Agenda 09/14/2010 Item #16E 6 Agenda Item No. 16E6 September 14, 2010 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to award Bid #10-5549 "24-Hour Towing and Recovery Services for County Vehicles and Equipment" to multiple primary and secondary vendors in three separate towing capacity categories with expenditures estimated at $35,000 annually. OBJECTIVE: To facilitate continuous availability of County vehicles and equipment for public services during normal operations and during emergency conditions. CONSIDERATIONS: The County has daily requirements for vehicle and equipment towing and recovery services that are outsourced. The vendors supplying these services must have sufficient service trucks, equipment, and personnel based in Collier County to meet timely 24-hour towing service demands for the Collier County fleet at any location within the County. The current towing bids expire September 30, 2010. To ensure continuous availability of services, the Purchasing Department posted a new bid on July 28, 2010 and forwarded bid invitations to 27 vendors. The bid specifications stipulated three separate towing categories (light, medium, and heavy) with award of primary and secondary vendors in each category. Ten vendors requested bid packages and four responded by the August 19, 2010, bid opening date. Recommended primary and secondary vendors were determined in each category based on the lowest cost for a 40-mile towing/recovery requirement. Recommended vendors are as follows: Liaht Primary Vendor - Naples Towing LLC dba Bumper to Bumper Towing Secondary Vendors - Coast/and Towing & Recovery, Express Towing Inc., George & Son's Towing Inc. Medium Primary Vendor - Naples Towing LLC dba Bumper to Bumper Towing Secondary Vendors - Coastland Towing & Recovery, Express Towing Inc., George & Son's Towing Inc. Heavy Primary Vendor - Coastland Towing & Recovery Secondary Vendor - Naples Towing LLC dba Bumper to Bumper Towing. FISCAL IMPACT: Funds for towing and recovery services are budgeted annually in the Fleet Management Fund 521 operating budget with costs estimated at $35,000 annually. GROWTH MANAGEMENT IMPACT: No growth management impact is involved. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office and is legally sufficient. -JBW RECOMMENDATION: That the Board approves award of Bid 10-5549 "24-Hour Towing and Recovery Services for County Vehicles and Equipment" to the primary and secondary vendors recommended in the considerations.
