EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an agreement for
Invitation to Bid "10-5533 Modular Homes" to Idyll Construction, Inc. for activities to be
funded under the Disaster Recovery Initiative.
OBJECTIVE: To approve and authorize the Chairman to sign an agreement for Invitation to
Bid (ITB) "10-5533 Modular Homes" to Idyll Construction, Inc. for activities to be funded under
the Disaster Recovery Initiative.
CONSIDERATIONS: Housing, Human and Veteran Services administers a grant to assist low-
income persons and families who have experienced severe storm-related damage to their
residences. Commonly referred to as the Disaster Recovery Initiative, the funding was provided
by the U.S. Department of Housing and Urban Development through the Florida Department of
Community Affairs. ITB "10-5533 Modular Homes" was developed to provide energy
efficient, quality modular homes to persons and families where repairing storm-related damage is
not feasible.
Housing, Human and Veteran Services and Purchasing staff developed the ITB and included
applicable federal and state grant requirement language; the County's Local Vendor Preference
language was omitted as this practice is prohibited by the grantor agency. Notices were sent to
186 vendor email address with 56 suppliers requesting the ITB package. Two (2) "no-bids" and
two (2) bids were submitted by vendors.
Vendors were asked to price five (5) standard modular home packages and one (1) American
with Disabilities Act (ADA) package. The six (6) packages were totaled together and staff is
recommending an award to Idyll Construction, Inc. of Bonita Springs, Florida. Idyll
Construction was determined to be the overall lowest and responsive firm.
The purpose of requesting pricing for a total of six (6) packages was to allow Collier County to
select the unit most appropriate for each individual project. At this time no projects have been
identified therefore, the ability to select among a variety of packages will allow Collier County to
meet various requirements relating to lot size and configuration.
In conformance with the Board approved Administrative Plan for the Disaster Recovery
Initiative, the total project cost per replacements may not exceed $175,000. Any total project
costs in excess of this limit must be specifically approved by the Board of County
Commissioners.
Approval of this item will authorize the Chairman to sign the County's standard agreement
approved by the County Attorney's Office.
FISCAL IMPACT: No general funds are associated with this project.

GROWTH MANAGEMENT IMPACT: Implementation of the Disaster Recovery Initiative
program will further the Goals and Objectives of the Housing Element of the Growth
Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office. It is legally sufficient for Board action. - JBW
STAFF RECOMMENDATION: That the Board 1.) approves ITB 10-5533 Modular Homes
and authorizes the Chairman to sign the County's standard agreement after approval by the
County Attorney's Office.
