Agenda 07/27/2010 Item #16D 8Agenda Item No. 16D8 July 27, 2010 Page 1 of 28 EXECUTIVE SUMMARY Recommendation to approve submittal of University of Florida -IFAS - Collier County Extension Family Nutrition Program 2011 plan and budget ($348,288.56) to continue nutrition education of eligible Food Stamp households in Collier County. OBJECTIVE: To receive approval from the Board of County Commissioners to submit a Collier County Extension Service Family Nutrition Program (FNP) proposed plan and budget request to Family and Consumer Sciences, Institute of Food and Agriculture Sciences (IFAS), University of Florida. CONSIDERATION: The Family Nutrition Program (FNP) is a nutrition education program specifically for the Supplemental Nutrition Assistance Program - formerly Food Stamps (SNAP) participants and those eligible for SNAP. The program is administered through the University of Florida. The University Extension FNP Agent is located at the Collier County University Extension Department. Initial stages of programming have focused on determining the specific target audiences and how best to reach them. 48.5% of Food Stamp recipients are children, who will be the primary audience in 2011. Key outcomes of FNP education include improved nutrition, increased physical activity, improved food handling behavior and better management of food resources. USDA Food and Nutrition Services, the source of funding, requires collaboration and coordination at the local level. Partnerships result in in -kind match, which is necessary to leverage the federal funds. No cash match is required. FISCAL IMPACT: $348,289.00 will be available for FNP education in Collier County. Salaries for Collier County FNP staff and the funds for all necessary operating costs are paid through the University of Florida payroll and the FNP state office. Identifying and Understanding the Target Audience Needs Assessment Methodology Collier County will use new information for the needs assessment, because so much has happened in terms of our economy in the past three years. The needs assessment will examine data of individuals and families with reported incomes below federal poverty thresholds. The following table outlines the data examined for the needs assessment. Collier County is located in southwest Florida, on the Gulf of Mexico. It is considered a wealthy county, but a closer look shows the wealth to be concentrated along the coastline. To the east, in Immokalee, approximately 50% of the residents live below the poverty level. Between the coast and Immokalee lies an area that has been impacted by the financial stresses of the past few years. "The decline in economic conditions is evident in the large number of foreclosures in Collier County. There were 6,685 foreclosures from October 2007 to October 2008 compared to 487 in 2005, 733 in 2006 and 3,267 in 2007. The increase in foreclosures has reached a crisis level and is now affecting a population who rarely needed or accessed assistance programs in the past. This region has been labeled ground zero for the country's economic recession by the national media." Nutrition - Related Behavioral and Lifestyle Characteristics of SNAP Eligibles in Collier County The Food Environment Atlas indicates that Collier County low - income preschool obesity rate is one of the highest in Florida, among the top three counties. Year 2006 -2008 Definitions Prevalence of obesity among children aged 2 -4 years in households with income < to 200% of the poverty threshold based on family size. For children aged 2 -4 years, obesity is defined as BMI- for -age > 95`" percentile based on the 2000 Centers for Disease Control and Prevention's (CDC) sex - specific growth charts. The Guadalupe Center in Immokalee provides the following information about their community: • Approximately 8,000 to 9,000 children, 6,000 of them school age, live in Immokalee. • Over 40% of children are born to single mothers. (Collier Co. 47.8 %) • 93% of all school age children are eligible for free or reduced price meals. • Fewer than 20% of eligible children participate in after - school support programs. The Florida Youth Risk Behavior Survey, 2009, indicates that only 12.9% of Florida children ate vegetables three or more times daily. 68% of the youth did not eat fruits or more times per day. Participation in school meals has increased as a result of this policy change. Collier County elementary schools have a high number of children eligible for free meals (58.6 %). Other Nutrition - Related Programs Serving Low - Income Persons in your County. Collier County has food pantries throughout the communities of Naples and Immokalee. The Collier County Hunger and Homeless Coalition helps identify needs and coordinate plans of action. There are agencies and programs that provide meals at the Guadalupe Center, Immokalee Friendship House, Roberts Community Center, Golden Gate Community Center and others. Healthy Start operates in Collier County and provides some nutrition education. Collier County WIC provides a combination of supplemental nutritious foods, nutrition education, breastfeeding promotion and support, and referrals for health care to eligible participants. The program targets women who are pregnant, breastfeeding, or who have recently become pregnant, and their children up to the age of five. Participants receive food checks for a variety of foods such as fresh fruits and vegetables, milk, cheese, eggs, cereals, peanut butter or dry beans, 100% fruit and vegetable juices, carrots, canned tuna fish, and infant formula and cereal. 4. Areas of Your County Where Food Stamp Program Eligibles are Underserved or Have Not Had Access to SNAP -Ed Previously. SNAP -Ed is new in Collier County. The FNP Agent has been hired and has contacted groups identified as partners in the initial proposal. The need for nutrition education has been overwhelmingly stated by individuals at WIC, schools, senior centers, after - school programs and others. The need is particularly focused in Immokalee and south /southeast Naples. The County Extension Director has presented FNP information at Collier County manager's meetings in the county and has reported an enthusiastic response. Other county departments recognize the need for SNAP -Ed. The number of individuals living in poverty has grown dramatically in Collier County during the past 4 years. The majority of children living in poverty are concentrated in two areas: Immokalee and south /southeast Naples. Collier County SNAP -Ed plan for 2011 will focus efforts on students and parents of students attending schools in those areas. Project Description Nutrition education programs will be delivered through schools and at after - school programs. Teachers at participating schools will receive supplemental materials to teach in the classroom which support SNAP -Ed objectives. FNP Program Assistants, 4 -H outreach workers and FNP Agent will teach nutrition, physical activity and hand washing lessons at K, 1St and 2nd grade classrooms at 8 schools. Grade 3, 4, and 5 teachers will receive OrganWise Guys materials and will have the option of using it. We anticipate at least once a month they will find something to use in their classroom. We will recruit Master Gardeners and culinary students from iTech, Immokalee Technical School, Commercial Foods and Culinary Arts to assist with the Foods of the Month campaign at the 8 Kellogg- funded schools. Evaluation Plans Project Area 1: Children and Youth Collier County FNP will conduct pre and post knowledge assessment and collect outcome information regarding the students increased consumption of fruits, vegetables, whole grains, low fat milk products, improved hand washing and increased physical activity. At the eight schools where OWG materials are provided by Kellogg we will have professional assistance in the program outcome evaluation. Project Area 2: Parents /Families with Young Children Students will take home a year -end newsletter which includes a short survey to learn how they used the newsletter information and if the child and /or family have made any changes in food consumption, physical activity or hand washing. The student will return the survey to the teacher. Project Area 3: Older Adults Pre and post assessment will be used to determine knowledge gained and /or behavior changed 4. Coordination Efforts Collier County SNAP -Ed is being launched this year. Our first year of operation will have us partnering with eight schools, the District School Foodservice staff and individual schools foodservice staff. We have received permission from the District Elementary Programs office to provide lessons in the classrooms. The OrganWise Guys curriculum will be coordinated with the DOE Florida Sunshine Standards as well as the Collier County School District Health Curriculum timeline. During this first year of program operation, the FNP Agent will collaborate with other programs and agencies and will determine which FNP partnerships will make the most of our resources to reach the target audience.
