EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve the attached
Addendum to the Interlocal Agreement for Agricultural Extension Agent Services
that clarifies the original agreement's start and annual anniversary dates and
provides that the University of Florida's leave policies apply as to the Extension
Agents governed by the Interlocal Agreement and authorize the Chairman to sign.
OBJECTIVE: To have the Board approve the attached Addendum to the Interlocal Agreement
for Agricultural Extension Agent Services that clarifies the original agreement's start and annual
anniversary dates and provides that the University of Florida's leave policies apply as to the
Extension Agents governed by the Interlocal Agreement, and authorize the Chairman sign.
CONSIDERATIONS: The Collier County University Extension Department provides educational
services to the people of the State of Florida and Collier County. The ability of the Agricultural
Extension Agents to' serve the needs of commercial agriculture has diminished to the extent that
there are a limited number of agricultural extension agents with the necessary experience and
technical expertise available to serve the needs of commercial agriculture in Hendry, Lee,
Glades and Collier counties. The Interlocal Agreement executed by Collier County and the
other three counties became effective on November 17, 2009; and was entered into to provide
the means necessary to make use of agricultural multi-county agents with expenses shared by
the served counties (Hendry, Lee, Glades and Collier). The four agents in question include:
multi-county vegetable, citrus, livestock and agronomy / sugarcane agents.
The attached Addendum to the Interlocal Agreement merely clarifies the effective date and
annual anniversary dates under the agreement (to coincide with the commencement of the
various counties' fiscal years) and to state that the University of Florida's leave policies will
apply as to those Extension Agents governed by the Agreement.
FISCAL IMPACT: The University of Florida funds 75% of the extension agents' compensation.
The remaining 25% is allocated among the four counties. Collier County's portion of the funding
is included within the University Extension Department's FY 2011 general fund budget.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-3RT.
RECOMMENDATION: That the Board of County Commissioners approves the attached
Addendum to the Interlocal Agreement for Agricultural Extension Agent Services that
clarifies the original agreement's start and annual anniversary dates and provides that
the University of Florida's leave policies apply as to the Extension Agents governed by
the Interlocal Agreement and authorize the Chairman to sign.
Prepared by: Robert D. Halman, County Extension Director, Collier County University
Extension.
