EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendment for the repair of
the HVAC systems at the Main Chiller Plant (Building K), Domestic Animal Services
(DAS) and Max A Hasse Jr. Community Park locations in the amount of $57,610.
OBJECTIVE: To obtain authorization from the Board of County Commissioners for the Budget
Amendment to approve the emergency repair and replacement of the HVAC systems at the Building K
Chiller, Domestic Animal Services (DAS) and the Max Hasse Jr, Community Park locations in the total
amount of $57,610.
CONSIDERATION: The Facilities Management Department is responsible for the maintenance, repair
and replacement of the HVAC systems for all county maintained buildings. The following buildings
require immediate repair or replacement to maintain proper cooling and humidity control.
Domestic Animal Services (DAS):
DAS recently experienced a mechanical breakdown which caused its entire HVAC refrigerant agent to
escape which rendered the unit inoperable for almost 24 hours. It was found that the condensing unit is
failing and physically deteriorating which suggests the criticality of replacement at a proposed cost of
$13,305. This unit was scheduled for major repair in the FY 2012 budget but since has been escalated
for immediate repair.
Max A Hasse Jr. Community Park:
Max Hasse's HVAC has been under pressure to maintain proper cooling for the past year. This multi-unit
HVAC system has been riddled with ongoing repairs with high maintenance costs and needs to be
replaced immediately to sustain proper cooling of the building. This involves removing and replacing 7
air handlers and 11 condensing units at a proposed cost of $30,597. These units were scheduled to be
replaced in FY 2012 but needs to be replacing immediately due to inability to maintain proper cooiing.
Main Chiller Plant (Buildinq K):
After a routine check of the chiller cooling towers it was found that a cooling tower gearbox was making
extremely loud noises and needed to be replaced immediately, This is at a proposed cost of $13,708.
FISCAL IMPACT: A budget amendment is needed in the amount of $57,610, decreasing reserves and
increasing the HVAC project number 52162, in the County-Wide Capital Projects Fund 301. Source of
funds are ad valorem.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is not quasi-judicial and as such ex parte disclosure is not
required. This item requires majority vote only, This item is legally sufficient for Board action. - CMG
RECOMMENDATION: That the Board of County Commissioners authorizes the necessary Budget
Amendment in the amount of $57,610 as described within this summary.
