EXECUTIVE SUMMARY
Recommendation to award bid number 10-5555, "Isles of Capri Water Main
Replacement Phase II" in the amount of $1,161,922.00 to Haskins Incorporated, to
complete the rehabilitation of the potable water distribution system that services the
Isles of Capri, Project No 71010.7
OBJECTIVE: The public purpose is to provide compliant and reliable potable water
services to the Collier County Water-Sewer District (CCWSD) customers at Isles of
Capri.
CONSIDERATIONS: On April 13, 2010, under Agenda Item 16Cl, the Board of
County Commissioners (Board) approved the Isles of Capri potable water distribution
system replacement project. The project is divided into two phases. Phase I, including all
assets from the entrance of the Isles of Capri to approximately 110 feet south of the Isles
of Capri Fire Station, is currently under construction with substantial completion slated
for December 2010. Phase II includes all assets throughout the rest of the Isles of Capri ,
it is scheduled to begin immediately following the completion of Phase I, and it will be
completed at the end of 20 11.
As in Phase I, Phase II includes replacing all water mains, valves, and service lines of the
Isles of Capri potable water distribution system. Cross connection control devices will be
added to each service connection. The new water distribution system will provide a
reliable source of potable water, and will help sustain a compliant level of water quality.
Several additional fue hydrants will be added at new locations, ensuring sufficient fire
flows and improving the coverage for fire fighting. All roadways will be resurfaced at the
completion of the underground work.
This project is consistent with the 2008 Water Master Plan Update adopted by the Board
on June 24,2008, (table 8-2, page 3 of 5, line 91). The design of this project is under a
separate work order to Q. Grady Minor & Associates, P A, under the Fixed Term
Professional Engineering Services Contract Number 06-3969.
Bid number 10-5555 was advertised on July 13,2010, with 1,303 vendors notified. There
were 96 bidders that downloaded full packages; 15 bids were received. Bids were
publicly opened on August 13, 2010. The 15 bids are summarized in the following table:

The engineer's estimate of probable construction cost was $1,700,000.00. Staff reviewed
the bids and determined the lowest qualified and responsive bidder is Haskins,
Incorporated. The design professional's recommendation letter, dated August 20, 2010,
recommends award to Haskins, Incorporated.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, and is legally sufficient. -JBW
FISCAL IMPACT: The source of funds is Water User Fees, fund 412, water capital
projects. Funding is available under the Distribution Renewal & Replacement Project,
Project Number 71010, and is consistent with the FYlO budget as approved by the Board
on September 24,2009.
GROWTH MANAGEMENT IMPACT: This project meets current Growth
Management Plan standards to ensure the viability of public facilities.
RECOMMENDATIONS: That the Board of County Commissioners, as Ex-officio the
Governing Board of the Collier County Water-Sewer District, award Bid Number 10-
5555 "Isles of Capri Water Main Replacement Phase II" in the amount of $1,161,922.00
to Haskins Incorporated.

On August 13,2010, the Bid-Opening on the above referenced project was held. A total of 15 bids
were received on the project. The bids ranged from a low of$I,161,922 to a high of $2,338,245.28.
Two other bids were within 10% of the lowest bid. The Engineer's Opinion of Cost was
$1,700,000. The lowest responsive bid was submitted by Haskins, Inc. We recommend Award of
Contract to Haskins, Inc.
