-- EXECUTIVE SUMMARY
Recommendation to award Bid Number 10 -5518, "Designated Driveways for Solid Waste,"
to B.Q. Concrete, L.L.C.; Neubert Construction Services, Inc.; and NR Contractors Inc.
for the construction of designated driveways in Collier County for Project 59001.
OBJECTIVE: To reinforce owner - approved private driveways to create safe, designated
turnaround areas for garbage and recycling collection trucks where currently no turnaround
access areas exist.
CONSIDERATION: The Public Utilities Division's Solid Waste Management Department is
responsible for providing solid waste collection and disposal services countywide. In certain
areas of the county, there are dead -end streets that do not have adequate turnaround space for
large solid waste collection trucks. At these locations it is necessary, whenever the county
cannot construct a better turnaround area, to use a private driveway as a designated turnaround.
Due to the weight of the solid waste collection trucks, the county must reinforce the designated
driveways so they may be safely used as turnarounds.
A Right of Entry Agreement is needed to contract the use of the private driveway as a turnaround
and to make necessary improvements to reinforce the driveway. The Agreement ensures the
accurate documentation of the agreed upon use of the driveway by the County and its contractor.
In the September 29, 2009 Board of County Commissioners meeting, the Board approved Item
16CI requiring execution of a form Right of Entry by every private property owner agreeing to
the construction of a designated driveway. The executed Right of Entry is recorded in the Public
Records prior to construction ensuring the continued use of the designated driveway should title
to the property be transferred in the future.
As part of the competitive bid process, an Invitation to Bid numberl0 -5518 was posted on May
26, 2010; 500 notices were sent out, with 51 notices downloaded. A total of seven bids were
received. Staff reviewed the bids and deemed B.Q. Concrete, L.L.C.; Neubert Construction
Services, Inc.; and NR Contractors Inc. as the three lowest responsive bidders.
FISCAL IMPACT: Installation and repair services for designated driveways average $100,000
annually. Funding is available in, and is consistent with, the FY10 Capital Budget approved by
the Board on September 24, 2009. The source of funding is the Solid Waste Capital Fund (474).
GROWTH MANAGEMENT IMPACT: 'This action is consistent with the Growth
Management Plan by providing the public with cost effective solid waste collection services.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient JBW.

RECOMMENDATIONS: That the Board of County Commissioners
1.) award Bid Number 10 -5518 "Designated Driveways for Solid Waste" to B.Q. Concrete,
L.L.C.; Neubert Construction Services, Inc.; and NR Contractors Inc. for the construction of

2.) Authorize the Chairman to sign and execute a standard contract, once reviewed and approved
by the County Attorney.
