LANDSCAPE & SAFETY COMMITTEE MEETING
APRIL 16,2018
The Landscape & Safety Committee of the Pelican Bay Services Division met on Monday, April
16 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock Oak Drive,
Naples, Florida 34108. The following members attended.

Mr. Cravens motioned, Mr. Shepherd seconded to approve the 03/12/18 meeting
minutes as amended. The motion carried unanimously.

41 BERM AND DISCUSSION
Our landscape architect, Ms. Ellin Goetz of Goetz & Stropes, provided a preliminary
overview of her vision of re-landscaping the US 41 berm which will include native slow growing
plantings and trees, with emphasis on those which will lessen the US 41 noise and are storm-
resistant. Using the current aerial survey of the berm, she will create a landscaping plan to fill all
of the vacant spaces.
Staff provided a video showing the existing landscaping along the entire length of the 41
berm, as seen from the road.
Mr. Vince Vespo, Mr. George Talisse, Ms. Mary Anne Womble, Mr. Michael Yakubisin,
Mr. Pete Griffith,Ms. Billy Jean Ferguson,Ms.Naomi Emmett and other residents commented on
the increase in noise pollution from US 41. Highlights of suggestions/comments included:
• Many areas have been severely thinned out from Irma and some areas have no berm at all.
• Building a wall along the entire length of the 41 berm would be beneficial for sound
mitigation, security, and looks.
• Raising or building up the berm may mitigate the high noise level.
• Replacement landscaping will have little effect on noise mitigation.
• It may be counterproductive to install $400,000 of replacement landscaping, and
subsequently consider either installing a wall or building up the berm, which may result
in additional replacement of landscaping.
Mr. Dorrill commented that our engineer has surveyed and mapped the entire 41 berm area
and identified 140 damaged areas. The next phase is for Ms. Goetz to provide a plan of specific
recommendations for plantings in all of these areas. He commented that the PBSD does have the
authority for "sound enhancements." The PBSD does not own any walls or fencing; either an
association or the PBF owns these existing structures in Pelican Bay.
CRAYTON RD./SEAGATE BICYCLE/PEDESTRIAN CUT-THROUGH
Mr. Hank Rossi (a PB resident), representing four Crayton Road associations (Bay Villas,
The Heron, St. Nicole, and St. Tropez), provided a presentation on cyclists and safety on Crayton
Rd. in Pelican Bay, including explanations/reasons for their opposition to a proposed
pedestrian/cyclist connection between Crayton Rd. and Seagate Dr.
Dr. Chicurel commented on the rarely-used existing bike lane on US 41. Mr. Rossi
commented that this bike lane is unsafe, and alternatively, suggested the possibility of installing a
safe bike path along the 41 berm. Dr. Chicurel encouraged Mr. Rossi to bring any defined
proposals to the PBSD.
Mr. Streckenbein commented that the PBSD has no legal property interest in the "berm
area" at the end of the Crayton Rd. circle (the County and the Naples Grande Hotel have those
property interests).

UPDATE ON COUNTY/PBSD DISCUSSIONS REGARDING PB SIDEWALKS
Mr. Dorrill commented that he is in the process of rescheduling a meeting with Mr. Nick
Casalanguida, Deputy County Manager, to discuss Pelican Bay sidewalk replacement.
Mr. Streckenbein commented that he has observed the County making numerous pathway
repairs on PB Blvd.
Ms. O'Brien relayed a message from a resident, Ms. Irma Johnson, who reports that she
has not seen any pathway repairs on Greentree Drive.
