Recommendation to provide after the fact approval for the submittal of a 2010 Community Challenge
Planning Grant Application, sponsored by the United States Department of Housing and Urban
Development, for a total amount of $1,000,000.00.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit one 2010
Community Challenge Planning Grant Application, sponsored by the United States Department of Housing and
Urban Development, for a total amount of $1,000,000,00,
CONSIDERATIONS: On December 16, 2009, the President signed the Fiscal Year 2010 Consolidated
Appropriations Act, which appropriated $600 million to the United States Department of Transportation for
National Infrastructure investments and authorizes up to $35 million for TIGER II Planning Grants. An
additional appropriation was granted in the amount of $40 million to the United States Department of Housing
and Urban Development to establish and Community Challenge Planning Grant Program to foster reform and
reduce barriers to achieve affordable, economically vital and sustainable communities through focusing on
individual jurisdictions and localized planning efforts.
This grant program was announced in the Federal Register on April 26, 2010, All applicants were required to
submit a pre-application by July 26, 2010 and final applications must be submitted by August 23, 2010,
Selected projects will be announced no earlier than September 15,2010.
Due to the short turnaround time and the complexity and scale of applications, it was necessary to obtain County
Manager approval to submit the application and obtain "after-the-fact" approval from the Board of County
Commissioners, Collier County CMA #5330 authorizes the County Manager to approval the submittal of a
grant application with subsequent Board of County Commissioners action at the next available Board meeting to
ratify the approval as "after-the-fact."
The following project was submitted for funding consideration. Any award made based on submittal of the
project will require subsequent Board of County Commissioners approval.

grant be awarded, staff will return to the BCC for authorization to accept the grant. This is legally sufficient for

GROWTH MANAGEMENT IMPACT: The projects are consistent with the economic element of the
Growth Management Plan,

On December 16, 2009, the President signed the Fiscal Year 2010 Consolidated Appropriations Act,
which appropriated $600 million to the United States Department of Transportation for National
Infrastructure Investments and authorizes up to $35 million for TIGER II Planning Grants, An additional
appropriation was granted in the amount ,of $40 million to the United States Department of Housing and
Urban Development to establish a Community Challenge Planning Grant Program to foster retonn and
reduce barriers to achieve affordable, economically vital and sustainable communities throug;h focusing
on individual iurisdictions and localized planning efforts,
Collier County is proposing several projects for each of the above grant programs and staff has been
diligently working to prepare approximately nine applications, all due electronically by August 23, 2010,

Overview
As the Nation's economic recession continues to affect all states, counties and cities, Collier
County, Florida is experiencing the same effects: loss of jobs, unemployment rate higher than the
national average, decreasing property values, high rate of home foreclosures, decrease in general
fund revenues, and significant loss of business in the County's two major industries. To combat
the downward economic spiral, Collier County leadership has taken a proactive approach to turn
the business economy around through a thorough review of governmental policies and
ordinances, organizational structure and procedures, and outside partnerships and collaborations.
The County's economic revitalization cannot be realized without fOUf important elements:
]. Identified and obligated flnancial and physical resources,
2. A dynamic economic development model (Economic Development Business Plan),
3. A practical implementation plan (Action Plan), and
4. A proactive Collier County business and economic development collaboration.
Description
The Collier County Manager's Office seeks to develop a strategic governmental Master Plan that
enables a county-wide 'Business and Economic Development Action Plan' (Action Plan) that
ensures economic vitality and sustainability far into the future. Public and private participation in
both of the Master Plan's development will ensure goals to achieve equitable housing, improved
transportation infrastructure and a business-friendly climate.

Rating Fador I-Purpose and Outcomes (35 points)
Existing Conditions
Today Collier County faces a decreasing fiscal condition that has escalated over the past two years. As
with many state and local governments, the County continues to face a challenging future, Collier
County's taxable sales were $550.7 million in February 2010, a six-percent increase from February 2009;
however, County unemployment rate fell to 11.4 percent in April 2010. Unemployment rates above 5 or 6
percent reflect cyclical unemployment and a slowdown of the economy from long-run trends. The
forecast for unemployment levels is a very slow and gradual decline through 2013.
Purpose
The Collier County Business and Economic Development Master Plan (and associated Action Plan) will
attract, retain, and create quality businesses to diversify its economic base, while protecting the natural
and cultural environments, to promote economic stability, greater job and educational opportunities, and
higher income for its residents.
Business and Economic Development Master Plan
The Master Plan will culminate in the preparation and presentation of a Strategic governmental Master
Plan that enables a County-wide 'Business and Economic Development Plan' that ensures economic
sustainability in the future. Public and private participation in both of the Plan's development will ensure
goals to achieve equitable housing, improved transportation infrastructure, and a business-friendly
climate, Initial planning steps include:
· Plan and conduct focus groups/workshops with local economic development organizations to review
draft findings and recommendations and obtain their perspectives and suggestions,
· Interview representatives of all relevant economic development organizations, to define current
economic development entities, roles and responsibilities,
· Document the "as is" situation with an inventory of the area's current economic development
organizations, visions, strategies and programs,
· Conduct a best practice survey to identify the most innovative and promising economic development
models and strategies for consideration.
· Identify suitable performance metrics for evaluating the overall effectiveness of economic
development master plan.
· Recommend viable organizational and financing models for strengthening the coordination and
synergism of the community's economic development programs,
· Recommend specific measures for minimizing duplication of effort among the area's current
economic development entities and improving the coordination of economic development roles for
the implementation of the area's economic visions,

Work Plan Background:
Collier County, Florida is experiencing a high number of job loss, unemployment rate higher than the
national average, decreasing property values, high rate of home foreclosures, decrease in general fund
revenues, and significant loss of business in the County's two major industries. To combat the downward
economic spiral, Collier County leadership will take a proactive approach to turn the business economy
around through a thorough review of governmental polictes and ordinances, organizational structure and
procedures, and outside partnerships and collaborations.
In cooperation with the local Collier County economic development organizations, colleges and
universities and local businesses, government will quantify a 'vision' for what area stakeholders need to
prosper in a business friendly environment. From that, an implementable master plan (Plan) will be
developed, This Plan will establish a set of goals, measurable objectives and benchmarks, review the
operational staJr operational procedures, and establish a composite implementation process to meet the
measurable outcomes,
Work Plan Narrative:
Successful completion of the Plan's goals and objectives will ensure that the County becomes high
quality destination for businesses to thdve and relocate from outside areas, The Master Plan will have an

Work Plan Strategies and Activities:
A well developed and implementable Plan with measurable outcomes will lead us to a sustainable
economy. Without a sustainable economy Collier County may be in the same stressed condition again
when the next recession occurs, and it will occur again, Near term and immediate strategy to jump start
the process is to identify key priorities that will ensure continued economic growth by building upon
existing strengths, and identifying new and emerging opportunities. For the Action Plan to be an effective
tool the following will be accomplished:
. Develop a comprehensive economic development strategy (Action Plan) that will attract
independent groups to a common cause that will provide a collaborative set of goals and
objectives backed up with an imp]ementable plan, that when executed wiII benefit the entire
county population, not just a segment orregion or group or government.
. Develop a framework so Collier County is the preferred location for innovative, creative and
knowledge-based businesses. Existing and emerging industries will be examined for new
opportunities to grow the Collier economy,
. Attract knowledge-based companies support, embrace and encourage growth in small-scale and
innovative businesses, as well as loca] start-ups.
. Creative partnerships for innovation will be enabled to leverage opportumtles with eXlstmg
businesses, colleges, universities, economic development organizations, research institutions
and/or cultural institutions.
o Parfier with Economic Deve]opment Council, Chamber of Commerce to provide
professional development programs needed to build and retain a qualified, local work
force,
. Maintain an aggressive economic development marketing program for creating high-wage

Collaboration:
A range of partnership opportunities will be created as a result of the Master Plan. Collier County
government and the general public will be able to participate in the execution of the Plan's goals and
objectives. Collier County will seek additional Federal and State of Florida funding to support the
program's objective of establishing an efficient operation, providing ongoing business and economic
assistance and incentive programs. In collaboration with the local economic development groups and
higher education institutions, the County's efforts will lead to a business plan to establish a sustainable
economic environment. Specifically:

Leveraging:
Collier County is requesting a grant of $800,000 with a cost sharing amount of $200,000 to fund the total
project cost of $1,000,000 for a Business and Economic Development Master Plan. The local
governmental unit, the COllnty will be responsible for the cost sharing amount of $200,000, The source of
the funds is General Funds received from the property taxes, The project match of $200,000 will be
allocated/obligated in the annual budget. A copy of the Collier County FY20] I budget follows,
demonstrating the financial strength to provide the required 20% match,
There will be an additiona I 10% in-kind match of $] 00,000 of staff time for project management,
materials, and office space. Total match (cash and in-kind services) is $300,000 for a $1, 100,000 prqject.

To achieve the strategic initiatives outlined in this Master Plan. there must be a dedicated staff to provide
operational support on a continuing basis during the development process and to implement the Plan after
publication. The County Manager's statT is well-equipped to implement the Plan's goals, objectives and
follow-on projects developed as a result of the planning grant process.
An ongoing collaboration with existing and ,emerging private, public and non-profit groups and the general
