SUMMARY
Recommendation to increase RFQ #10-5414 - "SabaI Palm Road Extension Project -
Delivery of Lime Rock Materials" in the amount of $4,359.01 for a total bid of $52,799.01
to Better Roads.
OBJECTIVE: Recommend that the Board increase RFQ #10-5414 - "Sabal Palm Road
Extension Project - Delivery of Lime Rock Materials" in the amount of $4,359.01 for a total bid
of$52,799,01 to Better Roads, Inc.
CONSIDERATIONS: On November 10, 2009, the Board of County Commissioners
approved Memorandum of Agreement (MOA) with Florida Department of Agriculture and
Consumer Services, Division of Forestry (DOF) where the DOF was assigned as the contractor
and the MSTU as the supplier of lime rock for each project. The DOF uses in-house personnel
and equipment to complete each project.
In the original solicitation on December 10, 2009, the Purchasing Department sent out 214
notices for RFQ 10-5414 Sabal Palm Road Extension Project - Delivery of Lime Rock Materials
for 3,159 tons oflime rock. Forty-thrce vendors downloaded packages. On December 18, 2009,
ten bids were recefved and opened. Better Roads, Inc. was detennined to be the lowest,
responsive bid submitting a bid of$27,378.00.

On January 25,2010, a Notice to Proceed was given to Better Roads, Inc. to provide 3,159 tons
of lime rock. In March 2010, the DOF notified the County stating that they were available to
work on the road project for a longer peliod of time and could extend the project from Collier
Blvd to Irgang Road provided the Sabal Palm MSTU supply an additional 2,276.97 tons of lime
rock. Tbis change increased the purchase order by $21,062.00 for a total of $48,440.

In August 2010, the heavy rains undermined a portion of the road base on Sabal Palm near
Irgang Road. Additional lime rock is needed to repair the road. The increase will place the
contract over the $50,000 threshold which requires Board approval. The request is for an
additional 471.24 tons of lime rock in the amount of $4,359.01. This request will increase the
purchase order to $52,799.01. Staffrecommends that the Board approve this request in order to
preserve the road.

FISCAL IMPACT: Funds are available in Sabal Palm MSTU Fund 151 and all associated
project costs are being paid by the residents in the district. Upon approval of this Executive
Summary purchase order 4500115168 (Better Roads, Inc.) will be increased by $4,359.01 in
order to provide additional materials requested by DOF.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: That the Board increase RFQ #10-5414 - "Sabal Palm Road
Extension Project - Delivery of Lime Rock Materials" in the amount of$4,359.01 for a total bid
of$52,799.01 to Better Roads. The contract will be in the form of a standard County Purchase
Order.
