EXECUTIVE SUMMARY
Recommendation to provide after the fact approval for the submittal of a Florida Boating
Improvement Program (FBIP) grant application to the Florida Fish and Wildlife Conservation
Commission (FFWCC) for a derelict vessel removal grant.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit
a Florida Boating Improvement Program grant application to the Florida Fish and Wildlife
Conservation Commission to fund the removal of derelict vessels.
CONSIDERATIONS: Coastal Zone Management staff is applying for a FFWCC, FBIP Derelict
Vessel Removal Grant due on August 13th 2010. This grant will allow staff to remove derelict vessels
throughout Collier County. The grant application was unable to be completed on time for the Novus
deadline, as staff was waiting on derelict vessel reports from FFWCC to finalize the specific number of
vessels to be removed for the grant budget. However, the grant application was submitted on time for
the FFWCC grant deadline.
The total amount requested is $13,020, if awarded Collier COWlty will provide $4,000 in non-cash
match for a total project cost of$17,020. This grant does not require a cash match.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant
applications with subsequent Board of County Commissioners action at the next available Board
meeting to ratify the approval as "after-the-fact." The Resolution No. 2010-135 was approved by the
Board on July 28, 20 I o.
FISCAL IMPACT: The total amount requested is $13,020, if awarded Collier COWlty will provide
$4,000 in non-cash match for a total project cost of $17,020. Non-cash match is defined as
contributions of time, equipment, or items owned by the applicant to use a match. This grant does not
require a cash match.
GROWTH MANAGEMENT IMPACT: The grant money will support the Conservation and
Coastal Management Element of the County Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County's Attomey'sOffice and
is legally sufficient for Board action. - JAK

d. Project Summary:
Collier County has removed derelict vessels from its waters since 1998. Removal of these vessels preserves and enhances the
waterways and estuaries of the County. Currently, there are twenty known derelict vessels scattered throughout the County. The
County is working with Florida Fish and Wildlife (FWC) Law Enforcement and the Sherriffs Office to officially document these
vessels so they may be legally removed from County waters.
Phase I of this project consisted of $51 ,000-, $20,000 of this funding was from the Florida Boating Improvement Program and
$31,000 was a match from U.S. Fish and Wildlife Service.
Phase II of this project consisted of a $80,000 Florida Boating Improvement Program grant and a match was used through a
$30,000 U.S. Fish and Wildlife Service grant, as well as a $10,000 in-kind match from Collier County Coastal Zone Management
Staff.
Since funding has become less available for the derelict vessel removal program a new partnership has formed to remove derelict
vessels from the County's waters. Collier County Coastal Zone Management staff has partnered with FWC. the Sheriff's Office and
the County Road and Bridge Department to remove certain derelict vessels in-house. Since the beginning of this program, three
derelict vessels have been removed. Although this program has been highly successful so far it has its limitations i.e. staff does not
have the use of a barge. County staff believes that with this partnership, most if not all new derelict vessels that are still in-tact can
be removed. However, vessels that are severely junked and dismantled will require a contractor.
Phase III ofthis project will help remove the County's current derelict vessels that are severely dismantled. These vessels are not
able to be floated and require a contractor for removal. Phase III ofthis project is requesting $13,020 in funding to remove the
remaining derelict vessels from Collier County.

Derelict vessels are potential navigation hazards and sources of contamination to the natural environment.
Currently, derelict vessels are scattered throughout Collier County, with a higher concentration from Goodland
Bay south to Chokoloskee. These locations contain sensitive habitat including mangrove forests and sea grass
beds, which are essential to the County's multi-million dollar fishing and boating industries. The vessels are in
various states of deterioration, and several have begun to break apart. The county will continue to remove
derelict vessels from its waters as long as there is funding to do so. The derelict vessel removal program is
supported by the County Conservation and Coastal Management Element of the Collier County Growth
Management Plan. The County is also collaborating with U.S. Fish and Wildlife Service, Florida Fish and
Wildlife Conservation Commission, the City of Naples, the City of Marco Island, and Everglades National Park
to ensure the removal program is followed through and completed in a timely manner.

Most of the derelict vessels within the County are in protected areas such as Ten Thousand Island National Wildlife
Refuge, Rookery Bay National Estuarine Research Reserve and Everglades National Park. These disintegrating
vessels are sources of contamination to sea grass beds and mangrove forest. These ecosystems are essential habitat
to support the local marine environment. Removal of these vessels will positively impact these sensitive
ecosystems by removing a pollution source.
VIII - BOATER SAFETY
a. Explain how the project may affect boater safety whether positively or negatively.
Derelict vessels are potential navigational hazards to the boating community. Currently, when derelict vessels are
found in the middle ofa channel, removal is required as long as the funding is there. However, if funding is not
available, the vessels will only be temporarily removed out of the channel. Stonns, tides and other natural events
can move the vessels back into the channel which could allow them to again to become major navigational hazards.
Removal of these vessels will greatly improve navigation for boaters.

The Collier County Coastal ZoneManag~ment Department is applying for a 2010 Florida
Boating Improvement Program Grant to help support Phase III of the COWlty's Derelict Vessel
Removal project. Collier County has removed derelict vessels from its waterways since 1998.-
The removal of these vessels preserves and enhances the waterways and estuaries of the County.
Currently, there are twenty known derelict vessels scattered throughout the County. Staff is
working with Florida Fish and Wildlife, and the Sheriffs Office to officially document these
vessels so they can be permanently removed from COWlty waters. Collier County has previously
been awarded funds by the Florida Fish and Wildlife Conservation Commission to complete
phases I and II of the Derelict Vessel Removal project.
Phase III of this project will help remove the County's current derelict vessels that are severely
dismantled. These vessels are not able to be floated and require a contractor for removal. In
order to complete Phase III, Coastal Zone Management is requesting $13,020 in funding from
the Florida Fish and Wildlife Conservation Commission. A $4,000 non-cash match will be
provided by Collier COWlty. The grant does not require a cash match.

RESOLUTION AFFIRMING AN APPLICATION FOR A
FLORIDA BOATING IMPROVEMENT PROGRAM
GRANT FROM THE FLORIDA FISH AND WILDLIFE
CONSERVATION COMMISSION
WHEREAS, the State of Florida fish and Wildlife Conservation
Commission encourages counties to improve recreational boating in their areas
through the Florida Boating Improvement Program (FBIP); and
WHEREAS, Collier County desires to remove derelict vessels located
throughout the County; and
WHEREAS, Staff is requesting that the Board of County Commissioners
affirm submittal of a grant application on behalf of Collier County and to
authorize the County Manager to designate a staff project manager to perform all
necessary acts to obtain these grants, and to accomplish the goals of such a grant
if awarded to the County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
The Board of County Commissioners affirms submittal of the grant
application, attached hereto, and authorizes the project manager to apply for and
administer the grant on behalf of the Board with all understandings and
