Appointment ofmember(s) to the County Government Productivity Committee
OBJECTIVE: To appoint 3 members to fill vacated appointments, due to resignations, on the
County Government Productivity Committee. The terms would have expired on February 4,
2011.
CONSIDERA TIONS: The County Government Productivity Committee has 3 vacancies
with the terms to expire on February 4, 2013. This committee was created by Ordinance No.
2001-37 and is composed of 11 members, with the vice chair of the Board of County
Commissioners serving in a liaison capacity. The members are appointed by resolution of the
Board of County Commissioners for a two-year term and must be permanent residents and
electors of Collier County. Committee members are required to possess special expertise and
experience related to managing large organizations, and must be balanced in representing the
views of the community. In addition to other skills, the Committee has a current need for skills
in organizat~on design, value engineering, human resources and economics. The committee
reviews the efficiency of departments of County Government under the jurisdiction of the Board
of County Commissioners. The committee may analyze and review existing structure,
organization, staffing, management, functions, business practices, and procedures of any or all
parts of county government and make recommendations for increased efficiency and cost-
effectiveness. The committee may also assist in the implementation of those recommendations.

Lany N. Magel resigned on February 25, 2010, John F. Barlow resigned April 21, 2010 and
Michael Y. Wu resigned on May 19, 2010. A press release was issued and applications were

As you know, the Productivity Committee currently has three vacancies. Six applications were
received for membership on the Productivity Committee. All applicants were invited to attend the
Productivity Committee meeting held on July 21,2010.
At their meeting held on July 21, 2010, each Productivity Committee member voted for three
applicants whom he/she would like to see appointed to the Productivity Committee. The top three
applicants who received the most votes were recommended for appointment. .
