EXECUTIVE SUMMARY
Recommendation to the Community Redevelopment Agency (CRA) to approve Local
Advisory Board members and CRA staff attendance at the Florida Redevelopment
Association 2010 Annual Conference; authorize payment of attendees' registration,
lodging, travel and per diem from the Immokalee CRA Trust Fund (Fund 186) travel
budget; and declare the training received as serving a valid public purpose.
OBJECTIVE: Recommendation to the Community Redevelopment Agency (CRA) to approve
Local Advisory Board members and CRA staff attendance at the Florida Redevelopment
Association 2010 Annual Conference; authorize payment of attendees' registration, lodging,
travel and per diem from the Immokalee CRA Trust Fund (Fund 186) travel budget; and declare
the training received as serving a valid public purpose.
BACKGROUND: Florida Statute 163.356(3)(d), "Creation of community redevelopment
agency states, "At any time after the creation of a community redevelopment agency, the
governing body of the county or municipality may appropriate to the agency such amounts as the
governing body deems necessary for the administrative expenses and overhead 0 f the agency. . ."
Florida Statute 163.387(6), "Redevelopment trust fund states, "Moneys in the redevelopment
trust fund may be expended from time to time for purposes directly related to financing or
refinancing of redevelopment in a community redevelopment area pursuant to an approved
community redevelopment plan and administrative/overhead expenses necessary or incidental to
the implementation of a community redevelopment plan adopted by the agency."
Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the
Board of County Commissioners (BCC) as the governing body of the CRA and the trustees of
the Redevelopment Trust Funds.
CONSIDERA TIONS: Annually, the Local Advisory Board recommends the CRA Board
approve travel and training funding for any Advisory Board member and CRA staff desiring to
attend the Florida Redevelopment Association Annual Conference. The 2010 conference will be
held October 13-15, 2010 in Orlando, Florida. Currently, the Executive Director, and two staff
desire to attend and one or more Local Advisory Board members may attend. The maximum
cost is approximately $840 per person for registration ($295/person); lodging ($149/night/room)
group mileage and parking fees. Actual cost per person will vary depending on group travel,
number of days attended and times of departure and return from either Naples or Immokalee.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. -JAK.
PUBLIC PURPOSE: To expand the Advisory Board member and CRA staffs' professional
development. To attend the annual conference of the Florida Redevelopment Association for
training and education about CRAs, their power and function; redevelopment programs available
to CRAs toward the elimination of slum and blight in the Immokalee community redevelopment

area. Through attendance at conference lectures and tours, attendees will become aware of
successful programs and projects in other Florida CRAs.
FISCAL IMPACT: Sufficient budget exists within the FY 2010 and proposed FY 2011
Immokalee CRA Fund 186 (Travel Professional Development) to fund the requested conference
attendance. Registration fees ($295/person) will be paid in advance from the FY 10 budget and
lodging ($ 149/night/person), travel and per diem will be paid from proposed FY 11 budget.
RECOMMENDATION: The Community Redevelopment Agency approve attendance of one
or more Local Advisory Board members and all CRA staff at the Florida Redevelopment
Association 2010 Annual Conference; authorize payment of attendees' registration, lodging,
travel and per diem from the Immokalee CRA Trust Fund (Fund 186) travel budget; and declare
the training received as serving a valid public purpose.

Sean Snaith. Ph.D.. is the
director of the Institute for
Economic Competitiveness
within the College of Business
Administration at the Univer-
sity of Central Florida. He is a
widely recognized economist
in the field of business and
economic forecasting.
As an award-winning forecaster, re-
searcher and professor, Snaith is always
interested in the application of academic
expertise to the solution of real-world
problems. He has served as a consultant
for a client list ranging from municipali-
ties to multi-national corporations, includ-
ing Compaq, Dell and IBM. Snaith has
held teaching positions at Pennsylvania
State University, American University in
Cairo, University of North Dakota and
University of the Pacific. He frequently
appears in national and regional media
and is sought after as a speaker. Re-
nowned for his engaging presentations,
one business editor wrote, .Snaith (has)
an uncanny knack of making economics
not only understandable but interesting."
William Cooper Jr. is the
program coordinator for Commu-
nity Voice, a program funded by
the Children's Services Council of
Palm Beach County. Community
Voice's mission is to reduce black
infant mortality in Riviera Beach,
South Bay, Belle Glade and
Pahokee.
In August 2008, Cooper retired from The Palm Beach
Post after serving 23 years as a columnist and staff
writer. In 2009, he launched B. Cooper Communica-
tions of Florida, Inc. As a Post staff writer, Cooper cov-
ered Riviera Beach and Boynton Beach city govern-
ments, social services, civil, criminal and federal courts.
In 1996, he was a finalist in the 46th Annual Green
Eyeshade Awards for serious commentary writing. The
Green Eyeshade Awards are sponsored by the Atlanta
Chapter of the Society of Professional Journalists. He
won the Florida Press Club's Public Service Award in
1993 for his stories on Florida's effort to computerize
its welfare system. In 1990, he won the Florida Public
Health Association's Outstanding Reporter Award for
stories on cocaine babies, infant mortality and AIDS.
Cooper is a former president and founding member
of the Palm Beach Association of Black Journalists.

scenic downtowns. Through a combined focus
on economic development with the CRA, new
programs benefit residents and businesses, from
housing rehabilitation to small business loans.

Revitalization along the very popular West
Orange Trail. This area features brick streets,
historic renovations, and the Railroad and
