Agenda 07/27/2010 Item # 9IAgenda Item No. 91 July 27, 2010 EXECUTIVE SUMMARY Page 1 of 12 Appointment of member(s) to the Horizon Study Oversight Committee OBJECTIVE: To appoint 2 members to fulfill the remainder of two terms with both expiring on April 28, 2012, to the Horizon Study Oversight Committee. CONSIDERATIONS: The Horizon Study Oversight Committee was created on February 24, 2009 by Resolution No. 09 -38. This 3 member I alternate member committee will represent the citizens, business owners and property owners within the Study area. The committee will further the goals of the East of CR951 Infrastructure and Services Horizon Study by providing for the prioritizing of position points established within the study; ensure the position points and areas of concern expressed by the public are acted upon by general purpose County government in a logical and timely manner; monitor the annual updating of the Collier Inter - Active Growth Model; and, make recommendation upon the appropriate and beneficial utilization of the Growth Model as a supplemental planning tool, as well as identify areas for the potential additional areas of application. Terms are 3 years. A list of the current membership is included in the backup. Mr. David H. Farmer resigned on April 21, 2010, and Ms. Diana A. Watson resigned on June 15, 2010. This 3 member and 1 alternate member committee was established to further the goals of the East of CR951 Infrastructure and Services Horizon Study by providing for the prioritizing of position points established within the study; ensure the position points and areas of concern expressed by the public are acted upon by general purpose County government in a logical and timely manner; monitor the annual updating of the Collier inter- Active Growth Model; and, make recommendations on the appropriate and beneficial utilization of the Growth Model as a supplemental planning tool, as well as identify areas for the potential additional areas of application. The Committee has met five times on a quarterly basis since its creation, with the current sole full time member. Bill McDaniel in attendance at each of the meetings. Due to lack of a quorum, no recommendations from the Oversight Committee could he made to the BCC regarding the candidates. Membership of the Committee, per Resolution No. 09 -38, shall represent the citizens, business owners and property owners within the Study area. On June 18, 2010, a press release and public notice were issued seeking replacement membership within the Committee. Based upon the notice, two applications have been received to fill the positions (see attached spreadsheet). Each one of the candidates meets the criteria of being a property owner within the Study area, or representing an organization active in the Study area. Staff does not make recommendations for the Board to consider in filling the positions, but rather evaluates each applicant to their eligibility. As noted, each applicant is eligible and with two position and two candidates, the Board could name each applicant as Committee members, assuming the candidates are acceptable to the Board.
