EXECUTIVE SUMMARY
Recommendation to appoint one of the three candidates recommended by the Airport
Authority Advisory Board to serve in the capacity of Executive Director, Airport Authority and
authorize the Chairman to negotiate a contract with the selected candidate, to include an
employment start date.
OBJECTIVE: To interview the candidates and select an individual to fill the position of Executive
Director, Airport Authority.
CONSIDERATIONS: At its regular meeting of February 9, 2010 the Board approved the recruitment
plan for the vacant Airport Executive Director position. The position was initially posted and
advertised from January 1, 2010 through February 8, 2010, then re- advertised from May 12, 2010 to
May 26, 2010.
A selection committee screened the applications and selected a group of candidates to be
interviewed. Six candidates interviewed on July 1 and July 2, 2010, and three finalists were
recommended for consideration. These finalists were approved by the Airport Authority Advisory
Board at the meeting held on July 12, 2010.
Three candidates will interview on July 28, 2010 starting at 9:OOam and include:

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's

FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.

enhance air cargo operations and wrote detailed contracts for Army National Guard

As recently announced in the American Association of Airport Executives Airport Report, I would like to be
considered as a candidate for the Executive Director position for the Collier County Airport Authority (CCAA).
Please find enclosed a copy of my resume that describes my experience in the fields of air service developmenr
airport development, administration, operation/maintenance and leadership. I believe that my prior education ano
experience has provided me with the ideal foundation to excel in this position.
My management philosophy begins with the belief that an airport is a critical and integral facet of the community it
serves. I believe all airport staff need to act as community ambassadors and should attempt to involve themselves in
assisting the community as a whole pursue its fullest potential. As a current airport leader, it is always in the
forefront of my mind that airports are more than just passenger processing centers, they are economic engines that
provide various levels of employment, create economic stability, generate tremendous ratables, provide a gateway
for tourism and of course provide the critical travel opportunities for both the businesses and residents located in or
visiting the region. I believe that much of the success I have enjoyed in my previous positions can be attributed to
my strong leadership abilities, participative management style, coupled with my consensus and team building
approaches. My management philosophy is also enhanced by my guiding principle of the "continued pursuit of
excellence ", a mantra that I expect all of my staff to adopt. My leadership skills have also been honed as I acquired
my Masters Degree from Fairleigh Dickinson University at which time I also obtained a specialization in Global
Leadership and Administration and another in Global Security and Terrorism.
As way of background, I am currently employed as the Manager of the Trenton - Mercer Airport (TTN), the state
capitol airport serving the New Jersey /Philadelphia metropolitan regions. TTN, an FAR Part 139 /TSAR 1542
facility, with a staff of around 40, encompasses over 1,350 acres, and has an annual operating budget of
approximately $3.5M and a five year capital budget between $20 -30M. TTN is owned and operated by the County
of Mercer, New Jersey, operated by a County Executive and Board of Freeholder form of government. This
arrangement requires me to be a politically astute leader and to continuously uphold the highest ethical standard

Fiscal stability, strategic planning, sensible aviation and non - aviation development, enhanced teamwork and
increased safety are just some of the areas that I have positively impacted in my role. More specifically, under my
leadership, my team has been successful in attracting several airlines to operate from the facility, drastically
increasing annual revenue, obtaining six (6) "Zero Deficiency" FAR Part 139 Certification Inspections, providing a
variety of additional services to our users, and funding and constructing multiple runway, taxiway and hangar
construction projects, coordinating the development of multiple aeronautical and non - aeronautical properties,
acquiring multiple pieces of specialized vehicles /equipment, completing a variety of planning studies, as well as
attracting and convincing several Fortune 50 companies relocate /develop facilities at our world -class airport.
Prior to accepting the position at TTN, I was employed as the Assistant Manager at the Lakeland Linder Regional
Airport (LAL), one of the largest and busiest general aviation facilities in central Florida. In addition to coordinating
airport activities relating to the EAA's Sun n' Fun Fly -In, the second largest aviation event in the Country (40K
aircraft operations and over 1 M visitors in 7 days), I was involved in the redevelopment of the vacated Piper Aircraft
Plant (1M sq. /ft.) which we modified and leased to a variety of aviation/non- aviation users. Prior to my time in
Florida, I was promoted through a diverse array of positions at the Morristown Municipal Airport (MMU), the
second busiest airport in NJ and one of the busiest general aviation facilities in the world. While serving at MMU, I
held the positions of Operations Manager, Grant Administrator, Noise Abatement Officer, Project Manager and

In summary, I believe that my diverse aviation experience and background, augmented by my proven leadership and
