EXECUTIVE SUMMARY
Recommendation to authorize the Chairman to sign Modification No. 5 to U.S. Fish and
Wildlife Service (USFWS) Cooperative Agreement No. 401815J021 to fund habitat restoration
within Pepper Ranch Preserve SSA-7 in the amount of $212,600 (of which, $75,000 will be
reimbursed by USFWS).
OBJECTIVE: To restore wildlife habitat within Pepper Ranch Preserve SSA-7 through the removal of
invasive, exotic vegetation.
CONSIDERATION: The Board of County Commissioners approved the acceptance of USFWS Cooperative
Agreement No, 401815J021 on October ii, 2005, Item 16A13. The award is a $250,000, 10-year
Cooperative Grant Agreement through the Partners for Wildlife Program. As stated in the Executive
Summary from that date, "Future grant funds awarded through this Cooperative Grant Agreement will be
brought back to the Board as a modification of the original Agreement."
The funds are to be used to perform various habitat restoration projects on Conservation Collier properties.
The priority emphasis for the USFWS Partners for Fish and Wildlife Program is on Federal trust resources
(e.g., migratory birds, endangered and threatened species, wetlands, floodplains and riparian areas), The
program emphasizes habitat restoration (i.e., hydrology and vegetation), and to a lesser extent habitat
improvement and creation. At least 50 percent of the total project cost must be covered with in-kind services
and/or non-Service funds,
Specific Conservation Coliier projects are funded annually through the USFWS and are identified as
modifications to Cooperative Grant Agreement No. 401815J021. Over a 10-year period, the USFWS will
allow Collier County to receive up to $250,000 under this Agreement. Below is a breakdown of the funding to

FISCAL IMPACT: Collier County will receive $75,000 in reimbursable USFWS funds in FY10. The required
cash match of $75,000 and the additional funds necessary to complete the project ($62,600) are available in
Conservation Collier Land Management Fund 174 Reserves, Grant revenue will be recognized in Fund 703
Administrative Services Grants and the match will be recognized in Fund 704 Administrative Services Match
via budget amendment in July 2010.

GROWTH MANAGEMENT IMPACT: The project will support Objective 7.3 of the Conservation and Coastal
Management Element, which requires the County to continue to implement programs that conserve and
protect endangered and threatened wildiife species.
LEGAL CONSIDERATIONS: Approval of this Agreement Modification conforms to the County's Grant
Administration procedures, The Agreement has been signed for form and legal sufficiency. Being that this
Agreement increases funding to Collier County, Fish and Wildlife Service requires Collier County to first
execute the Agreement. This item is legally sufficient for Board Action, - JBW
RECOMMENDATION: That the Board of County Commissioners authorizes the Chairman to sign
Modification NO.5 of USFWS Cooperative Agreement No, 401815J021.

The purpose of this modification is to augment funding with an additional $75,000, as the
restoration of an additional site has been added to the scope of this agreement (Attachment C).
Specifically, fiscal year 20 I 0 funding from both the Partners for Fish & Wildlife Program and
the Coastal Program will enable Collier County to initiate and continue exotic plant removal
within Zones 2 and 3 (totaling more than 475 upland acres) of the Pepper Ranch Preserve.
Attachment C, including the Project Data Sheet & Maps describes work that will be
accomplished under each Program's funding,
The total amount of this award to date for this cooperative agreement is increased from $75,000
to $150,000 to reflect this modification. The Landowner's matching costs have been increased
to $213,400($75,800 plus $137,600 for the Pepper Ranch Preserve projects).
1. Article V., SCOPE OF EFFORT is revised to include Attachment C that describes
activities funded under both the Coastal Program proposal as well as the Partners for Fish
and Wildlife Program, These documents outline the proposed work for the upcoming
year.
